MINUTES OF A REGULAR MEETING

The Regular Meeting of the City Council of the Town of Los Altos Hills
was called to order Monday, March 19, 1962 at 7: 50 P. M. by Mayor
Wm. B. Clayton at the Town Hall, 26379 Fremont Rd. , Los Altos Hills,
ROLL CALL: PRESENT: Councilmen Henley, Fowle , Mayor Clayton
ABSENT: Councilmen '.iken, Sherlock
MINUTES: March 5, 1962.
ACTION:
That Minutes of March 5, 1962 be adopted as submitted.
MOTION: Henley; SECOND: Fowle; VOTE: Passed unanimously
COMMUNICATIONS:
1. Mrs. Nada Kovalik - Letter, dated March 6, 1962. referred to the
µse of Los Altos Youth Center for meetings, etc. , other than
yjuth activities.
2. J. Fred Kerr - Letter, dated March 12, 1962, requested the Town' s
cooperation in the proposed AAU 30-Kilometer Run to be held on
July 4, 1962.
Permission was granted.
ANNOUNCEMENTS:
1. City of Palo Alto - Planning Commission will discuss the General
Flan for the Foothills at its meeting of March 21, 1962.
Commissioner Bowler, Chairman of the Planning Commission, was
asked to attend and report to the Council.
2. Bert Betts, State Treasurer - Letter relative to legislation on
income exemption for local bsnd issues, was explained by Council-
man Henley. He stated that he will submit a written report at the
next meeting.
COMMITTEE REPORTS:
1. Street Speed - Written report , submitted by the Committee (Mrs.
R. Williams , Mr. Otto A. Kohl, Mr. M. J. Taaffe , Jr. , and Mrs.
George G. Cowie , was read by the Clerk.
Mayor Clayton stated that discussion would be deferred to the
public hearings to be held at which the Traffic Ordinance will be
presented.

i 2. Equestrian Paths - Report of Mr. Richard Willis, and Mr. Channing
Cathcart was paraphrased by Mr. Cathcart. He stated that a more
comprehensive written report will be presented at the next meeting
NEW BUSINESS:
1. Sheriff' s Patrol Services.
The City Clerk read letter, dated March 6, 1962, from the Office
of County Executive , in which Mr. H. W. Campen, County Executive
stated that the rates for patrol services to the Town will be
incresed for fiscal year 1962-63.
The Mayor referred the matter to the Finance Committee for study
and subsequent report.
DIVISIONS OF LAND:
1. Szarvas, Paul G. , Tract No. 3117. Engr. Riley.
:ACTS ON:
That the Final Map of Paul G. Szarves, Tract No. 3117, be
approved.
MOTION: Fowle ; SECOND: Henley; VOTE: Passed unanimously
New Business Cont 'd.
2. Mandoli Subdivision - Acceptance of Improvements.
Resolution No. 186, accepting improvements in Tract No. 2107, was
presented and read in its entirety by the City Attorney.
ACTION:
Adopt Resolution No. 186 as read.

OTHER BUSINESS :
1. Clark, Don - Subdivision Improvements.
The City Attorney stated that he has been unable to reach an agree-
ment with either Mr. Clark or the bonding company relative to im-
provements required on Taaffe Ave. He further stated that the
Town will have to take action, relative collecting from the bond-
ing company, with the required period which terminates April 29,
1962.

Mayor Clayton staced that a Committee of the Whole will meet to
determine whether the Town should proceed to have the work com-

pleted with regard to monies to be expended.
The Attorney suggested that the awarding of contracts for work might
be included on the Agenda for the meeting :;f 1pril 17th, Special Meet-
ing to canvass Election Returns of the April 10th election.
3. La Baranca Way - The Attorney announced that the Court has ruled
that the Town has undisputed ownership of the right-of-way; that
the freeway will pass either over or under the street.

. Bills , in the amount of $1153.28, were presented by Councilman
Fowle.
ACTION:
That the bills be approved for payment ; that the Clerk be
authorized to draw the appropriate warrants.

Boy Scouts Steven Bunton, 25600 Fernhill Drive , Los '.ltos Hills , and
Donald McLaughlin, 969 Altos Oaks Drive , Los Altos , were in attendance
at the meeting.
MEETING LDJOURNED: 8:38 F. M.
NEXT REGULAR MEETING: Monday, April 2, 1962 at 7 :45 P. M. at the
Town Hall.
