• <br /> RESOLUTION NO. 26-07 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS <br /> HILLS ADOPTING THE SANTA CLARA VALLEY WATER RESOURCES <br /> PROTECTION COLLABORATIVE GUIDELINES AND STANDARDS FOR <br /> LAND USE NEAR STREAMS <br /> WHEREAS, the Town of Los Altos Hills participates in the Santa Clara Valley <br /> Water Resources Protection Collaborative along with the Santa Clara Valley Water <br /> District, the County of Santa Clara, and the cities of Santa Clara County; and <br /> WHEREAS, all Collaborative members share the watershed resource protection <br /> goals of flood management, drinking water quality and quantity, surface and <br /> groundwater quality and quantity, and habitat protection and enhancement; and <br /> WHEREAS, the Santa Clara Valley Water Resources Protection Collaborative <br /> developed a set of model guidelines and standards to apply to land use activities near <br /> streams and on streamside properties, and to protect streams and streamside resources <br /> entitled"Guidelines and Standards for Land Use Near Streams"; and <br /> WHEREAS, it is recognized that local control is the key principle to the <br /> implementation of resource protection goals, and that the County and the Cities are the <br /> primary jurisdictions for land use planning and permitting, and that the broader <br /> stakeholder community has a central role in local stewardship and enhanced resource <br /> protection.; and <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town <br /> of Los Altos Hills ratifies and supports the above foundational principles of the Water <br /> Resources Protection Collaborative and will implement the policies, guidelines, and <br /> standards contained therein in the following manner: <br /> 1. Adopt the Water Resources Protection Collaborative Guidelines and Standards for <br /> Land Use Near Streams dated August 2005, and revised July 2006, as a best <br /> practices water resources protection manual. <br /> 2. Apply the Guidelines and Standards for Land Use Near Streams to the extent <br /> feasible and appropriate, and to the extent that the Guidelines and Standards are <br /> consistent with the Los Altos Hills General Plan, Zoning and Site Development <br /> Ordinances. <br /> 3. Continue to participate in early consultation with the Santa Clara Valley Water <br /> District, when the Town is the permitting authority, for all development activity on <br /> properties located adjacent to a stream. <br /> 4. Continue to participate in the Santa Clara Valley Water Resources Protection <br /> Collaborative on matters pertaining to water resources protection. <br />
