Town of Los Altos Hills <br />City Council Special Meeting Minutes <br />Thursday, March 21, 2013 — 3:30 p.m. <br />Council Chambers <br />26379 Fremont Road <br />Los Altos Hills, California <br />CALL TO ORDER ROLL CALL AND PLEDGE OF ALLEGIANCE <br />Mayor Waldeck called the City Council Special Meeting to order at 3:34 p.m. in the Council <br />Chambers at Town Hall. <br />Present: Mayor Gary Waldeck, Vice Mayor John Radford, Councilmember Courtenay <br />Corrigan, Councilmember John Harpootlian, Councilmember Rich Larsen <br />Absent: None <br />Staff: City Manager Carl Cahill, City Engineer/Public Works Director Richard Chiu, <br />City Attorney Steve Mattas, Planning Director Debbie Pedro, Administrative <br />Services Director Yulia Rasulova, City Clerk Deborah Padovan <br />1. NEW BUSINESS <br />A. Study Session Regarding the Town's Private Roads including, Standards, <br />Upgrade Options, Future Maintenance and Funding Mechanisms. <br />City Engineer/Public Works Director Richard Chiu provided a PowerPoint Presentation <br />regarding the Town's responsibilities, road data, private road update maintenance and <br />cost. The staff recommendation was to accept private roads into the Town only once they <br />are brought up to Town standards and that non -through roads remain private with a <br />recorded road maintenance agreement. <br />Council discussion ensued and comments from the public were taken <br />The following was asked of staff: <br />1. Define and describe the difference between a public and private road and further <br />delineate between private roads and driveways/easements. <br />2. What are the implications and obligations of defining a road as a public road? <br />3. Are there any minimum standards that roads would have to be in order to be taken <br />over by the Town?
