4. PUBLIC HEARINGS <br />A. Resolution Approving the Issuance of Notes by the California Statewide <br />Communities Development Authority (CSCDA) on Behalf of the Daughters of <br />Charity Health Systems (Staff. C. Cahill) <br />Annie Melikian, Chief Financial Officer for the Daughters of Charity Health <br />System, stated the first series that closed was successful and they are now <br />requesting approval another $15 million for reserves. <br />Council discussion ensued. <br />City Attorney Steve Mattas said that Meyers Nave bond counsel have reviewed <br />the documents and they are appropriate. <br />Brandon Dias, Orrick, Herrington & Sutcliffe, LLP, said "you have no liability <br />whatsoever on the bonds." <br />Mayor Radford opened the Public Hearing. <br />Seeing no one wishing to speak, Mayor Radford closed the Public Hearing. <br />MOTION MADE AND SECONDED: Vice Mayor Corrigan moved to adopt <br />Resolution 53-14 approving the issuance of tax-exempt notes by the California <br />Statewide Communities Development Authority on behalf of the Daughters of <br />Charity Health Systems. The motion was seconded by Councilmember Larsen. <br />Motion Carried 5 to 0: <br />AYES: Councilmember HgMootlian, Councilmember Larsen, Mayor <br />Radford, Vice MUor Corrigan, Councilmember Waldeck <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />B. Lands of Fremont Hills Country Club; 12889 Viscaino Place; FILE# 11-13-MISC; <br />The proposed project includes amendment to Title 10, Zoning and Site <br />Development Code, to allow tennis court lighting on properties with the General <br />Plan Designation of RA -PR (Private Recreation Area). This is the only property <br />in Town with the RA -PR land use designation. The project includes amendments <br />to the Outdoor Lighting Policy to be consistent with the Zoning Ordinance and <br />amendments to the Fremont Hills Country Club Conditional Use Permit to allow <br />the use of tennis court lighting on five existing tennis courts.
