RESOLUTION NO. 518 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE TOWN <br /> OF LOS ALTOS HILLS ENDORSING THE ESTABLISHMENT OF <br /> A NATIONAL WILDLIFE REFUGE COMPLEX FOR THE SOUTH <br /> SAN FRANCISCO BAY <br /> WHEREAS, ecological and biological studies have been made by the <br /> South San Francisco Baylands Planning, Conservation and National Wildlife <br /> Committee of the waters and shoreline of the South Bay to determine the <br /> merits and feasibility of the establishment of a national wildlife refuge; <br /> and, <br /> WHEREAS, these studies have indicated that portions of the South San <br /> Francisco Bay and shoreline provide one of California's most important <br /> natural habitats for a great variety of migratory birds, fish and wildlife, <br /> including several rare and endangered species; and, <br /> WHEREAS, the expansion of urban uses directly threatens the habitat <br /> of the wildlife and critically affects their continued existence; and, <br /> WHEREAS, the proposed refuge would protect this wildlife habitat, <br /> including the protection of the harbor seal nursery area of Fremont and the <br /> hauling grounds in the South Bay slough areas; and, <br /> WHEREAS, such a refuge will provide and permanently protect much <br /> needed open space and opportunity for wildlife observation and will assist <br /> in air and water pollution control; and, <br /> WHEREAS, this refuge, if established as a national wildlife refuge by <br /> the Department of the Interior, would be consistent with the Bay Plan <br /> policies and the Preliminary Plan for the San Francisco Bay prepared by the <br /> Bay Conservation and Development Commission; and <br /> WHEREAS, final studies of this proposed national wildlife refuge are <br /> being undertaken by the Bureau of Sport Fisheries and Wildlife of the <br /> Department of the Interior; and, <br /> WHEREAS, legislation has been introduced to the United States Congress <br /> to authorize the Secretary of the Interior to establish and appropriate <br /> necessary funds for such a national wildlife refuge in the South San Francisco <br /> Bay area, <br /> NOW, THEREFORE, BE IT RESOLVED <br /> THAT, the City Council of the Town of Los Altos Hills endorses and <br /> supports the proposal and recommendation of the South San Francisco Baylands <br /> Planning, Conservation and National Wildlife Committee for a South Bay <br />
