• .' <br /> • <br /> • <br /> . RESOLUTION. NO. 507 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS, REQUESTING <br /> LEGISLATION OF. THE STATE OF CALIFORNIA TO PROVIDE FOR El0FECTIVE RiTIEF AND <br /> TAX REFORM FOR 'THE PROPERTY OWNERS -OF THE STATE OF CALIFORNIA ' <br /> BE IT RESOLVED by the City Council 'of the Town of Los Altos Hills <br /> as follows': ' <br /> 1) That passage of Proposition 1-A' and Assembly Bill ,80 has <br /> resulted in additional piecemeal attempts to solve the problem of tax <br /> inequities, particularly in connection with real property, without a <br /> . meaningful re-analysis and examination of the entire tax structure within <br /> the State of -California. <br /> 2) That the present tax structure, particularly in the field ' <br /> of real property taxes, has become confiscatory and has, in effect, been <br /> punitive and harsh in nature and effect upon those least able to bear <br /> the burden, to wit: retired persons, senior citizens, low income groups, <br /> and those who have-been disabled. <br /> 3) . That there has been no significant tax reform in- the State <br /> of California for the past 35 years. <br /> ' 4) That the State of California, through its legislature', has`' <br /> sought to abrogate its obligation in connection with payment -for the <br /> education of children of this State by forcing local school districts to <br /> resort to the property tax, which inequitably forces one group •f citizens <br /> to bear a larger burden of the cost of educating our children than any <br /> other group and which, in and of itself, has created greater inequities <br /> between local school districts. <br /> 5) That it is the duty of the State Legislature to see that <br /> meaningful tax'proposals are adopted whereby those citizens who own their <br /> homes in the State of California are not discriminated against in the <br /> field of property taxation. • ' <br /> -1- <br /> • <br />
