atsaid conciliation .council=b•m empowered with <br /> SECTION 2... p <br /> the authority, pursuant to Section 1419 (h) of the Labor Code, to <br /> deal with the full range of problems, including the functioning, on <br /> a non-partisan and non-political basis, as an advisory body to the <br /> FEPC, to assist the FEPC in creating widespread awareness of the <br /> existence and purpose of the Fair Employment Practices Act and Fair <br /> Housing Act, and to aid inpromoting general public acceptance and <br /> practice of the principles of equal opportunity, goodwill and <br /> cooperation among the groups and elements of the population, and to <br /> hold joint county conciliation council hearings or studies as needed <br /> and to publicize the findings. Specific fields of study should <br /> ,include, in the context' of human relations, the subjects of employment, . <br /> housing, health, education and :recreation, and police practices: <br /> SECTION 3. That said conciliation council shall be called the , <br /> Santa Clara County Human Relations Council and that it be composed <br /> of one councilman and one appointee from each city, each recognized <br /> cornmLznity council in the County, together with one supervisor <br /> appointed by the Board of Supervisors, with a quorumto be one-third .. <br /> of the membership. Said Council shall elect a chairman and vice <br /> • chairman from its membership, establish subcommittees from among its <br /> membership as the need arises, 'and_ is to receive the support of <br /> sufficient staff, andis to conduct regular meetings at least monthly. <br /> SECTION .4. That the Santa Clara County Human Relations Council <br /> be financed by an appropriation to be made by the Board of Supervisors <br /> of Santa Clara County, which appropriation shall take into cognizance <br /> an annual budget to :be .drawn up and prepared by the Santa Clara. <br /> County Human Relations Council. '' Special programs may be financed <br /> totally or on a sharing basis with the jurisdiction involved in <br /> that special program. <br /> SECTION 5.
