REQUEST FOR SITE DEVELOPMENT PERMIT FOR A SECOND • STORY ADDITION;LANDS OF WILLIS;26970 ARASTRADERO ROAD. ; FROM: Suzanne,Davis,.Planner SU , • RECOMMENDATION That the Planning Commission: Approve the requested Site Development Permit,subject to the recommended conditions. BACKGROUND: The property is onelot south of Arastradero Road,and is accessed by a private driveway just east of Mandoli Drive (see location map). The lot is larger than one acre,but the net acreage is .89 acre due to the presence of the 32 foot wide,access easement which runs along the westerly side of the property(access easements and rights-of-way are excluded from gross acreage for purposes of calculating the maximum floor and,development areas).; There are several nonconforming situations on the property. A corner of the existing house and the accessory building are within the side setback. These areas will be unaffected by the project., A variance was granted to the applicant in 1988 to.allow the porch roof to encroach up to six feet into the setback, andthe Zoning Ordinance allows decking toencroach five feet into setbacks. There is no history on the accessory building in Town records. The proposed addition will not encroach into any setbacks. There is also a corner of theexisting deck within the side setback,which is allowed by code (up to five feet of patios or decking may encroach into setbacks). — — --- DISCUSSION: Site Data: Net Lot Area: .89 acres . Planning Commission May 24, 1995 Lands of Willis Page 2 The applicant is requesting :pproval of a Site Development Permit for a second story addition to an existin: one-story residence. The house is just under 1,200 square feet,with a 540 squa e foot attached garage. There is also an existing 100 square foot accessory buildi g on the site. The second floor will cover 40%of the first floor. The addition wi bring the total floor area to 2,645 square feet. The project is well below the all.wable MDA and MFA for the property. Exterior materials will matc those existing: horizontal lap siding,wood windows and trim and ston- accent. The roof will be changed from wood shake._ to composition shingles. - highest point of the house will be 26 feet as - measured from existing gra 0 e. The applicants intend to keep the existing color scheme. Should they decid: to change the colors during construction,the Planning Department must eview them for compliance with the Town's adopted color board. Existing trees and shrubs pr'vide good screening_of the site from neighboring properties. No trees are pro•osed for removal. The site is also relatively low lying and not fiery visible fr m off-site locations: - - - On-site parking includes tw 0 spaces in the garage and one uncovered space- adjacent to the garage. It is lso possible to park other vehicles in-the driveway, but these spaces are not co ted as required parking since they would be in tandem spaces. The parkin: will all be maintained with the proposed project. The Engineering Departme has reviewed the plans and has no concerns. A final drainage flan will be r:viewed by Engineering prior to acceptance of plans for building plan check. No grading will be necessary for the project. The Pathways Committee h.s no request for pathway improvements or easements for tihe property. Staff is available to answer a y questions from the Commission or any member of the community. Any changes or modifications to the approved plans shall be —approved by the Planning Director or the Planning.Commission, depending on.the scope of the changes. 2. Any outdoor lighting must be approved by the Planning Department prior to installation. All lighting must be shown on the site plans. No lighting may be placed within setbacks except two entry or driveway lights. . 3. Additional landscaping may be required. Prior to final inspection staff will visit the site to determine if additional plantings are need for screening orfor erosion control,and if so, a-landscape plan shall be approved by staff or the SiteDevelopmentCommittee as determined by the Planning Director,prior to final inspection. Drought tolerant and native plantings are recommended. A cash deposit or other security may;be required to assure that any required landscaping is planted and maintained. 4. Paint colors,if changed,shallbe chosen by the applicant and approved by staff in,conformance with the Town's adopted color board or to match the existing structure. A color sample shall be submitted-to the Planning Director for approval prior to painting of the exterior of the residence. 5. The property owner shall inform the Town of any damage and shall repair anydamage caused by the construction of the project to pathways,private driveways,public and private roadways prior to final inspection and release of occupancy permits,.and shall provide the Town with photographs of the existing conditions of the roadways and pathways.prior of submittal of plans for building plan check. • , 6. , Any new outdoor lighting shall be approved by the Planning Department prior to installation. 7. The grading/construction operation plan shall address tru traffic issues regarding dust,noise,'and vehicular and pedestrian tr ffic safety on Arastradero Road and other roadways in the area;st rage Of construction materials;placement of sanitary • facilities;dea -up area (see Engineering Department for specifications ;parking for construction vehicles;and parking for construction Personnel. A debris box (tash dumpster),shall be •laced on sit=for collection of construction debris. The site drai .ge associated with the pr posed development must be designed a. surface flow wherever possible to avoid concentration of the runoff: Any proposed drainage shall be - " designed to aintain the existing flow i atterns. A plan showing and detailing the proposed'drainage shall be submitted for review by the Town :ngineering Department prior to acceptance of plans for building plan c eck. The drainage for the project will be inspected by the Town Eris: "eering Department and any deficiencies corrected ' __ to the satisfac on of the Engineering Department prior to final inspection. 11. Any,and all, changes to the existing grading and drainage shall first be appro ed by the Town Engineering Department. No grading shall ake place''during the grading moratorium between November 1 a d April 1 except with prior approval from the City . Fngineer. No grading shall take place within 10 feet of any property line :xcept to allow access to the private driveway. 12. Uponcompletion of construction,a final inspection shall be set with the Planning Department and Engineering Department'at least two weeks prior to final building inspection approval. CONDITION NUMBERS 9 AND 10 SHALL BE COMPLETED AND SIGNED OFF BY THE PLANNING DIRECTOR AND THE CITY ENGINEER PRIOR TO ACCEPTANCE OF CONSTRUCTION PLANS FOR PLAN CHECK BY THE BUILDING DEPARTMENT. ALL OTHER CONDITIONS MUST.BE. - SATISFIED PRIOR TO FINAL INSPECTION. Properties residing within the Los Altos School District boundaries must pay School District fees before receiving their building permit from Los Altos Hills. The applicant must take a copy of Worksheet#2 to both the elementary and high school district offices,pay the appropriate fees and provide the Town with a copy of their receipts. NOTE: The Site Development permit isvalid for one year from the approval date (until May 24, 1996). All required building permits must be obtained within that year and work on items not requiring a building permit shall be commenced within one year and completed within two years.
