RE: SITE DEVELOPMENT PERMIT FOR A NEW.RESIDENCE AND
• POOL;LANDS OF WARD; 11801 FRANCEMONT DRIVE.

RECOMMENDATION That the Planning Commission:
Approve the requested Site Development Permit as submitted,subject to the
attached conditions of approval.
BACKGROUND
The Planning Commission considered this application at its meeting of April 26,
1995, and continued the matter to this agenda to allow the applicant to redesign
the driveway and turnaround area. The Commission also requested that the
house be moved at least five feet from the conservation easement,that the
location of the pool equipment be shown;on the plans, and that specifications be
provided for the proposed exterior lighting.
DISCUSSION
The following are staff comments on the four items requested by the Planning
Commission at the April 26, 1995,meeting:
1. Modify the driveway and turnaround to reduce some of the paving within the
setbacks.
The applicant has provided two alternatives for the driveway and
turnaround—The first;-labeled-sc-heA-on--#he plans;has a-12 foot-wide-- - ----- --
circular turnaround,with a planting area`in the center. This alternative
would require less pavement,but would not remove it from the setbacks.
Scheme B is the egg shaped design that was discussed at the last hearing.
This alternative would reduce the amount of paving within the setback
areas. Although there would be more development area within the
setbacks with Scheme A,the difference between the two proposals is not
that great and this alternative might be more attractive once landscaping
is planted.
2: Pull the house five feet from the conservation easement.
The footprint of the house has been shifted slightly and the entry has been
reduced to accomplish a five foot setback from the conservation easement.

The exterior appeara ce of the house will not be noticably different due to
the change in the floo plan.
3. Show t location of the pool equipment on the site Ilan.
The pool equipment •. proposed to be located behind the garage,in a
corner where it will a mut the garage on one side and the house on one
side.
4. Provide specifications .`, the proposed'exterior lighting.
Some of the outside li:hting has been eliminated in response to a concern
raised by several co 'ssioners. The lights to be located on walls will be
down lights. Some li,hts will be placed on columns on the side facing
towards the residence so as to not be'intrusive to neighbors. The applicant
will provide samples f proposed fixtures at the meeting. -
Staff believes that the applic.nt has complied with the changes requested by the
Planning Commission, and r-commends that the project be approved. The
Commission discussed the conditions ofapproval at`t*April 24 meeting and
made changes to#6,9 and 1.. Staff is proposing revised wording to condition
#10 to include the specific re9uirements of the Town Geologist instead of just
referencing the geologist's re•ort(see Attachment 1). Deletions have a strikethru
and additions are shown in .old.
Staff is available to answer al y questions that the Commission or community
may have.

RECOMMENDED CONDITIONS FOR SITE DEVELOPMENT PERMIT
FOR NEW RESIDENCE AND POOL
LANDS OF WARD-118011FRANCEMONT DRIVE
A. PLANNING DEPARTMENT: '
1. Any changesor modifications to the approved plans shall be
approved by the Planning Director or the Planning Commission,
depending upon the scope of the changes.
1 -2. The property owner shall inform the Town of.any damage and
shall repair any damage caused by the construction of the project to
pathways, private driveways, public_and private roadways prior to
final inspection and release of occupancy permits and shall provide
the Town with photographs of the:existing conditions of the
roadways and pathways prior to acceptance of plans for building plan
check.
3. Prior to final inspection the final landscape planting plan shall be'
submitted,for,approval by the Site Development Committee. Any
plantings proposed within the conservation and storm drain
easement shall be local riparian species. The Site Development
Committee may require a deposit, a landscape maintenance
agreement, or other security to assure that the approved landscape
is planted and maintained. Any new outdoor lighting not
approved with this plan shall, be reviewed with the landscape
plan.
4. A gradingmnd construction operation plan shall be submitted by

and Planning Director prior to acceptance of plans for building plan
check. The grading/construction operation plan shall address truck
traffic issues regarding dust,.,noise, and vehicular and pedestrian
traffic safety on Francemont Drive, Moody Road and surrounding
roadways; storage of construction materials; placement of sanitary
facilities; parking for construction vehicles; and parking for
construction personnel. A debris box (trash dumpster) shall be
placed on site for.:collection,:of construction debris. Arrangements
must be made with,the Los Altos Garbage Company for the debris
box, since they have a franchise with the Town and no other hauler
is allowed within the Town limits.
5. Skylights shall be designed and constructed to reduce emitted light.
No lighting may be placed within the skylight wells.

6. Paint color s all be chosen by the applicant and approved by staff
in conforma( cc with the Town's adopted color board. A color
sample shall be submitted to the Planning Director for approval
prior to pai ting the exterior of the residence. The roof and
• exterior pai t color shall be darker, less reflective colors (light
reflectivity v:lue of 40 or less).

8. Standard sw ming pool requirements
a. Lights sh.11 be designed so that the source is not visible from
off-site.

the satisfa tion of the Town Engineering Inspector.

B. ENGINEERING DEPARTMENT:

• omply with the following:
• a. The project geotechnical consultant shall submit a letter
addressing recommends pool dig criteria for review
by the Town Engineering and-Building-Departments.
b. The project geotechnical consultant shall summarize the
results of their plan review in letter and submit it to the
Town Engineer for approval, prior to acceptance of plans
for building plan check.
c. The project geotechnical consultant shall describe the
results of inspections and as-bult conditions of the project
in a letter to be 'submitted ti? the Town"Engineering
Department prior to final inspe/tion.
For further details on the above requirements, please reference
the letter fro William Cotton &Associates dated March 8, 1995.

10. The site drainage associated with the proposed development must
be designed as surface, flow wherever possible to avoid
concentration of runoff. The proposed drainage shall be designed
to maintain the existing flow patterns. A"private storm drain
maintenance agreement- and private storm drain easements for
parcels 1 and 2 shall be approved by the Town and signed by both
property owners prior to acceptance of plans for building plan check.
Final drainage`and grading shall be'inspected by the Engineering
Department and any deficiencies corrected to the satisfaction of the
Engineering Department prior to final inspection.
11. Any, and all, changes tothe existing grading and.drainage plan
shall first be approved by the Town Engineering Department. No
grading shall take place during the grading moratorium between
November 1 and April 1 except with priorapproval from the City
Engineer. No grading shall take place within ten feet of any
property line except to allow access to'Francemont Drive.
12. An erosion and sediment control plan shall be submitted for review
and approval by the'Engineering Department prior to acceptance of
plans for building plan check. All necessary erosion control and creek
protection measures shall be in place to the satisfaction of the
Engineering Department prior to issuance of any building permits. The
contractor and the property owner shall comply with all
appropriate requirements of.the Town's NPDES permit relative to
grading and erosion/sediment control. ,Any areas on the site that
have the native soil disturbed shall be protected for erosion control
during the rainy season land shall be replanted prior to final
inspection.
13. All public utility services shall be undergrounded.
= 14. The location; elevation and height-=of-the new residence, decking, ----
driveway and pool shall be certified in writing by a'registered civil
engineer or licensed land surveyor! as being in.the locations,
elevations and heights approved by the Town and as shown on the
Site Development'Plan.
15. The existing type IIB pathway on Francemont Drive and Moody
Road shall be rehabilitated and the driveway shall be roughened
where it intersects the pathway. This work shall be done to the
satisfaction-of the Town iEngineering.Department prior to final
inspection. An additional pathway easement shall be granted to the
Town along the SCVWD maintenance road between Adobe Creek
and Moody Road. The applicant shall have the legal description
and plat exhibits prepared by a registered civil engineer or licensed
land surveyor and the Town shall prepare the grant document. The

applicant shall -submit the signed and notarized document and
exhibits to the own prior to acceptance of plans for building plan check.
16. All subdivisio improvements for the Bellucci Subdivision (Parcel
Map;:No. 608 M 31, 32 & 33and Tract'Map No. 8207) and the
FPrancemont S 'bdivision (Parcel Map NO. 606 M 14 & 15) shall be
constructed a . approved.by the City Engineer '

19. All construction debris and other deleterious materials shall be
removed from the-project'site, to the satisfaction of the Engineering
Department,p ior..r to acceptance of plans for building.plan check.
20. . This property (Parcel No. 1) shall be included in a landslide
maintenance agreement which, sets forth maintenance and
monitoring. re.ponsibilities as well as any other requirements
deemed appropriate by the.Town. ,.chis agreement shall,be
approved- by the Town and signed by the applicant and all
nlecessary pro erty owners prior to acceptance of plans for building
pan check.
21. Santa Clara alley Water District-(SC D) has approved the
-_- proposed imp iovements for_thiss project-pera letter from Richard
M. Anderson; dated: December 20, .1994. All conditions of the
:SFVWD per. ; it ..shall also ' become conditions of this site
development:permit..A copy of the permit issued by SCVWD shall
be submitted to the Town prior to acceptance of plans for building plan
check.
22. Upon-'complet on of,the construction, a final inspection shall be
required to be .et with the Planning and Engineering Departments
two weeks prior to final building:inspection approval:

CONDITION NUMBERS 2, 4, 9, 10, 12, 15, 18, 19, 20, AND 21 SHALL BE
COMPLETED AND SIGNED OFF BY THE PLANNING DIRECTOR AND
THE CITY ENGINEER PRIOR TO ACCEPTANCE OF CONSTRUCTION
PLANS FOR PLAN CHECK BY THE BUILDING DEPARTMENT.
EROSION CONTROL AND CREEK PROTECTION MEASURES SHALL BE
INSPECTED AND APPROVED BY THE ENGINEERING DEPARTMENT
PRIOR TO ISSUANCE OF BUILDING PERMITS.
Properties residing within the Los Altos School District boundaries must pay
School District fees before receiving their building permit from Los Altos
Hills. The applicant musttake a copy of Worksheet#2 to both the elementary
and high school district offices,pay the appropriate fees and provide the Town
with a copy of their receipts.
NOTE: The Site Development permit is valid for one year from the approval
date (until May 24, 1996). All required building permits must be obtained within
that year and work on items not requiring a building permit shall be commenced
within one year and completed within two years.
