FROM: Suzanne Davis,Planner S� RECOMMENDATION, That the Planning Commission: Approve the requested Site Development Permit as submitted,subject to the attached conditions of approval. • BACKGROUND The Planning Commission considered this application at its meeting of April 26, 1995,and continued the matter to this agenda to allow theapplicant to redesign the driveway and,turnaround area. There was considerable discussion on the Pathway Committee's request for an additional pathway easement. The Commission requested revised wording to condition#16 to include the requirement for the granting.of the easement. Commissioner Gottlieb pointed out that the pool area would not receive much sun in the proposed location. Several Commissioners were concerned that the three residences proposed for this parcel and parcels 1 and 2 all had similar exterior materials, and that they would look like tract housing. .. . DISCUSSION The following are staff comments on the items discussed at the April 26,1995, Planning Commission meeting: -- 1.— Modify the driveway and turnaround e-ofthe paving withinthe -- -- --- setbacks. The new design is a circular driveway with two accesses on Francemont Drive. This configuration requires less paving while still,providing an adequate turnaround. The width of the circular portion of the driveway • will be 12 feet (10 to 12 feet is needed for a functional driveway). 2. Revise wording for condition#16. . New wording for this condition on pathway requirements will be provided by the Pathway Committee at the meeting. The condition included in Attachment 1 has not been modified,and will need to be replaced with the new condition as approved at the public hearing. 7 Y c Planning Commission May 24, 1995 Lands of War /parcel 3 Page 2 3. Location of pool. The applicant has sh wn an alternate location for the pool which is further= t-. . from the house and ' an area which will be less shaded during the day. 4. Exterior terials. - The app 'cant has do e a number of things to keep the three new residences from looki g alike. The exterior materials for the house on 1 parcel 3 have been ch nged to horizontal wood siding and flat tile roofing. The other two houses will have stucco siding and two different raised tile roofs. The three hous s will all have different architectural detailing and the builcing footprint have a lot of variation. The color schemes will also be variedfor the thre residences. Staff believes that the applic nt has complied with the-changes requested by the — -- - - - Planning Commission, and recommends that the project be approved. The Commission discussed the c nditions of approval at the April 24 meeting and made changes to#6, 10 and 7. Staff is proposing revised wording to condition #10 to include the specific re uirements of the Town Geologist instead of just referencing the geologist's re ort (see Attachment 1). PLANNING.DEPARTMENT: 1. Any changes or modifications to the approved plans shall be approved by the Planning Director or the Planning Commission, depending upon the scope of the changes. 2. The property owner shall inform the Town of any damage and shall repair any.damage caused by the construction of the project to pathways,private driveways,.-public and private roadways prior to final inspection and release of,occupancy permits and shall provide the Town with photographs of the existing conditions of the roadways and pathways prior to acceptance of plans for building plan check. . 3. Prior to final inspection the final landscape planting plan shall be submitted for approval by the:Site Development Committee. Any plantingsproposed- within the conservation and storm drain easement shall.be local riparian.species. The Site Development Committee may require a::deposit,; a landscape, maintenance agreement, or other security to assure that the approved landscape is planted and maintained. Outdoor lighting shall be reviewed with the landscape plan. 4..... Two copies of-a grading and construction operation plan shall be submitted by the property owner for review and approval by the City-Engineer and Planning_Director_prior_to submittal-of-plans for_ ___ _ building plan check. •The grading/constructionoperation plan shall address truck.traffic issues-regarding.dust,:noise,and vehicular and pedestrian traffic safety on Francemont Drive, Moody Road and surrounding roadways;,.,storage -of, construction materials; placement of sanitary facilities; parking for construction vehicles; and parking for construction personnel. A debris box (trash • •dumpsterY shall be placed;on. site for collection of construction debris. Arrangements must be.made with-the Los Altos Garbage _.: Company for the debris box, since they have a franchise with the Town and no other hauler is allowedwithin the Town limits. 5. Skylights shall be designed and constructed to reduce emitted light. No lighting•may be placed within the skylight wells. 6. Paint color s all be chosen by the applicant and approved by staff in conforma ce with the Town's adopted color board. A color sample shall. •e submitted to.the Planning Director for approval prior to pai ting the exterior of the residence. The roof and • exterior pain color shall be darker, less reflective colors (light reflectivity v.lue of 40 or less). 7. ire retardant roofing is required for the residence. 8. Standard sw ming-pool requirements: . Lights shal 1•be designed so that the source is not visible from off-site. b. Drainage utfall structures shall be constructed and located to the satisfa tion'of the Town Engineering Inspector. c. Fencing or a locking pool cover is recommended for safety. ' d. Equipmen shall be enclosed on all four sides and roofed for noise mitigation. 9. Prior to be 'ng any grading operation or construction,any significant tre s in the area of construction are to be fenced at the dripline. The encirig shall be of a material and structure to clearly delineate the ripline. Town staff must inspect the fencing and the firees to be fen�ed prior to issuance of any building permits. The fence must remain t oughout the course of construction. No storage of - = equipment,ve cies or debris shall be allowed within the driplines P - of these trees. B. ENGINEERING D ARTMENT: 10. The prject geotechnical consu tant shall submit a letter addres ing-recommended pool design criteria for review by the own Engineering and Building Departments,prior to acce'tance of plans for the pool for building plan check. b. The project geotechnical consultant.shall summarize the results of their plan review in,a letter and submit it to the Town Engineer for approval, prior to acceptance of plans for building plan check.: .. • c. The project geotechnical consultant shall provide written confirmation of compliance with recommended drainage improvements,prior to final inspection. .. d. The project geotechnical consultant shall describe the results of inspections and as-built conditions of the project in a letter to be ,submitted to the Town. Engineering Department,prior to final inspection. For further details on the above requirements, please reference the letter from William Cotton &Associates dated March 8,1995. 11. The site drainage associated with theproposed development must be designed as surface flow wherever possible to avoid concentration of runoff. The proposed drainage shall be designed to maintain the existing flow patterns. Final drainage and grading shall be inspected by. the Engineering Department and any deficiencies corrected to the satisfaction.of :the Engineering Department prior to final inspection. 12. Any, and all, changes to the existing grading and drainage plan shall first be approved by.the Town Engineering Department. No grading shall take place during the grading moratorium between November 1 and April 1 except with prior approval from the City Engineer. No grading shall take place within ten feet of any property line except to allow access to Francemont Drive. 13.— An-erosion and-sediment control plan-shall be submitted for-review----and approval by the Engineering Department prior to acceptance of plans for building plan check. The contractor and the property owner shall comply with all appropriate requirements of the Town's NPDES permit relative to grading and erosion/sediment control. Any areas on the site..that have the native soil disturbed shall be protected for erosion control during the rainy season and shall be replanted prior to final inspection. 14. All public utility services shall be undergrounded. "15. This agreement shall be aproved by he Town and signed by the applicant and all necessary prop rty owners prior to acceptance of plans for building plan check. 21. Upon completi n of the construction, a final inspection shall be required to be s t with the Planning and Engineering Departments tWo weeks prio to final building inspection approval. - V p CONDITION NUMBERS 2,4, 10, 13, 16, 19 AND 20 SHALL BE COMPLETED AND SIGNED OFF BY THE PLANNING DIRECTOR AND THE CITY ENGINEER PRIOR TO ACCEPTANCE OF CONSTRUCTION PLANS FOR PLAN CHECK BY THE BUILDING DEPARTMENT. EROSION CONTROL AND CREEK PROTECTION MEASURES SHALL BE INSPECTED AND APPROVED BY THE ENGINEERING DEPARTMENT AND PROTECTIVE TREE FENCING SHALL BE INSPECTED BY THE PLANNING DEPARTMENT PRIOR TO ISSUANCE OF BUILDING PERMITS. Properties residing within the Los Altos School District boundaries must pay School District fees before receiving their building permit from Los Altos Hills. The applicant must take a copy of Worksheet#2 to both the elementary and high school district offices,pay the appropriate fees and provide the Town with a copy_of their receipts. NOTE: The Site Development permit is valid for one year from the approval date (until May 24, 1996). All required building permits must be obtained within that year and work on items not requiring a building permit shall be commenced within one year and completed within two years.
