RE: REQUEST FOR SITE DEVELOPMENT PERMIT FOR SECOND STORY
ADDITION,LANDS OF WONG;25879 FREMONT ROAD.

RECOMMENDATION That the Planning Commission:
Approve the requested Site Development permit,subject to the recommended
conditions.

The applicant requests approval of a Site Development Permit for a second story
addition to the existing single story residence and a minor addition to an existing
barn. The proposed second story will cover approximately 53 percent of the
existing house.
The proposed additions include 1,039,square feet of floor area to the residence,
and 147 square feet to the existing barn,resulting in a total of 4,371 square feet of
floor area on the property. This is well under the maximum for the lot. The
applicant proposes the addition of 1,356 square feet of development area,and the.
removal of 200 square feet from an existing patio located behind the existing

kitchen. The development area is 4,236 square feet under the MDA for the
property.
The project i cludes additi•nal bedrooms for the existing house on the new
second story. Minor struc al changes are required on the first floor to support
the new second story. -An .ddition of 200 square feet is proposed for a new
dining room.
The existing height of the r:•sidence, 15 feet,will be extended to a maximum of 25 _
feet for the se$and story ad.'tion. The increase in height will not impede the _
views of any of the immedi:to neighbors, and the house is not visible from
nearby hillsi des.
The neighboring houses al•ng Fremont Road and Miranda Road are one and two
story houses. The lot is we 1 screened with landscaping from Fremont Road and
the neighboring property t the west. The existing house and proposed addition.
will be visible to the neighb•rs to the east.
The 5 parking spaces show on the plans do not have adequate turnaround. A
different configuration of e parking spaces would result in 4 spaces with
adequate turnaround. The-e spaces are existing on the lot and the proposed
additions will not alter the f urrent parking configuration. ,
There is an existing barn lo sated on the south side of the property,out of the
front setback. The existing -ayes encroach into the east side setback by 3 feet.
The addition of floor area t• the barn is located on the west side of the barn,and
does not encroach into the s-tback. The addition to the barn provides additional
storage.
The existing residence and •am are finished with wood siding and shingle
roofing and tlhe additions w ll utilize the same materials. The applicant has -
indicated that the color of t e house will be changed to comply with the Town
standards.
The Environmental Design 4 ommittee has not requested any conditions of
approval. The Pathways C•mmittee has requested that the existing pathway
along the Fremont Road pr•perty line be upgraded to current Town standards.

A. PL G DEP 4TMENT: •
1. Any changes er modifications to the approved plans shall be
approved by .1 e Planning Director or the Planning Commission,
depending on the scope of the changes.
2. .Any outdoor ghting must be approved by the Planning
Department p for to installation. All lighting must be shown on the
site plans. N. lighting may be placed within setbacks except two
entry or drive ay lights.
3. Additional la dscaping may be required. Staff will visit the site
prior to final .uilding inspection to determine if any plantings will
be needed to s M een the new addition or to restore areas disturbed

4. New paint col.rs shall be chosen by the applicant and approved by
the staff in co ormance with the Town's adopted color board. A
color sample s all be submitted to the Planning Director for
approval prio i to painting of the exterio l of all structures. The
additions sha be painted prior to final building inspection approval.
5. Two copies of . grading and construction operation plan shall be
submitted by .1 e property owner-for-review and approval by-the
City Engineer .nd Planning Director prior to acceptance of plans for
building plan c eck. The grading/construction operation plan shall
ddress truck raffic issues regarding dust,noise, and vehicular and
pedestrian tra' 'c safety on Fremont Road,other roadways in-the
aa,rea and Bulli• school;storage of construction materials;placement
df sanitary faclities; clean-up area (see Engineering Department for
specifications) parking for construction vehicles;and parking for
construction p.rsonnel. A.debris box (trash dumpster),shall be

6. The property owner shall inform the Town of any damage and
shall repair any damage caused by the construction of the project to
pathways,private driveways,public and private roadways prior to
final inspection and release of occupancy permits and shall provide
the Town with photographs.iof the existing conditions of the
roadways and pathways prior to acceptance of plans for building plan
check.
7. :Prior to beginning any grading operation or construction,all
significant trees are to be fenced at the dripline. The fencing shall
be of a material and structure to dearly delineate the dripline.
Town staff must.inspect the fencing and the trees to be fenced prior
tocommencement of gradings The fence must remain throughout
the course of construction. No storage-of equipment,vehicles or
debris shall be allowed within the driplines of these trees.
8. Skylights,if utilized,shall be designed and constructed to reduce
emitted light No lighting may be placed,within the skylight wells.
9. Fire retardant roofing is required for all new additions.
10. . If the proposed additions,to the existing residence results in a major
change,in the scope of the.project,such as the removal of more than
50%of the exterior walls,the applicant shall resubmit the project to
the Planning Commission for possible redesign.

B. NGINEE I G DEPARTMENT:
11. The site drain:,ge associated with the proposed development must
be designed a surface flow wherever possible to avoid
concentration of the runoff. Any proposed drainage shall be
designed to aintain the existing flow patterns. The drainage for
the project wi be inspected by the Town Engineering Department
and any defi encies corrected prior to final approval.
12. Any,and all, i hariges to the approved site grading and drainage
shall first be a proved by the Town Engineering Department. No
grading shall ake place during the grading moratorium between
November 1 a d April 1 except with prior approval from the City
' Engineer. No grading shall take place within 10 feet of any
roperty.line xcept to allow access to Fremont Road.
13. The existing p thway along Fremont Road shall be upgraded to the
Town's type standards and shall be relocated away from the
idge,of the ro d. The pathway stun be l cated so that it meanders
around all poker poles,utility boxes,mailboxes,etc. The existing
wale along �e edge of Fremont Road shall be regraded so that it is
16cated betwe n the edge of the pavement and the new pathway.

14. A.30 foot half- kith for Fremont Road right of way shall be
dedicated to t a Town if it is determined that it has not previously
been dedicate to the Town. The owner shall have the legal
c}escription an plat for the dedication prepared by a licensed land
spr'veyor or a gistered civil engineer. The Town will then prepare
the dedication documents that are required to be signed-and
notarized by a owner prior to acceptance of plans for building plan
check.
15. Any and all,a eas on the project site that have the native-soil
disturbed shall be protected for erosion control during the rainy
season and sh 11 be replanted prior to final inspection.
16. All new public utility services shall be undergrounded.
17. Upon completi n of construction,a final inspection shall be set
with the Pla ng Department and Engineering Department at least
two weeks pri r to final building inspection'approval. •

• SATISFIED PRIOR TO FINAL INSPECTION.
Properties residing within the Los Altos.School..District boundaries
must-pay School District fees before receiving their building permit
from Los Altos Hills. The applicant must take a copy of Worksheet#2
to both the elementary and ,high school district offices, pay the
appropriate fees and provide the Town with a copy of their receipts.
NOTE: The Site Development permit is valid for one year from the approval
date (until May 24, 1996). All required building permits must be obtained within
that year and work on items not requiring a building permit shall be commenced
within one year and completed within two years.
