RE: REQUEST FOR SITE DEVELOPMENT PERMIT FOR AN ADDITION
AND REMODEL,LANDS OF LLOYD;TANGLEWOOD.

-The applicant requests approval of a Site Development-Permit for additions to - —
the floor area on the second story of the existing residence,modifications and
additions to the lower floor,and a reduction of size and relocation of the garage.
The majority of the existing house is a twfo -story structure with a one-story front
elevation. The additions include 273 square feet of floor area on the upper floor,
and the removal of 136 square feet on the lower floor.
The proposed improvements include an addition of 468 square feet of
development area. The applicant will remove 468 square feet from existing decks
and walkways,so that the total development area remains unchanged. The
existing structures on the property exceed the MDA and MFA. However,the
existing development and floor areas on the lot are legal nonconforming

situations. Condition#7 ha. been added to obtain a recorded restriction on the
property because the floor .rid development areas are maximized on the lot.
The project includes additi.ns to the existing breakfast room,living room,family
room and dining room on t e upper floor. This will include the relocation of the
stairs,the conversion of the master bedroom into an office,and the alteration of
the existing deck. The low:r floor area will include the conversion of floor area
on the west side of the hou-e tostorage space,in orderto eliminate floor area. _ _
Additionally,a portion of e office on the west side of the house will be filled to
eliminate existing the floor .rea. The lower floor will be extended toward the
north end of tie house to accommodate the master bedroom. The deck along the
eastern side of the lower fl.er will be enclosed for an addition to the existing
bedroom. Thg applicant pr ii poses to reduce the size of the garage to obtain floor
area for the proposed addi c ons. There will be a net loss of 3 square feet of floor
area on comp proposed
of the p oject.
There are currently 3 existi g parking spaces on the site located out of the
setbacks,with adequate tur around. The applicant proposes to relocate the
garage into the hillside,w ' h will require that two of the walls of the structure
be retaining walls. The ne location of the garage requires that the driveway be
depressed approximately 3 eet. This will result in a retaining wall with a
maximum height of approx mately 3 feet along the turnaround area. The
relocation of the garage and the resulting configuration of the driveway results in
4 parking spa9es,located o aside of the setbacks,with adequate turnaround for
the cars. The existing trellis decking and walkway along the exterior of the west
side of the horse will be rel 4,cated and reconfigured to be used as a walkway
from the new garage to the ouse.
The existing residence is f shed with wood siding and shingle roofing. The
remodel will include clude the uti ization of stucco walls and taupe colored terra-cotta
tiles for roofing. The overa height of the house is-being increased from 34 feet -
two inches to 35 feet,which 's in compliance with the Town's policy. Sheet#9 of
the plans shows the propos:d changes in.height to they existing structure. The
remodeled.ho se does not e ceed the 27 foot vertical height maximum at any
point of the structure,as sh.wn on Sheet#8 of the plans.
The remodel of the existing esidence will result in a change to the architectural
style of the existing residen -,but the additions to the(residence will make only
minor changes to the existin, massing of the residence. This site is not highly -
visible from.the immediate eighbors' homes or from other houses on adjacent
hillsides.

There are a number of mature oak trees on this site. The applicant will not
remove any of the trees for this project. Condition#8 requires that all significant
oak trees be fenced prior to construction.
The Environmental Design Committee has not requested any specific conditions
of approval. The Pathways Committee has requested that a 10 foot easement be
granted along Chaparral Way,along the eastern property line,on land which is
already in a conservation easement. This has been added as Condition#17 of
Attachment 1.
Staff is available to answer any questions from the Commission or any member
of the community.

RECOMMENDED CONDITIONS FOR SITE DEVELOPMENT PERMIT FOR
MINOR ADDITIONS AND REMODEL
LLOYD—26707 TANGLEWOOD LANE
A. PLANNING DEP ,TTvIENT:
1. Any changes or modifications to the approved plans shall be
approved by d e Planning Director or the Planning Commission,
depending on the scope of the changes.
2. Any outdoor 'ghting must be approved by the Planning
Department p for to installation. All lighting must be shown on the
site plans. N. lighting maybe placed within setbacks except two
entry or drive ay lights.
3. Additional la dscaping may be required. Staff will visit the site
prior to final .uilding inspection to determine if any plantings will
be needed to s een the new addition or to restore areas disturbed
8y grading or onstruction.
4. New paint col•rs shall be chosen by the applicant and approved by
the staff in co ormance with the Town's adopted color board. A
color sample s all be submitted to the Planning Director for
approval prio i to painting of the exterior of all structures. The
additions sha be painted prior to final building inspection approval.
5. Two copies of. grading and construction operation plan shall be
submitted by .I e property owner for review and approval by the
City Engineer :nd Planning Director prior to acceptance of plans for
building plan c eck. The tion operation plan shall
address truck affic issues regarding dust,noise,and vehicular and
pedestrian tra' 'c safety on Tanglewood Lane,Moody..Roadand
ether roadwa s in the area;storage of construction materials;
placement of s:nitary facilities;clean-up area (see Engineering
Department fo, specifications);parking for construction vehicles;
end parking f.r construction personnel. A debris box (trash
umpster),sh.11 be placed on site for collection of construction
debris. Arran.ements must be made with the Los Altos Garbage
Company for e debris box,since they have a franchise with the
Town and no •ther hauler is allowed within the Town limits.

6. The property owner shall inform the Town of any damage and
shall repair any damage caused by the,construction of the project to
pathways,private driveway ,spublic and private roadways prior to -
final inspection and release of occupancy permits and shall provide
the Town with photographs of the existing conditions of the
roadways and..pathways prior to acceptance of plans for building plan
check.
7. A deed restriction shall b e.recorded stating that the development
area of 9,635 square feet and the floor area of 5,913 square feet
established for the property under this permit are the maximum
levels of development.currentlyallowed by the Town. The
Planning Department will prepare the deed restriction and the
signed,notarized:document shall be returned to the Town prior
to acceptance of plans for building plan check.
8. Prior to beginning any grading operation or construction,all
significant trees located near the residence are to be fenced at the
dripline. The fencing shall be of a material and structure to clearly
delineate the dripline. Town staff must inspect the fencing and the
trees to.be fenced prior to commencement of grading. The fence
must remain throughout the course of,construction. No storage of
equipment,vehicles or,debris shall be'allowed within the driplines
of these trees.
9. Skylights,if utilized,shall be designed and constructed to reduce
emitted light. No lighting may be placed within the skylight wells.
10. . -:.Fire retardant roofing is required for all new roofing.
11. If the remodelto the existing residence results in a major change in
the scope of the project,such as the removal of more than 50%of
the exterior walls,the applicant shall resubmit the project to the
Planning Commission for possible.redesign.
12. If a demolition permit is required, clearance from the Bay Area Air
Quality Management District shall be obtained prior to issuance of

the demolition permit.

B. ENGINEERING DE ARTMENT:

within one year and completed within two years.
