Staff Report to the Planning Commission
RE: WATER QUALITY SAMPLE FOR FREMONT HILLS COUNTRY
CLUB

BACKGROUND
On July 20, 1994, the City Council approved amendments to the conditional use
permit for Fremont Hills Country Club, with conditions, and later modified the
conditions on November 2, 1994. Condition#7(d) (attached) requires that:
"Samples from the creek water at the rear of the property shall be
taken twice a year (on January 30th and July 30th) for
determination of the water quality,and the results of the samples
shall be submitted to the Town."
The intent of the condition was to monitor water quality of the creek, due to its
proximity to animal wastes and septic systems on the Fremont Hills Country
Club property.
DISCUSSION
According to the conditions of approval, the Country Club is required to submit
water quality samples on January 30th and July 30th of each year. Attached is a
submittal of a water quality test conducted on June 22nd of this year, and
submitted on June 30th. Apparently the applicant confused the date of
submittal. Also, staff found no record of a January 30th submittal, perhaps
because work under the use permit was not yet completed or in effect at that
time.
The results of the water quality sample were forwarded to the County Health
Department for review. An August 2nd letter from Linda Crawford at the
Health Department concludes that the fecal coliform level is low and indicates
good water quality. While she stated that the Health Department did not
request the sample, she is willing to continue to review periodic samples and
provide input to the Town.
Staff expects to inform the Country Club in writing of the Health Department's
conclusion and to remind them that the appropriate dates for water quality
sampling are January 30th and July 30th. If the Commission wishes to provide
additional direction, staff will include that with the letter as well.
Staff is available to respond to questions from the Commission and the
community.

7. All requirements of the Santa Clara County Health Department and the
Palo Alto Animal Control Department shall be met prior to final building
approval and shall continue to be met throughout the life of this permit:
a. Drainage from stables, corrals, pens,barns, etc.,shall not enter a
nlatural water course.
b. Animal quarters must be swept clean,sprayed and otherwise kept
in a sanitary mannerso as to prevent unnecessary odor, fly
breeding and rodent attraction.
c. .I 1anure shall be disposed of regularly by spreading, collection in an
appropriate bin and/or removal from site as it is presently done
which is about 6 times per year. A plan for the maintenance and
removal of manure shall be submitted by the stable manager for
review and approval by the Town prior to acceptance of plans for
building plan check.
d. Samples from the creek water at the rear of the property shall be
taken twice a year (on January 30th and July 30th) for
determination of the water quality, and the results of the samples
shall be submitted to the Town.
e. Additional fill shall be added to the lower corral to improve the
existing condition of the corral and a shelter shall be constructed for
the horses within the higher portion of the corral prior to issuance of
final building approval for the project.
8. The following requirements of the Los.Altos Fire Department shall be
conditions of this approval:
a. All buildings and their usage shall meet applicable Town, County,
and State Fire and Life Safety regulations.
b. All buildings which presently are protected by fire sprinklers shall
have the State mandated 5-year inspection by a state licensed fire
sprinkler contractor.
c. Remodeled and/or additions to buildings protected by fire
sprinklers will require the modification of the existing system(s) to
the satisfaction of the Fire Department.
d. The shavings barn shall be completely protected by fire sprinklers.
e. Items b, c, and d shall be completed prior to final inspection.

Regarding Water Quality Sample for :Fremont Hills Country Club;
collected June 22, 1995.
In response to your letter of July 17 , 1995 I am somewhat
confused in that the Department of Environmental Health has not
requested that twice yearly creek water samples be collected and
tested. If another agency has requested this information they
may be waiting for the results.
More to your point; I have reviewed the test results and find
that the total coliform numbers are within the expected range for
surface waters . The fecal coliform reading is below what would
be expected for surface waters. Fecal coliform is the generally
accepted indicator organism for bacterial quality, therefore the
low numbers reported in this sample would suggest a good water
quality.
Should you wish , I will be happy to review future test results
and respond accordingly. The present report format is adequate
and sending the report to me by mail is also fine . If I can be
of any further assistance, please feel free to contact me at
