A. Roll Call Present: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan, Councilmember Spreen, Councilmember Wu Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning Director Suzanne Avila, City Engineer/Public Works Director Allen Chen, Community Services Supervisor Sarah Robustelli, City Clerk Deborah Padovan B. Pledge of Allegiance City Attorney Steve Mattas stated that there was no reportable action resulting from the closed session. 1. AGENDA REVIEW There were no changes to the agenda. 2. PRESENTATIONS AND APPOINTMENTS The Council first considered Item 2.B. B. Appointment to the Los Altos Hills Community Relations Committee City Clerk Padovan presented Lana Einschlag's application for appointment to the Community Relations Committee. Lana Einschlag, Los Altos Hills, introduced herself to the City Council. 1, City Council Regular Meeting Minutes May 18,2017 MOTION MADE AND SECONDED: Councilmember Spreen moved to appoint Lana Einschlag to the Community Relations Committee for a four-year term. The motion was seconded by Councilmember Corrigan. Motion Carried 5 to 0: AYES: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan, Councilmember Spreen, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None C. Annual Report of the Los Altos/Los Altos Hills Senior Commission Senior Commissioner Jim Basiji presented the annual report of the Los Altos/Los Altos Hills Senior Commission. The Council asked questions of Mr. Basiji and received his responses. No action was taken. D. Announcing the Los Altos Hills Fifth Annual Vines & Wines Event on October 15, 2017 Jitze Couperus, Los Altos Hills announced the Fifth Annual Vines and Wines event. The Council asked questions of Mr. Couperus and received his responses. No action was taken. A. Presentation of 2017 Earth Day Pathway Cleanup Certificate to the Los Altos Hills Youth Commission Chris Vargas, Los Altos Hills, explained the annual Earth Day Pathway clean-up which is now in its tenth year. This year the Los Altos Hills Youth Commission took over ownership of the project. Mayor Waldeck presented a Certificate of Appreciation to Sebastian Vargas who accepted it on behalf of the entire Los Altos Hills Youth Commission. 3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subject not on the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the 2 City Council Regular Meeting Minutes May 18,2017 Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, Such items can be referred to staff for appropriate action,which may include placement on the next available agenda. There were no presentations from the floor. 4. CONSENT CALENDAR Councilmember Corrigan requested that Item 4.J be pulled from the Consent Calendar for discussion. MOTION MADE AND SECONDED: Vice Mayor Radford moved to approve CONSENT CALENDAR, with the exception of Item 4.J, as follows: The motion was seconded by Councilmember Corrigan. Amendment to Resolution 17-17 Establishing Standing Committees and Adopting General Special Rules Pertaining Thereto to Remove the Appointment of the VTA BPAC Representative from the Pathways Committee Charter(Staff: D. Padovan) D. Proclamation Honoring Liz and Paul Nyberg as the Recipients of the 2017 Walter and Marie Singer Award(Staff: D. Padovan) E. Resolution 18-17 Approving an Amendment to the Facility Services Contract with Flagship Service, Inc. for Providing On-Going Facility Support for the Town Hall Complex (Staff: P. Lin) F. Resolution 20-17 Approving Cost Sharing Agreement for Pavement Rehabilitation of Summerhill Avenue Between the Town of Los Altos Hills and the City of Los Altos (Staff: A. Chen) H. Adopt a Resolution 21-17 Setting a Date for Consideration of a Reorganization (Annexation) of an Uninhabited Territory Designated as Mora Drive No. 2, Approximately 1.13 Acres Located at 11120 Mora Drive. APN 331-15-030. File #16-17-MISC (Staff: S. Avila) Resolution 22-17 Accepting the Grant of an Open Space Easement on the Lands of Vandergriff and Rabkin; 24990 La Loma Drive; File No. 188-16-ZP-SD-GD (Staff: S. Avila) J. Resolution 23-17 Awarding a Contract in the Amount of $40,000 for Outdoor Fitness Equipment and Installation at Purissima Park(Staff: S. Robustelli) Community Services Supervisor Sarah Robustelli presented the staff report for the outdoor fitness equipment. Council asked questions of Ms. Robustelli and received her responses. Council discussion ensued. MOTION MADE AND SECONDED: Vice Mayor Radford moved to adopt Resolution 23-17 Awarding a Contract in the Amount of$40,000 for Outdoor Fitness Equipment and Installation at Purissima Park. The motion was seconded by Councilmember Corrigan. Motion Carried 5 to 0: AYES: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan, Councilmember Spreen, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None 5. ONGOING BUSINESS A. Consideration of Revision to Policy for Acceptance of Roads into the Town's System of Public Roadways (Staff: A. Chen) Public Works Director Allen Chen presented the staff report. Council discussion ensued. 4 City Council Regular Meeting Minutes May 18,2017 MOTION MADE AND SECONDED: Vice Mayor Radford moved to adopt the policy revision regarding the acceptance of roads into the Town's system of public roadways. The motion was seconded by Councilmember Spreen. Motion Carried 5 to 0: AYES: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan., Councilmember Spreen, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None B. Resolution Accepting the Offer of Dedication of Byrne Park Lane and Deer Spring Way and Resolution Accepting Byrne Park Lane and Deer Springs Way into the Town's System of Public Roadways (Staff: A. Chen) Director Chen presented the staff report. Council discussion ensued. MOTION MADE AND SECONDED: Vice Mayor Radford moved to adopt Resolution 24-17 accepting offer of dedication of Byrne Park Lane and Deer Springs Way and Resolution 25-17 accepting Byrne Park Lane and Deer Springs Way into the Town's system of public roadways. The motion was seconded by Mayor Waldeck. Motion Carried 5 to 0: AYES: Mayor Waldeck, Vice Mayor Radford, Councilmember Corrigan, Councilmember Spreen, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None The Council recessed at 7:00 p.m. The Council reconvened to open session at 7:05 p.m. 6. NEW BUSINESS 5 City Council Regular Meeting Minutes May 18,2017 A. Introduction of an Ordinance (First Reading) Amending Title 2, Chapter 1, Article 2, Section 2-1.201 "Councilmember Salaries" (Staff: C. Cahill) City Manager Carl Cahill presented the staff report. Council discussion ensued. The Mayor opened up the discussion for public comment. There was no public comment. MOTION MADE AND SECONDED: Vice Mayor Radford moved to waive reading and introduce the ordinance amending title 2, Chapter 1 "City Council," Article 2, Section 2-1.201 "Councilmember salaries". The motion was seconded by Councilmember Wu. Motion Carried 3 to 2: AYES: Mayor Waldeck, Vice Mayor Radford, Councilmember Wu NOES: Councilmember Corrigan, Councilmember Spreen ABSENT: None ABSTAIN: None '7. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES 8. STAFF REPORTS A. City Manager-No report. B. City Attorney-No report. C. City Clerk -No report. D. Planning Director—Report on Status of Short Term Rental Regulations Planning Director Suzanne Avila informed the Council that the topic of short term rentals would be discussed at the Planning Commission meeting on June 1, 2017. Staff will be presenting various options to the Commission at that time. E. Administrative Services Director-No report. i � F. Public Works Director-No report. 6 City Council Regular Meeting Minutes May 18,2017 Councilmember Radford announced the Public Art Committee will be having a ribbon cutting of Blue on Thursday, May 25, 2017 at 5:00 p.m. at Edith Park. 9. COUNCIL INITIATED ITEMS The Council considered the Council Initiated Items out of order. C. Discussion and Possible Action Regarding Forming an Ad Hoc Committee to, Explore Access to Palo Alto's Foothills Park(Mayor Waldeck) Mayor Waldeck presented the item. DIRECTION: Appoint Mayor Waldeck to serve on the ad hoc committee. Scott Vanderlip, Los Altos Hills, said that the Parks and Recreation Committee discussed this a few years back. The Town offered to pay for some fire equipment in exchange for access to the park and the offer was declined by Palo Alto. Richard Partridge, Los Altos Hills, said that indeed people in his neighborhood use the park all the time by walking in but the safety of pedestrians should be addressed. Carol Gottlieb, Los Altos Hills, said the park has connections to the Town's trails and Mid-Peninsula Regional Open Space trails. The City Council directed the City Manager to review the abovementioned safety issues. B. Update on a Potential Information Technology Committee(Councilmember Wu) Councilmember Wu presented her idea of creating an Emerging Technology Committee to the Council. Scott Vanderlip,Los Altos Hills, said he thought this would be a great committee. Abhay Jain commented that this is an exciting proposal. Council discussion ensued. DIRECTION: Councilmember Wu received direction to form an ad hoc committee to review technology; minimize staff time; select one specific issue and invite residents to join the discussion; return in six months to determine if a standing committee should be created. A. Discussion and Possible Action Regarding a Request by the Los Altos Village Association to Include Wayfinding Signs on Interstate 280 Identifying the Los Altos Civic Center/Downtown(Mayor Waldeck) 7 City Council Regular Meeting Minutes May 18,2017 Mayor Waldeck presented the item. He invited the LAVA representative to the podium. Scott Hunter,Administrative Director of the Los Altos Village Association, requested wayfinding signs on I-280. Council discussion ensued. MOTION MADE AND SECONDED: Vice Mayor Radford moved to approve the City Manager write a letter to Caltrans stating that the Los Altos Hills City Council approves placing up to two signs (one Northbound and one Southbound) on I-280 identifying the downtown location of Los Altos. The motion was seconded by Councilmember Corrigan.
