Mayor Waldeck called the Closed Session:to order at 5:03 p.m.

1. AGENDA REVIEW
Councilmember Corrigan pulled Items 4.H and 4.J from the Consent Calendar..
Councilmember Spreen requested :that Item 4.D also be pulled from the. Consent
Calendar. Mayor Waldeck requested that Item 7.B be considered immediately following
the Consent Calendar.
2. PRESENTATIONS AND APPOINTMENTS
A. Appointment of an Associate Member to the Environmental Design and Protection
Committee
City 'Clerk Deborah Padovan presented the application of Peter Brown for
associate member to the Environmental Design and Protection Committee.
Councildiscussion ensued.
MOTION MADE AND SECONDED: Mayor Waldeck moved to approve Peter
Brown's associate membership to the Environmental Design and Protection
Committee so that he may participate in site visits. The motion was seconded by
Councilmember Wu.
Motion Failed 1-4:

MOTION MADE AND SECONDED:. Mayor Waldeck moved to reappoint
Patty Radio and Ben Gilds to the Joint.Volunteer Community Service Awards
Committee for a second, four-year term. The motion was seconded by Vice Mayor
Radford.
Motion Carried 5 to 0:

C. Annual Report by the Finance and Investment Committee
Allan Epstein, Member of the Finance and Investment Committee presented the
annual committee report.
Council discussion:ensued.
The Council received the report and thanked the committee for all the work they
accomplish each year.No action was taken.
3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council
on any subject not on the agenda may do so now. Please complete a Speaker Card
located on the back table of the Council Chambers and submit it to the City Clerk..
Comments are limited to two (2) minutes per speaker. California law prohibits the
Council from acting on items that do not appear on the agenda. Under a Resolution
previously adopted by the Council, such items can be referred to staff for
appropriate action,which may include(placement on the next available agenda.
Carolyn Tang, Los Altos Hills, asked that additional:drainage issues caused by Ms.
Seidel's second unit be addressed.
Timothy Tang, Los Altos Hills, requested that the drainage issues on his property be
agendized for the next City Council agenda. .
City Manager Cahill explained that the project Mr. Tang referred to has already been.
approved. He said that staff will take the lead to work withneighbors to comeup with a
solution.

Planning Director Suzanne Avila said that the Public Works Department had
suggestions to resolve the drainage issues and they will be looking to see that the
corrections are made before the building permit is finalled.
Roger Burnell, Los Altos Hills, asked that the Council recognize Los Altos Hills resident
Karen Druker and thank her for her job as art historian and curator.
Courtenay C. Corrigan, Los Altos Hills, said "to all the moms, grandmas, aunts, wives,
daughters, sisters, loners, losers, lesbians, ladies and lady wannabes, tonight I wear red to.
celebrate all you havedone, all you do and all you even dream of doing tomorrow.
Equality should be the baseline of.all.discussions and all women should be able to live in
dignity without fear, free to be our own beautiful selves. I stand with you tonight and
every day. Closer to home, I would like thank the women on the town staff; I appreciate
you being here tonight, despite today being a day of walking out of work."
Pat Lang, Los Altos Hills,requested that the Town consider becoming a sanctuary city as
a symbolic gesture. .

MOTION MADE AND.SECONDED: Councilmember Corrigan moved to approve the
CONSENT CALENDAR, with the exception of Items 4.D, 4.H, and 4.J, as follows: The
motion was seconded by Vice Mayor Radford.

Request by the Community Relations Committee to Approve a Thank You Letter
to be sent by the Committee to.the Santa Clara County Firefighters Association
K. Notification of Fast Track Approval: Lands of Sundararajan; 27844 Black
Mountain Road; File#437-16-ZP-SD; A request for a Site Development Permit to
demolish an existing 864 square-foot shed and construct a new 1,396 square foot
two-story addition (23' max height) on the existing slab foundation. CEQA
Review: Categorical Exemption per Section 15303(a) - additions to existing single
family residential property(Staff: S. Avila) - added with Revision No. 2
The Council now considered the following Consent Calendar items:
D. Amending Resolution 10-17 Establishing Standing Committees and. Adopting
General Special Rules Pertaining Thereto to Include Term Limits (Staff: D.
Padovan)
Councilmember Spreen presented a wording change to make it more
understandable. He presented the following wording be added to Section 3 (a) (iii)
to the proposed resolution: "To achieve this, the City Council will generally not
appoint an applicant who has.served for two {2} consecutive terms as a member of
that Committee, within a period of two (2) years from the expiration of their most
recent term. These term limits do not constrain a resident from being appointed as
an associate member of that Committee, nor from applying for appointment to any
other Town Committee.
A Committee member's record of attendance at the Committee's meetings maybe a
factor in determining whether that member should be reappointed to the Committee..
Notwithstanding the foregoing, the City Council retains the ability to appoint
anyone that it may select by majority vote for membership on a Town Committee."
Council discussion ensued and the edits presented were supported.
MOTION MADE AND SECONDED: Councilmember Spreen moved to amend
the standing committee resolution 10-17 as amended. The motion was seconded by
Councilmember Corrigan.

H. Request by the Senior Commission for a Letter Signed by. the Mayor Urging
California's U.S. Senators to Protect Social Security and Medicare for Seniors
Councilmember Corrigan suggested an edit to the letter, stating that the second
paragraph should read "Recognizing the value our senior residents are to this
community and their many contributions, we respectfully request that you make
decisions in the best interest of protecting services to seniors. These services may
include,but are not limited to, Medicare and social security benefits."
Council discussion ensued and the edits presented were supported.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
approve the letter to be signed by the Mayor urging California's U.S. Senators to
Protect Social Security and Medicare for seniors as amended. The motion was
seconded by Vice Mayor Radford.

J. Resolution of the City Council of the.Town of Los Altos Hills Endorsing the
Carbon Fee and Dividend Legislation proposed by Citizens' Climate Lobby
Councilmember Corrigan suggested that this letter be reviewed by the
Environmental Initiatives Committee for a recommendation before it is considered
by the City Council.
Council discussion ensued.

DIRECTION: The Environmental Initiatives Committee should review the request.
proposed by the Citizens' Climate Lobby for review and recommendation.._
At this point the Council considered Item.7.B.
B. Review of the Organizational Assessment Proposals and Consideration of and
Award of Contract to Selected Consultant (Staff: P. Lin) - wording corrected with
Revision No. 1.
Greg Larson, Management Partners, presented the proposal from Management.
Partners.
Council asked questions of Mr. Larsen and received his responses.
Alan Pennington,Matrix Consulting Group,presented the proposal from Matrix.
Council asked questions of Mr. Pennington and received his responses.
Council discussion ensued including receiving feedback from Roddy Sloss,Finance and
Investment Committee Chair.
Kjell Karlsson, Los Altos Hills, asked that this decision be delayed one month so he can
read the proposals in detail.
Further Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to approve
Resolution 11-17 awarding the contract to Management Partners for an Organizational
Assessment, including amending the budget to add the funds to the City Council's budget.
The motion was seconded by Vice Mayor Radford.

5. PUBLIC HEARINGS
A. LANDS OF SOUSA; 11500 Summit Wood Road; FILE #363=16-MISC; Appeal
of a decision to record a Notice of Code Violation.against the property for the

construction of a . fence within thepublic right-of-way. CEQA Review:
Categorical Exemption per Section 15303(e) - new construction of an accessory
structure.(Staff: S. Avila) - continued from January 25, 2017 special City Council
meeting
Mayor Waldeck opened the Public Hearing. .
Senior Planner Marni Moseley presented the staff report.
Council asked questions of staff and received responses.
Ms. Souza spoke on her behalf.
Alice Mansell, Los Altos, disputed that the lines on the map were correct. She said
that mistakes by surveyors have happened in the past.
Mayor Waldeck closed the Public Hearing.
Council asked questions of the.City Attorney. Mr. Mattas replied that under the
non-conforming provisions of the municipal code, if a fence like this one comes
down,they have a set period of time to obtain a permit to rebuild that fence.
Council discussion ensued.
MOTION MADE AND SECONDED: Councilmember Corrigan moved to
uphold the decision of the Planning Department and proceed with the Notice of
Violation on the subject property pursuant to Los Altos Hills Municipal Code
section 1-2.02. The motion was seconded by Councilmember Spreen.

City Attorney Mattas confirmed that the authority to undertake the action to
remove the fence already exists in the Municipal Code.
The meeting recessed at 8:16 p.m. .

6. NEW BUSINESS .
A. Resolution Approving Increased Code Enforcement Services Provided by CSG
Consulting and Amending the.Budget by$55,000 for 2016-17 (Staff: P. Lin)
Administrative Services Director Pak Lin presented the staff report.
Planning Director Suzanne. Avila explained why additional code enforcement
was necessary.
Council asked questions of staff and received responses.
MOTION MADE AND SECONDED:.Councilmember Corrigan moved to
adopt Resolution 12-17 approving increased code enforcement services provided
by CSG Consulting and amending the budget by$55,000 for 2016-17. The motion
was seconded by Vice Mayor Radford.
Motion Carried 5 to 0:

B. Discussion Regarding_Setting a Joint City Council Meeting with Los Altos and
Proposed.Discussion Items_(Staff: D. Padovan)
Mayor Waldeck presented the item and stated a joint meeting was requested based
on conversations he had with Los Altos Mayor Prochnow.
Councilmember Corrigan suggested also meeting with Palo Alto and Los-Altos.
MOTION MADE AND SECONDED: Vice Mayor Radford moved to schedule a
joint City Council meeting with.the City of Los Altos. The motion was seconded by
Mayor Waldeck.

'7. ONGOING BUSINESS
A. Receive Mid-Year Financial Report as of December 31, 2016, and adopt a
Resolution Approving the Mid-Year Budget Amendment(Staff: P. Lin)
Finance Manager Karen Huang and Director Lin co-presented the mid-year
financial update. .
The Council asked questions of staff and received responses.
MOTION MADE AND SECONDED: Councilmember Spreen moved to adopt
Resolution 13-17 Approving the Mid-Year Budget Amendment. The motion was
seconded by Vice Mayor Radford.

C. Consideration of Potential .Direction to Commence Process for Amendment to
General Plan Policy 1.1; File#88-15-MISC (Staff: S. Avila)
Planning Director Suzanne Avila presented the staff report.
Council discussion ensued. .
Scott.Vanderlip, Los Altos Hills, said that consistency is key and he believed the
noticing for this item was completely inadequate.
Eric Bredo, Los Altos Hills, asked what motivated this suggested change as it
appears to be micromanaging..
Linda Swan, Los Altos Hills, she did not want to see the Pathways Element
weakened by making this change.

Sue Welch, Los Altos Hills, said she doesnot support changing the word "shall" to
_ "should."
Nick .Dunckel, Los Altos Hills, said that the current wording should be kept in
place.
Alisa Bredo, Los Altos Hills, said that this discussion occurred two years ago and
there was support from the public to keep the word"shall."
Teresa Baker,Los Altos Hills, she doesn't want to see the word "shall" changed.
Carol Gottlieb, Los Altos Hills, having served on the General Plan rewrite
committee,urged that the word "shall"be kept,but update the municipal code.
Allan Epstein, Los Altos Hills, said that he believes the policy should be amended
to be consistent with the municipal code.
Council discussion ensued.No action was taken.
8. REPORTS FROM COMMITTEES, SUB-COMMITTEES,
AND COUNCILMEMBERS ON OUTSIDE AGENCIES
A. Public.Art Committee Presentation Requesting Placement of the Three Sculptures
Accepted by the City Council in November 2016 and an Update on the
Completion of the Sculpture Known as "Blue."
This item was not considered.
9. STAFF REPORTS
A. City Manager
City Manager Cahill spoke about pathway maintenance and_said that the due to the
winter rains, the paths have not been fixed, but will be repaired when better
weather returns.
B. City Attorney Report on California Supreme Court Case Regarding Public
Records sent from or stored on Private Devices
City Attorney Mattas reported on the latest Supreme Court case regarding public
records. .
Currently, the Town's duty will be to request the records be produced and the
individual who receives the request will be asked to sign an affidavit saying they
have produced all the of the records related to public business. He stated that will
work with staff to update polices to reflect the direction of the court. .

10. COUNCIL INITIATED ITEMS
A. Discussion and Possible Action to Increase the Town Picnic.Budget for the 20th
Anniversary Town Picnic(Councilmember Corrigan)
Councilmember - Corrigan respectfully presented the Community Relations
Committee request to increase the budget to $46,000 to cover additional costs this
year. She noted that this year was the 20th anniversary of the Town picnic.
MOTION MADE AND SECONDED.: Vice Mayor Radford moved to approve
the additional money(for a total of$46,000) for the 20th anniversary Town picnic
budget. The motion was seconded by Councilmember Corrigan.

NOES: None.

11. ADJOURN
The Council meeting was adjourned in Toni Casey's memory. Ms. Casey served on the
Los Altos Hills City Council from 1988 to 1992 and 1994 through 2002 and served three
terms as mayor.
The meeting adjourned at 9:55 p.m.
