Mayor Waldeck called the order at 6:05 p.m. A. Roll Call. Present: Councilmember Corrigan, Councilmember Spreen, Mayor Waldeck, Vice Mayor Radford, Councilmember Wu Absent: None Staff: City Manager Carl Cahill, City Attorney Steve Mattas, Planning Director Suzanne Avila, Public Works Director/City Engineer Allen Chen,Administrative Services Director Pak Lin, Senior Planner Marni Moseley, City Clerk Deborah Padovan B. Pledge of Allegiance Girl Scout Troop #60232 led the Council and the audience in the pledge of allegiance. In appreciation, Mayor Waldeck presented certificates and pins to the Girl Scouts. 1. AGENDA REVIEW Councilmember Corrigan requested that Item 4.J from the Consent Calendar be pulled for discussion. There were no other changes to the agenda. . 2. PRESENTATIONS AND APPOINTMENTS A. Introduction of George Hurst, Interim Emergency Preparedness Coordinator for Santa Clara County Fire Department George Hurst, retired Santa Clara County Firefighter, introduced himself to the City Council as the interim CERT Coordinator.Noaction was taken. B. Presentation by Los Altos Resident Maria Lonergan on the Los Altos Community 1 City Council Regular Meeting Minutes February 16,2017 Center Alliance Roadmap Snapshot Maria Lonergan, Chairperson, Community Center Alliance (CCA) Steering Committee,made a presentation. Council asked questions of Ms. Lonergan and received her responses. No action. was taken. At this point, the Mayor asked the City Attorney to provide a report out of closed. session. City Attorney Steve Mattas said there was reportable action. C. Annual Report of the.Environmental Design and Protection Committee Carol Gottlieb, Chair of the Environmental Design and Protection Committee,. presented the annual report of the committee. Council expressed appreciation for the committee.No action was taken. D. Appointment of an Associate Member to the Pathways Committee • City Clerk Deborah Padovan presented the associate application. • Council asked questions of Ms. Gibbons and received her responses: Council discussion ensued. • MOTION MADE AND SECONDED: Councilmember Spreen moved to appoint Eileen Gibbons as an Associate Member of the Pathways Committee. The motion was seconded by Councilmember Wu. Council discussion ensued. . Councilmember Spreen clarified that his motion was to appoint Ms. Gibbons as an associate member to the committee, not to approve her to participate the pathways walks with the committee. Once it was determined that approving her as an associate member allowed her to walk the pathways, Councilmember Spreen withdrew his motion. After further discussion, Councilmember Wu withdrew her second. MOTION MADE: Councilmember Wu moved to.appoint Eileen Gibbons as an Associate Member of the Pathways Committee. The motion did not receive a second and was lost. Ann. Duwe, Chair of the Pathways Committee, clarified that , the entire committee does not walk on Saturday mornings. 2 City Council Regular Meeting Minutes February 16,2017 3. PRESENTATIONS FROM THE FLOOR Persons wishing to address the Council on any subject not on.the agenda may do so now. Please complete a Speaker Card located on the back table of the Council Chambers and submit it to the City Clerk. Comments are limited to two (2) minutes per speaker. California law prohibits the Council from acting on items that do not appear on the agenda. Under a Resolution previously adopted by the Council, such items can be referred to staff for appropriate action,which may include placement on the next available agenda. John Harpootlian, Los Altos Hills, directly responded to Councilmember Corrigan's comments from the January 25, 2017 special City Council meeting. 4. CONSENT CALENDAR . MOTION MADE AND SECONDED: Vice Mayor Radford moved to approve the CONSENT CALENDAR with the exception of Item No. 4.J, as follows: The motion was seconded by Councilmember Corrigan. File #365-16-MISC,. . CEQA Review: Categorical Exemption per Section 15061(b)(3) (Staff: S. Avila) The Council now considered Consent Calendar Item No. 4.J J. Resolution 06-17 Authorizing the City Manager to Execute a Contract with Alta Planning and Design, Inc. for a Geographic Information System (GIS) Based Inventory and Assessment of the Town Pathway System(Staff: M. Moseley) Senior Planner Marni Moseley presented the staff report. City Manager Carl Cahill provided the background informing the Council that this item was on a previous agenda, but was removed in order to obtain input from the Pathways Committee. Councilmember Corrigan inquired about the bid process. Council discussion ensued. MOTION MADE AND SECONDED: Vice Mayor Radford moved to adopt Resolution 06-17 authorizing the City Manager to execute an agreement with Alta 4 City Council Regular Meeting Minutes February 16,2017 Planning+Design for a GIS based inventory and assessment of the Town's existing pathways in the amount of$21,496 with a 10% contingency. The motion was seconded by Mayor Waldeck. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Mayor Waldeck, Vice Mayor Radford, Councilmember Wu NOES: None • ABSENT: None ABSTAIN: None 5. NEW BUSINESS A. Introduction of Ordinance to Amend Title 10, Chapter 2, Article 4, of the Los Altos Hills Municipal Code,Restrictions During Wet Season(Staff: A Chen) • Public Works Director Allen Chen presented the staff report. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Corrigan moved to waive reading and introduce an ordinance amending Title 10, Chapter 2, Article 4 of the LAHMC regarding grading restrictions in the wet season. The motion was seconded by Vice Mayor Radford. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Mayor Waldeck, Vice Mayor Radford, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None 6. ONGOING BUSINESS A. Update to Council Appointments to Committees and Outside Agencies (Staff: D. Padovan) 5 City Council Regular Meeting Minutes February 16,2017 City Clerk Padovan presented the report. MOTION MADE AND SECONDED: Councilmember Corrigan moved to update the 2017 appointment schedule by removing the alternate from the NCLA and assigning analternate to the VTA PAC. The motion was seconded by Vice Mayor Radford: Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Mayor Waldeck, Vice Mayor Radford, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None B. Consideration of a Request from Los Altos School District to Appoint a Subcommittee of Elected Officials and Staff to Discuss Areas of Mutual Interest City Manager Cahill presented the request from LASD. Council discussion ensued. MOTION MADE AND SECONDED:-Councilmember Spreen moved to appoint Councilmember Corrigan and Vice Mayor Radford as liaisons to meet with.Los Altos School District. The motion was seconded by Mayor Waldeck. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Mayor Waldeck, Vice Mayor Radford, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None 7. REPORTS FROM COMMITTEES, SUB-COMMITTEES, AND COUNCILMEMBERS ON OUTSIDE AGENCIES Councilmember Wu reported out on the meeting with VTA PAC and explained that funding would be available through Measure B for pedestrian and bicycle paths. 6 City Council Regular Meeting Minutes February 16,2017 Public Works Director Chen reported that he has been made aware of the.. availability/schedule of Measure B funds at VTA Technical Advisory Committee meetings. Councilmember Corrigan stated that the Senior Commission has a great leadership team and they are evaluating their needs and the programs that can better meet the needs of our seniors. She also reported that the Community Relations Committee may be requesting more money for the budget for the 20th anniversary of the town picnic. 8. STAFF REPORTS A. City Manager City Manager Cahill said that he will be the Santa Clara County City Manager's 'Association representative on the library board and will be attending quarterly meetings. B. City Attorney-No report. C. City Clerk City Clerk Padovan reported that the CERT graduation is scheduled for Saturday, March 25, 2017 and elected officials were invited and welcomed to attend. D. Planning Director-No report. E. Administrative Services Director-No report. F. Public Works Director—Update on Eastbrook Avenue Geotechnical Investigation Director Chen presented the preliminary findings of the Eastbrook Avenue Geotechnical Investigation. Council discussion ensued.No action was taken. 9. COUNCIL INITIATED ITEMS A. Discussion and Possible Action on Implementing Committee Term Limits (Mayor Waldeck)—continued from the January 25, 2017 special City Council meeting Councilmember Corrigan presented the subcommittee's recommendations. She said that she appreciated receiving the comments from resident Roddy Sloss and would like to incorporate his comments into the proposed draft language. Council discussion ensued. 7 City Council Regular Meeting Minutes February 16,2017 Eileen Gibbons,Los Altos Hills, said that the term limits proposal is a bad idea. Ann,Duwe,Los Altos Hills, expressed concerns about the proposed rules. Sue Welch, Los Altos Hills, said that generally she supports term limits as. committee members get burned out. She said we wouldn't be in this situation if it wasn't for the master path plan. Further Council discussion ensued. . MOTION MADE AND SECONDED: Councilmember Corrigan moved to institute two term limits as detailed in the attachment as follows: The City Council appoints interested and qualified representatives to serve on . Town Committees/Commissions. All appointees are appointed for a four-year term unless otherwise stated. Appointees may serve two (2) consecutive terms and potentially more under certain conditions. A maximum of two consecutive terms will apply if: Committee/Commission is at its member capacity There are additional qualified candidates applying for the opening Applicant has served 2 or more consecutive terms Any seasoned applicant who has already served two consecutive terms may be considered for"Associate Membership"by their committee and is free to apply for any other Town Committee/Commission. In the event there are multiple positions and applicants that have served more than two consecutive terms,the attendance record should be evaluated to determine participation. If candidates have served equal term lengths, a random drawing or council vote will select the person who stays. After a minimum of two years, the candidate is welcome to apply for the committee again. The motion was seconded by Mayor Waldeck. Jitze Couperus, Los Altos. Hills, said he was in favor of the document, but had concerns about the way it was written. Council discussion ensued. Administrative Services Director Pak Lin provided information. about the timeline. MOTION MADE AND SECONDED: Vice Mayor Radford moved to issue a Request for Proposals Regarding a 360 Analysis/Organizational Assessment of the Town's Current.Practices. The motion was seconded by Councilmember Corrigan. Motion Carried 5 to 0: AYES: Councilmember Corrigan, Councilmember Spreen, Mayor Waldeck, Vice Mayor Radford, Councilmember Wu NOES: None ABSENT: None ABSTAIN: None C. Discussion and Possible Action Regarding Appointment to the VTA Bicycle and Pedestrian Committee Appointment (Vice Mayor Radford and Councilmember Corrigan) Councilmember Corrigan presented the item. Eileen Gibbons, Los Altos Hills, said she had a procedural issue with the appointment because the Council was disregarding previous Council policy that the Pathways Committee Chair would appoint the representative to the VTA Pedestrian and Bicycle Advisory Committee. Ann Duwe, Los Altos Hills, said that Susan Cretekos was appointed because she offered to serve. Council discussion ensued. MOTION MADE AND SECONDED: Councilmember Spreen moved to return the position to Pathways Committee for appointment at their next meeting as written in the chair's duties to nominate that position.
