A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
AUTHORIZING TO APPROVE THE UTILITY ENGINEERING MANGER JOB
DESCRIPTION AND TO AMEND THE CLASSIFICATION AND COMPENSATION
PLAN
WHEREAS, the Personnel Rules and Regulations and Employee Classification and
Compensation Plan documents were last comprehensively reviewed and updated in 2006 and
revised in 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, and 2016; and
WHEREAS, the Engineer Series position was last update on July 20, 2017; and
WHEREAS, the Utility Engineering Manager position is not part of a positions addressed as part
of the 2015 Compensation Study; and
WHEREAS, the Utility Engineering Manager position is part of a series of positions in the Public
Works Department; and
NOW, THEREFORE,BE IT RESOLVED, by the City Council of the Town of Los Altos Hills
that the description of the typical duties and responsibility, training, experience and other
qualifications required for said position, more particularly set forth in Exhibit A, attached, is made
a part hereof, and are hereby approved and adopted.
BE IT FURTHER RESOLVED that the City Council of the Town of Los Altos Hills hereby
approve the annual salary range of said position to be from $103,088 to $147,725.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills as a regular meeting held on 16th of November, 2017 by the following vote:

TOWN OF LOS ALTOS HILLS
UTILITY ENGINEERING MANAGER
JOB CLASS SPECIFICATIONS
DEFINITION
To perform professional and technical engineering work primarily in wastewater management
and in other assigned area of responsibility including design, land development, construction,
traffic, or environmental engineering.
DISTINGUISHING CHARACTERISTICS
This class is FLSA-exempt position.
Positions in this class perform the more complex professional engineering work and may
supervise the work of lower level professional and technical engineering staff and/or the Town's
maintenance crew. Appointment to this level requires considerable knowledge and experience in
wastewater engineering, management, and services. Additionally, knowledge of storm water,
solid waste, utility system design, engineering design and construction, subdivision laws and, as
necessary, traffic engineering or environmental engineering are required. Positions in this class
must have excellent written and verbal communication skills as evidenced by the ability to competently
prepare written staff reports and recommendations for more complex engineering projects and to then
effectively present such information at public meetings. May exercise indirect functional and technical
supervision over other professional, technical and maintenance staff. Responsible to manage
Town's wastewater consultants and maintenance contractors. Receives direction from the Public
Works Director/City Engineer. The Utility Engineering Manager serves as the Acting Public Works
Director/City Engineer in the director's absence.
EXAMPLES OF DUTIES
Duties may include, but are not limited to, the following:
• Oversee day-to-day operations of the Town's wastewater and storm water, with primary
responsibility for delivering on-time and on-budget Capital-Improvement Projects in
accordance with the Town's Annual Capital Improvement Project(CIP) Budget and 5-
Year CIP Program.

• Perform professional and technical engineering work relative to assigned area of
responsibility such as design, land development, capital improvements, roadways and
traffic, pathways, and park facilities.
• Design and manage construction for small and large Capital Projects.
• Manage solid waste and other utility companies' activities.
• Attend and present in the City Council and Committee meetings as required.
• In charge of development and oversight of Request for Proposals (RFPs) and Requests for
Qualifications (RFQs).
• Understand Municipal Budget system for special and designated funds. Develop all
wastewater, storm water, and other related CIPs and operational budget.
• Design and prepare plans and specifications for public works projects including streets,
storm drains, sanitary sewer lines; research project design requirements; perform
calculations and prepare estimates of time and material costs.
• Develop revised design and construction standards for public works structures and
appurtenances.
• Investigate field problems and public works service requests affecting property owners,
contractors and maintenance operations; resolve problems with minimum supervision to
achieve satisfactory results.
• Administer design and construction contracts including capital improvement projects;
coordinate and review the work of outside consultants; review and recommend payments
and billing for contracted services related to assigned projects; negotiate prices and
schedules, as necessary.
• Request and participate in the collection of survey and mapping data.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Participate in the plan check, review and processing of plans for private developments
affecting Town streets, sewers, storm drains and related public works facilities; assure
compliance with appropriate codes, ordinances, rules and regulations. Conduct field
inspection as necessary.
• Prepare visual presentations and staff reports.

• Prepare special engineering studies and reports.
• Attend work related training for public works job function requirements.
• Coordinate public works activities with other Town departments and with outside
agencies.
• Assist in the development and implementation of Town and/or departmental goals,
policies, procedures and priorities.
• Interpret and apply relevant codes, ordinances, rules and regulations; and as assigned,
oversee regulatory agency permits and requirements.
• Check plans for accuracy, suitability and completeness, and make recommendations for
revision and improvement.
• Meet and confer with developers, contractors, engineers and the general public relative to
Town policies, regulations and procedures; coordinate discrepancies and problem
situations with a wide variety of outside parties.
• Administer and/or oversee the administration of contracts; review and approve payments
and billings for contracted services.
• Serve as staff liaison to a variety of Town and outside committees as assigned.
• Oversee and participate in the review of projects under construction in the field; resolve
complaints and problems in the field between the inspectors and developers, contractors
and/or engineers.
• Oversee and participate in the review of private development proposals including
subdivision and parcel maps.
• Prepare and oversee the preparation of engineering designs, specifications and cost
estimates for a wide variety of capital improvement projects.
• Coordinate maintenance of Town owned facilities, equipment, and vehicles.
• Prepare maps using CAD.
• Field work to prepare Capital Improvement Projects.
• Perform other duties as assigned.

MINIMUM QUALIFICATIONS
This position is a unique opportunity to contribute to a team responsible for delivering a full range
of wastewater service to the Town. Must have experience in the management of engineering
workgroups,experience in the design,operation and maintenance of water and wastewater systems.
Knowledge of
Principles and practices of engineering as applied to public works, infrastructure, transportation,
land development or utilities; methods, materials, tools and equipment used in engineering
construction; principles of algebra, geometry and trigonometry and their application to
engineering; strengths, properties and uses of engineering construction materials.
Applicable laws and regulatory codes relevant to assigned area of responsibility;methods,materials
and techniques used in the construction of public works and utilities projects; modern standards
of alignment, grade, and compaction of streets; topographic and construction surveying;
strengths, properties and uses of engineering construction materials; storm water quality
requirements from other regulatory agencies; and, Caltrans requirement for projects involving
grant funds.
Principles and practices of relevant area of engineering expertise as applied to new development,
municipal public works, traffic and environmental regulatory design and permits; applicable
laws and regulatory codes related to development, operations, design and construction; traffic
and/or environmental engineering; methods and techniques used in the design, construction and
surveying of a variety of public works projects; and, principles of organization, administration and
personnel management.
Ability to:
Prepare plans and drawings neatly and accurately; prepare engineering design computations;
design, prepare and validate engineering plans and studies; learn and understand Town
engineering policies and procedures; learn applicable laws and regulatory codes applicable to
areas of assigned responsibility; communicate clearly and concisely, both orally and in writing;
use and care for engineering and drafting instruments and equipment; prepare reports
encompassing raw technical data; prepare effective cost estimates and recommendations; and,
establish and maintain effective work relationships with those contacted in the course of work.
Administer contracts, coordinate and review the work of outside consultants; design common
engineering structures and facilities; use drafting and surveying instruments to prepare maps,
plans, cross-sections and profiles; and, prepare quantity and cost estimates.

Interpret and apply applicable codes, ordinances, rules and regulations related to development
and construction, traffic safety and traffic engineering, hydrology or utility system and
environmental engineering design; interpret, review and analyze development proposals,plans and
specifications; make complex engineering computations and check, design and supervise the
construction of a variety of public works projects; perform professional and technical support
services relative to assigned area of responsibility; administer contracts; prepare specifications
and write technical reports; communicate clearly and concisely, both orally and in writing;
establish and maintain effective working relationships with those contacted in the course of work.
Experience and Training Guidelines:
• Five years of directly related experience; or an equivalent combination sufficient to
successfully perform the essential duties of the position including one-year lead capacity
responsibilities.
• Equivalent to a bachelor's degree from an accredited college or university with major course
work in civil engineering.
Required Licenses or Certificates:
• Possession of a valid Certificate of Registration as a professional civil engineer in the
State of California.
• Possession of a valid California driver's license.
Working Conditions: May be required to attend to service issues after normal business hours.
This position requires field work and interacts with the public.
Physical demands: Must possess mobility to work in a standard office setting and to use standard
office equipment, including a computer, and to attend meetings at various sites within and away
from the Town, and have availability to work off-hours shifts or events as required; strength to
lift and carry materials weighing up to 40 pounds; mobility to lead groups in activities involving
steep or rough terrain; ability to work outdoors in a variety of weather and temperature
conditions; vision to read printed materials and a computer screen; and hearing and speech to
communicate in person and over the telephone.
