RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
AFFIRMING THE TOWN'S POLICY TO PLAN,DESIGN, CONSTRUCT, OPERATE
AND MAINTAIN ITS STREET NETWORK IN ACCORDANCE WITH THE
COMPLETE STREETS PRINCIPLES AND REQUIREMENTS OF THE
METROPOLITAN TRANSPORTATION COMMISSION AND
THE SANTA CLARA VALLEY TRANSPORTATION AUTHORITY
WHEREAS, the term Complete Streets describes a comprehensive, integrated transportation
network that is planned, designed,funded,constructed,operated and maintained for the safe travel
of all users; and
WHEREAS, designs are context sensitive, and prioritize the safety, comfort and convenience of
pedestrians, bicyclists, transit riders(including access and operations), as appropriate for the local
context, while still providing safe accommodations for motorists and other roadway users; and
WHEREAS, designs are developed with input from the community and capital projects, once
completed, should not degrade the safety, comfort, or convenience of pedestrians, bicyclists, or
access to transit(recognizing that there may be situations where one of these modes may need to
be prioritized over another); and
WHEREAS, the State of California has emphasized the importance of Complete Streets by
enacting the California Complete Streets Act of 2008 (also known as AB 1358), which requires
that when cities or counties revise general plans, they identify how they will provide for the
mobility needs of all street users; and
WHEREAS, the Metropolitan Transportation Commission, through its One Bay Area Grant
(OBAG) program, described in Resolution 4035, requires that all jurisdictions, to be eligible for
OBAG funds, need to address complete streets policies at the local level through the adoption of a
Complete Streets resolution or policy or through a General Plan that complies with the California
Complete Streets Act of 2008; and
WHEREAS, in order to be eligible for Measure B funding the Santa Clara Valley Transportation
Authority requires member agencies to adopt a Complete Streets resolution containing the
following nine(9) Complete Streets Elements below:
A. Complete Streets Principles
1. Serve all Users - safe and convenient access for all users.
2. Context Sensitivity - working with residents to ensure that a strong sense of place is
maintained.
3. Complete Streets in all Departments - coordination of Complete Streets principles
across all departments, including utility work, new developments, road rehabilitation
among others.

4. All Projects/Phases -Complete Streets principles will apply to all roadway projects, as
well as privately built roads and easements intended for public use, including changing
allocation of pavement space on an existing roadway.
B. Implementation
5. Plan Consultation - Evaluation of planned improvements with bicycle, pedestrian,
transit or other plans that affect the right of way.
6. Street Network/Connectivity- provide a connected network of facilities, including the
repurposing rights-of-way to enhance travel for cyclists, pedestrians and transit users,
emphasizing connections to schools, parks and civic destinations.
7. BPAC Consultation - early solicitation form the local bicycle and pedestrian advisory
committee(BPAC)or similar advisory group.
8. Evaluation - collection of data for the purposes of evaluating implementation of
Complete Streets policies.
C. Exceptions
9. Process - written findings from a Public Works Director or equivalently senior staff
person describing how exceptional circumstances dictated that accommodations for all
modes were not to be included in the project; and project plans must be made publicly
available for review; and
WHEREAS, the Town's Circulation Element includes policies and programs consistent with the
Complete Streets Elements.
RESOLVED that it is the policy of the Town of Los Altos Hills to plan, design construct, operate
and maintain its street network in accordance with the "Complete Streets" principles and
requirements of the Metropolitan Transportation Commission and the Santa Clara Valley
Transportation Authority using the following nine(9)Complete Streets Elements identified above.
FURTHER RESOLVED that the Town of Los Altos Hills intends to incorporate any necessary
changes to meet Complete Streets policies.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a regular meeting held on 18`h day of January, 2018 by the following vote:
