AN URGENCY INTERIM ORDINANCE OF
THE TOWN OF LOS ALTOS HILLS
TO REQUIRE FIRE-RETARDANT ROOFING
WHEREAS, in the last several years fires in communities
located in Bay Area hills have caused extensive property damage
and, in some cases, injury and death; and
WHEREAS, roofs which are not fire-retardant can contribute
to the spread of fires, and therefore

WHEREAS, the provisions of this ordinance need to go into
effect immediately to protect the public health, safety and
welfare so that structures without fire-retardant roofs are not
permitted while the Town is in the process of adopting an
ordinance requiring fire-retardant roofs;
NOW, THEREFORE, the Town of Los Altos Hills does ORDAIN as
follows:
Section 1. Amendment to Code. Section 8-1.02 (2) (Fire-
retardant Roofing) is hereby added to Chapter 1 (Building Code)
of Title 8 (Building Regulations) to read as follows:
Sec. 8-1.02 (2) . Fire-Retardant Roofing.
Roofs on all new structures and additions to existing
structures and any reroofing involving three hundred (300)
square feet or more of an existing structure must have a
fire retardancy classification of A or B, as defined in the
1991 Uniform Building Code and Uniform Building Code
Standards.
Section 2. Findipgs. The amendment of the Uniform Building
Code made by Section 1 of this ordinance is reasonably necessary
because of local climactic, geographical or topographical
conditions in that:
(a) In the last several years fires in communities located
in Bay Area hills have caused extensive property damage
and, in some cases, injury and death.
(b) The Town of Los Altos Hills is primarily located in
steep hills, with relatively limited access to many
residences, and contains areas which are susceptible to
dangerous fire conditions;
(c) The Town of Los Altos Hills was the scene of such a
fire in 1985 which resulted in the destruction of
property and injury to firefighters;
(d) Roofs which are not fire-retardant contribute to
the spread of fires, and therefore pose a risk to
the safety of the Town's citizens and their property;
Section 3. Term. This ordinance shall remain in
effect for forty-five (45) days and after that date shall be of
no force and effect.
Section 4 Finding; Effective Date. The Council finds
that there is a current and immediate threat to the public health
and safety of the Town, if building permits are issued which
allow non-fire retardant roofing on structures. Therefore, this
urgency ordinance shall be effective immediately upon its
adoption.
This ordinance was passed at a regular meeting of the
Council of the Town of Los Altos Hills on August 19, 1992, on a
four-fifths vote of all council members present at that meeting,
as follows:
