HomeMy WebLinkAbout37-18 RESOLUTION 37-18 RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING THE LIST OF PROJECTS ELIGIBLE TO BE FUNDED BY THE ROAD REPAIR AND ACCOUNTABILITY ACT(SB1) WHEREAS, the Town receives annual transportation funding from the State of California typically in the form of grants, or direct allocation of the Motor Vehicle Fuel Tax (Gas Tax), through the Highway Users Tax Account (HUTA); and WHEREAS, the Senate Bill 1 (SBI), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) is new funding known as the Road Maintenance and Rehabilitation Account (RMRA)was passed and signed in to law in April 2017; and WHEREAS, the RMMA will fund critical projects statewide to improve our local streets and roads, bridges, and increase mobility options through walking, biking, and connectors to transit infrastructure; and WHEREAS, beginning November 1, 2018, the State Controller (Controller) will be deposit various portions of this new funding into the newly created RMRA. WHEREAS,in order to be eligible for RMRA funding,cities and counties are required to provide basic annual RMRA project reporting to the California Transportation Commission (CTC); and WHEREAS, in compliant with the SB1 requirements, the Town must submit to the CTC a City Council approved Project List for 2018-19 by May 1, 2018; and WHEREAS, the list includes the project description, location, schedule, useful life which meets the program requirements and potential of receiving RMRA funds per Attachment A; and WHEREAS, the projects listed in Attachment A will include the 2018-19 Capital Improvement Program budget and annual streets/storm drain/pathways operating and maintenance budgets and is estimated of$2.80 million of altogether. WHEREAS, the funding from SB 1 will help the Town maintain and rehabilitate approximately 5.6 miles of streets and roads, and pathways throughout the Town this year; and WHEREAS, the SB I project list and overall investment in our local streets, pathways, roads infrastructure and drainage with a focus on basic maintenance and safety will have significant improvements throughout the Town; and WHEREAS, or each fiscal year in which RMRA funds are received and expended, cities and counties must submit documentation to the Commission that details the expenditure of all RMRA funds, including a description and location of each completed project, the amount of funds expended on the project, the completion date and the estimated useful life of the improvement; and Resolution 37-I8 Page 1 WHEREAS,subsequent to annual reporting of the project list, fiscal year expenditures completed and in-progress project expenditure report is due to the CTC is October 1,2018 and October 1st of each subsequent year; and WHEREAS, the Town is also required to demonstrate that it's minimum Maintenance of Effort (MOE) remains the same after receipt of the RMRA grant. The minimum MOE is based on the average reported street spending in 2009-10, 2010-11, and 2011-12.; and WHEREAS, the average spending for those three-fiscal year is $1.68 million; which includes operating and maintenance expenditures (O&M) for Street, Drainage, and Pathway; and WHEREAS,this includes spending to operate and maintain Town's street, drainage, and pathway system; and WHEREAS, the Town, will receive an estimated $143,377 in RMRA finding in Fiscal Year 2018-19 from SB 1; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of Los Altos Hills that: 1. The foregoing recitals are true and correct. 2. The projects planned to be funded with the Road Maintenance and Rehabilitation Account revenues per Attachment A, will be proposed to the City Council for approval at the June 2018 City Council meeting and appropriated as part of the 2018-19 Capital budget and annual streets/storm drain/pathways operating and maintenance budget.
