HomeMy WebLinkAbout53-18 RESOLUTION 53-18 A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS APPROVING AN AMENDMENT TO THE UTILITY ENGINEERING MANAGER JOB CLASS/DESCRIPTION AND DEPARTMENTAL REORGANIZATION WHEREAS, Section 2-3.216 of the Municipal Code states that it shall be the duty of the City Manager to recommend to the Council such reorganization of offices, positions, departments, or units under his or her direction as may be indicated in the interests of the efficient, effective and economical conduct of the business of the Town; and WHEREAS, the City Manager has been tasked by the City Council to implement a more efficient and cost-effective management structure for the Town's sanitary sewer system; and WHEREAS, in order to implement a more efficient and cost-effective management structure for the Town's sanitary sewer system, the City Manager is recommending that the Utility Engineering Manager position be a department head level position responsible for overseeing the Sanitary Sewer System and reporting directly to the City Manager; and NOW, THEREFORE, BE IT RESOLVED, by the City Council of the Town of Los Altos Hills that the departmental reorganization, as recommended by the City Manager, and the Utility Engineering Manager Job Class Specification, as amended and more particularly set forth in Exhibit A, attached, is made a part hereof, and are hereby approved and adopted. The above and foregoing Resolution was passed and adopted by the City Council of the Town of Los Altos Hills at a regular meeting held on the 21' day of June, 2018 by the following vote: AYES: Radford, Spreen, Corrigan,Waldeck, Wu NOES: None ABSTAIN: None ABSENT: None BY: ohn Radford, Mayor ATTEST: / eborah Padovan, City Clerk Resolution 534 g rage r Exhibit A TOWN OF LOS ALTOS HILLS UTILITY ENGINEERING MANAGER JOB CLASS SPECIFICATIONS DEFINITION AND DISTINGUISHING CHARACTERISTICS The Utility Engineering Manager is a management position primarily responsible for overseeing engineering and staff assignments regarding project and construction management of various projects related to the sanitary sewer system utility. An incumbent in this classification performs basic and advanced engineering assignments on a wide range of sewer utility projects; exercises independent judgment and discretion; will manage, control, direct and provide leadership and supervision to professional,technical, and/or other employees of the Town, consultants, and contractors; and formulates administrative policies for the effective use of assigned personnel. As a Town management employee, this is an "at-will" position. This position reports to the City Manager. Appointment to this level requires considerable knowledge and experience in wastewater engineering, management, and services. Additionally, knowledge of storm water, solid waste, utility system design, engineering and construction are required. Positions in this class must have excellent written and verbal communication skills as evidenced by the ability to competently prepare written staff reports and recommendations for more complex engineering projects and to then effectively present such information at public meetings. The Utility Engineering Manager may serve as the Acting Public Works Director/City Engineer in the director's absence. This class is RSA-exempt. EXAMPLES OF DUTIES Duties may include,but are not limited to, the following: • Oversee management and operations of the Town's sanitary sewer system and NPDES storm water permit requirements. • Perform professional and technical engineering work relative to assigned area of responsibility. • Manage construction for small and large Capital Projects. • Attend and present in the City Council and Committee meetings as required. • In charge of development and oversight of Request for Proposals (RFPs) and Requests for Qualifications (RFQs). • Understand Municipal Budget system for special and designated funds. Develop all wastewater, storm water, and other related CIPs and operational budget. Resolution 53-I8 Page 2 • Design and prepare plans and specifications for public works projects. • Develop revised design and construction standards for public works structures and appurtenances. • Investigate field problems and public works service requests affecting property owners, contractors and maintenance operations; resolve problems with minimum supervision to achieve satisfactory results. • Administer design and construction contracts including capital improvement projects; coordinate and review the work of outside consultants; review and recommend payments and billing for contracted services related to assigned projects; negotiate prices and schedules, as necessary. • Request and participate in the collection of survey and mapping data. • Prepare estimates and feasibility reports for new or modified services and structures. • Participate in the plan check, review and processing of plans for private developments affecting Town streets, sewers, storm drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations. Conduct field inspection as necessary. • Prepare visual presentations and staff reports. • Prepare special engineering studies and reports. • Attend work related training for public works job function requirements. • Coordinate public works activities with other Town departments and with outside agencies. • Assist in the development and implementation of Town and/or departmental goals, policies,procedures and priorities. • Interpret and apply relevant codes, ordinances, rules and regulations; and as assigned, oversee regulatory agency permits and requirements. • Check plans for accuracy, suitability and completeness, and make recommendations for revision and improvement. • Meet and confer with developers, contractors, engineers and the general public relative to Town policies, regulations and procedures; coordinate discrepancies and problem situations with a wide variety of outside parties. Resolution 53-IS Page 3 • Administer and/or oversee the administration of contracts; review and approve payments and billings for contracted services. • Oversee and participate in the review of projects under construction in the field; resolve complaints and problems in the field between the inspectors and developers, contractors and/or engineers. • Participate in the review of private development proposals including subdivision and parcel maps. • Coordinate maintenance of Town owned sewer facilities and equipment. • Prepare maps using CAD. • Field work to prepare Capital Improvement Projects. • Perform other duties as assigned. MINIMUM QUALIFICATIONS This position is a unique opportunity to contribute to a team responsible for delivering a full range of wastewater service to the Town. Must have experience in the management of engineering workgroups,experience in the design,operation and maintenance of water and wastewater systems. Knowledge of. Principles and practices of engineering as applied to public works, infrastructure, transportation, land development or utilities; methods, materials, tools and equipment used in engineering construction; principles of algebra, geometry and trigonometry and their application to engineering; strengths, properties and uses of engineering construction materials. Applicable laws and regulatory codes relevant to assigned area of responsibility;methods,materials and techniques used in the construction of public works and utilities projects; modem standards of alignment, grade, and compaction of streets; topographic and construction surveying; strengths, properties and uses of engineering construction materials; storm water quality requirements from other regulatory agencies; and, Caltrans requirement for projects involving grant funds. Principles and practices of relevant area of engineering expertise as applied to new development, municipal public works, traffic and environmental regulatory design and permits; applicable laws and regulatory codes related to development, operations, design and construction; traffic and/or environmental engineering; methods and techniques used in the design, construction and surveying of a variety of public works projects; and, principles of organization, administration and personnel management. Resolution 53-I8 Page 0 Ability to: Prepare plans and drawings neatly and accurately; prepare engineering design computations; design, prepare and validate engineering plans and studies; learn and understand Town engineering policies and procedures; learn applicable laws and regulatory codes applicable to areas of assigned responsibility; communicate clearly and concisely, both orally and in writing; use and care for engineering and drafting instruments and equipment; prepare reports encompassing raw technical data; prepare effective cost estimates and recommendations; and, establish and maintain effective work relationships with those contacted in the course of work. Administer contracts, coordinate and review the work of outside consultants; design common engineering structures and facilities; use drafting and surveying instruments to prepare maps, plans, cross-sections and profiles; and,prepare quantity and cost estimates. Interpret and apply applicable codes, ordinances, rules and regulations related to development and construction, traffic safety and traffic engineering, hydrology or utility system and environmental engineering design; interpret, review and analyze development proposals,plans and specifications; make complex engineering computations and check, design and supervise the construction of a variety of public works projects; perform professional and technical support services relative to assigned area of responsibility; administer contracts; prepare specifications and write technical reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work. Experience and Training Guidelines: • Five years of directly related experience; or an equivalent combination sufficient to successfully perform the essential duties of the position including one-year lead capacity responsibilities. • Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering. Required Licenses or Certificates: • Possession of a valid Certificate of Registration as a professional civil engineer in the State of California. • Possession of a valid California driver's license. Working Conditions: May be required to attend to service issues after normal business hours. This position requires field work and interacts with the public. Physical demands: Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, and to attend meetings at various sites within and away from the Town, and have availability to work off-hours shifts or events as required; strength to lift and carry materials weighing up to 40 pounds; mobility to lead groups in activities involving steep or rough terrain; ability to work outdoors in a variety of weather and temperature conditions; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
