We are the neighbors directly adjacent to 26880 Elena Rd on the south side (our address is 26875 Elena
Rd). We have some comments we would like to submit to the planning commission regarding the proposed
landscape screening plan for 26880 Elena Rd.
1. One of our main concerns which we have previously documented at the July 19, 2012 Site Development
Hearing is in regards to the screening at the property boundary at the top of our driveway. The new residence
has an upper level with windows, doors, and a balcony which face west and look into the window of our master
bedroom and bathroom across our driveway. We had requested at the Hearing and it was agreed that screening
would be installed to ameliorate this issue. We have reviewed the proposed installation of 3 Coast Live Oak
trees along that property line. While the oak trees have the desirable qualities of being evergreen and providing
full coverage, we are very concerned that, given their growth characteristics, the oaks will eventually block our
eastern view of the bay from the master bedroom. This view is a panoramic view which we would like to
preserve for our enjoyment as well as our property value. Hence, we approve the oaks and other proposed
landscaping along that boundary on the condition that the Yiu's (or future owner at that address) periodically top
off and maintain the heights of the trees such that they do not block our distant views of the bay.
2. Our other request is in regards to the installation of the sub-surface storm drain across our driveway entry in
the town right of way that is a contingency for the Yiu's grading plan (see attached). We would like
clarification of the timeline in which the Yiu's/town of LAH plan to complete this work.
3. We would also like clarification of the required demolition of the obsolete turnout at the top of our driveway
which previously provided entry to the original residence at 26880 Elena Rd. The Yiu's grading plan has a
requirement that the turnout driveway be removed and the area restored to natural grade. We would like
clarification on Yiu's timing of this work.
4. We also have a concern regarding the proposed height of the fencing that will run along the property border
parallel to our driveway. For security and wildlife control issues, we would like to request the fence be raised
from the proposed 5' to to a height of 6'.
5. Finally, we have concerns regarding the decibel output of the new pool equipment and 4 AC units that will be
located across from our master bedroom. We would like to ensure the combined noise output will not exceed
the 40 decibel town limit when the pool pump and AC units are in operation simultaneously.
