1. ROLL CALL AND PLEDGE OF ALLEGIANCE
Present: Commissioner Abraham, Commissioner Couperus, Commissioner
Partridge, Commissioner Tankha, Chair Mandle

2. PRESENTATIONS FROM THE FLOOR
There were no presentations from the floor.
3. PUBLIC HEARINGS
3A MANDATORY UPDATE OF THE HOUSING ELEMENT OF THE GENERAL
PLAN. One of the mandatory elements of a General Plan is a Housing Element
that analyzes housing needs and adopts goals, policies, programs and quantified
objectives to provide for housing needs. State law requires each town, city, and
county to prepare a Housing Element,that must be updated once every eight years.
The 2015-2023 Housing Element is the statutory update of the Town's Housing
Element which was adopted by the Town and certified by the State in November

Ex Parte Disclosures: There were no ex parte disclosures.
Consultant Planner Steve Padovan presented the staff report.
Commission asked questions of staff.
Chair Mandle opened the PUBLIC HEARING.
Steven Popell, Los Altos Hills, expressed interest in building a secondary dwelling
unit, and asked the Commission questions to clarify the process. Mr. Padovan
responded to these questions.

Catherine Popell, Los Altos Hills,!asked how being connected to sewer would
affect them building a second unit, as certain basins were reaching capacity. Mr.
Padovan said he would discuss this issue further with the Engineering Department.
Chair Mandle closed the PUBLIC HEARING.
Commissioner Abraham stated his opposition to the proposal of an amnesty
program, as well as allowing secondary units on lots that are less than one acre.
Commissioner Couperus discussed''how the sizes of lots have changed over the
years, and perhaps having less than an acre. should not be a deterring factor. Mr.
Padovan confirmed that the standard was based off of gross acreage.
Commissioner Partridge asked staff to clarify the details of the proposed housing
programs that were presented. He then stated he could not support increasing the
Maximum Floor Area to allow for larger secondary dwelling units.
Commissioner Tankha, having sat on the subcommittee, said that she felt this
proposal had done a good job covering different aspects of the needs of the Town
and was not just a"blanket answer" to increase secondary dwelling units.
Chair Mandle said that the key to these programs is that they all say evaluate or
consider, as there were cases throughout Town where any of these programs would
be appropriate. She then stated that the Commission would have to have an in-
depth conversation on the best course of action.
Commissioner Abraham inquired about relaxing the setback rules for secondary
units. Commissioner Couperus then suggested relaxing the set back regulations
after the first fifteen feet from the property line.
MOTION MADE AND SECONDED: Commissioner Couperus moved to add an
additional program to evaluate the factors that could facilitate the qualification of
existing structures to allow them to be recognized as secondary dwelling units. The
motion was seconded by Commissioner Abraham.

MOTION MADE AND SECONDED: Commissioner Couperus moved to modify
program number 17 to allow for an increase for the floor area in a secondary
dwelling unit up to 1200 square feet. The motion was seconded by Commissioner
Abraham.

Planning Director Suzanne Avila discussed the upcoming Planning Commissioner
training offered by the League of California Cities.

MOTION MADE AND SECONDED: Commissioner Partridge moved to
approve the December 4th 2015 minutes with the two suggested amendments. The
motion was seconded by Commissioner Couperus.

8. REPORTS FROM FAST TRACK MEETINGS - DECEMBER 9, DECEMBER 16,
DECEMBER 23, 2014.
8.1 LANDS OF OWEN SIGNATURE HOMES; 26355 Esperanza Drive, File #236-
14-ZP-SD-GD; A request for a Site Development Permit for a new 5,421 square
foot two story new residence (Maximum height 27') with a 3,228 square foot
basement and a 400 square foot swimming pool. CEQA Review: Categorical
Exemption per Section 15303 (a) & ? (Staff-N. Horvitz).
8.2 LANDS OF SOMEKH INVESTMENTS, LLC; 25055 La Loma Drive, File #
253-14-ZP-SD-GD; A request for a Site Development Permit for new 4,996
square foot two-story new residence (Maximum height 25') with a 2,618 square
foot basement and a 952 square foot swimming pool. CEQA Review: Categorical
Exemption per Section 15303 (a) & (e) (Staff-N. Horvitz).
8.3 LANDS OF JENSEN; 26225 Purissima Road, File #160-14-ZP-SD; A request for
a Site Development Permit for a 2,520 square foot two-story residence (Maximum
height 20'6") with 1,633 square foot accessory building for a second unit and
garage/barn (Maximum height 20'3"). CEQA Review: Categorical Exemption per
Section 15303 (a) (Staff- S. Avila).
8.4 LANDS OF ERICKSON; 21893 Blue Oaks Place (Lot 1), File# 271-14-ZP-SD-
GD; A request for a Site Development Permit for a 5,228 square foot two-story
residence with a 999 square foot three-car garage (Maximum height 23'1"), a
Grading Policy Exception for required fire truck turnaround and the removal of
three (3) heritage oak trees. CEQA Review: Categorical Exemption per Section

8.5 LANDS OF YOUNG; 12345 Briones Way, File #237-14-ZP-SD-GD; A request
for a Site Development Permit for a 7,200 square foot two-story residence with
797 square foot three-car garage (Maximum height 21'11") and 5,094 square foot
basement,two 864 square foot carports, 1,179 square foot swimming pool and spa,
relocation of exiting 600 square foot barn and the removal of one (1) heritage oak
tree. CEQA Review: Categorical Exemption per Section 15303 (a) (Staff-S.
Avila).

ZP-SD; A request for a Site Development Permit for a landscape screening plan
for a new 7,754 square foot two-story residence with a basement approved at the
March 19, 2013 Fast Track hearing. CEQA Review: Categorical Exemption per
Section 15304 (b) (Staff-N. Horvitz).
