Hi Nicole.
Thanks for spending time this morning discussing the property at 25531 Fremont Road. As you suggested I am
expressing my concerns about the development of this property for you to present to the Planning Commission for their
meeting on 23 July.
My major concern is that granting this Conditional Development Permit and its associated variances will establish an
undesirable precedent for development of substandard lots in the future. Allowing setbacks on the sides of 9 feet and 12
feet will crowd the house into a lot that is much too narrow. I realize that the current cottage is within 9 feet of one side,
and could be improved under current regulations, but the setback on the other side should be 16-20 feet to conform
more closely to town standards.
A variance for the encroachment of parking into the setback from Fremont Road is not good. Fremont is a busy road and
has limited visibility at this site. It will be difficult to enter and exit this driveway, especially during commute times. A better
arrangement would be to put the garage behind the house, and avoid the need for parking spaces in the setback from
such a busy street.
The lot is only 1/3 acre, which is far less than the town standard of at least one acre. I do not think the town wants to
encourage the overdevelopment of these substandard and nonconforming lots to this extent. If the existing cottage were
improved, and a more modest addition placed behind it that is more in compliance with setbacks, it would be a better
solution.
