Staff Report to the Planning Commission
SUBJECT: CONDITIONAL USE PERMIT FOR MODIFICATIONS TO AN EXISTING/
PREVIOUSLY APPROVED WIRELESS COMMUNICATIONS FACILITY.
LANDS OF PURISSIMA HILLS WATER DISTRICT (APPLICANT: T-

RECOMMENDATION: That the Planning Commission:
Forward a recommendation to the City Council that the Conditional Use Permit for
modifications to an existing wireless communication facility be approved, subject to the
Conditional Use Permit Findings in Attachment 1 and Conditions of Approval in Attachment 2.
BACKGROUND
The subject property is a 1.016 acre parcel owned by the Purissima Hills Water District that
encompasses a portion of a hilltop on the west side of La Cresta Drive. Current development on
the property consists of two (2) water tanks for Purissima Hills Water District, seven (7)
monopoles (ranging in height from 15 to 21 feet) with antennas for T-Mobile, Sprint, Verizon,
and AT&T along with associated ground equipment, and an antenna for emergency
communication. In addition, the site contains service roads and a dense landscaping of trees and
shrubs around the perimeter of the road that provides substantial screening of the water tank and
the wireless antennas. All surrounding uses are single family residences.
On December 4, 1996 the City Council approved the installation of the first wireless
communications facility on the property for PCS (now AT&T). An additional wireless carrier,
Sprint Spectrum, was approved at the site on May 1, 1997 followed by the approval of
communication antennas for the Emergency Communications Committee (ECC) on May 5,
2005. More recently, the City Council approved a wireless facility on the site for Clearwire
Wireless (December 2010) and Sprint Wireless received an approval in February 2012 to renew
their Conditional Use Permit in addition to several modifications to their facility.
PROPOSED PROJECT
The applicant, T-Mobile, is requesting approval of a Site Development Permit and Conditional
Use Permit for modifications to an existing wireless communication facility (Attachment 3). The
proposed project involves the installation of one 21-foot tall monopole with an "H-Frame"
mount to accommodate two new panel antennaand associated conduit and cables. No expansion
of existing equipment cabinets or new equipment cabinets is proposed. The panel antennas are

of similar size to the existing panel antennas and will be painted to match the existing poles and
antenna. The new pole is located on the southerly portion of the property on the outer edge of the
service road approximately 50 feet in from the access gate. No trees or other landscaping will
be removed to accommodate the new pole and conduit. The purpose of the new antenna is to
provide the residents of the Town and surrounding areas using T-Mobile with updated wireless
technology and improved coverage.
CODE REQUIREMENTS
Wireless Communications facilities are regulated under Section 10-1.703 (h) (2) and 10-1.1007
(1) of the Los Altos Hills Municipal Code. The project was reviewed for compliance with the
requirements in the Wireless Communications Facilities Policy including: collocation of
facilities, location of the antenna, landscape screening, and exterior color to ensure that the
facility blends with the surrounding area. The Municipal Code also requires that all Conditional
Use Permits be reviewed by the Planning Commission and City Council.
DISCUSSION
Wireless Communications Facilities Policy
The existing facility and the proposed modifications are consistent with the Town's Wireless
Communications Facilities Policy (Attachment 4). The property is a non-residential parcel which
contains two water tanks, multiple wireless communication facilites, and existing mature
landscaping that shields the view of the poles and antennas from surrounding residential
properties. In addition, the antennas and poles will be painted to blend in with the existing
vegetation and will not be substantially visible from off site (see photos in Attachments 5 and 6).
Pursuant to California Government Code Section 65964(b) the duration of time for any permit
renewal for a wireless telecommunications facility shall be a minimum of 10 years (the Town's
policy states five years). Staff has included Condition #2 in Attachment 2 to comply with State
Law.
Radio Frequency Emissions
The radio frequency emissions analysis provided by the applicant (Attachment 7) indicates that
the electromagnetic radiation emitted by the antennas on the whole site are within the Federal
Communications Commission maximum permissible exposure limits for a general
population/uncontrolled exposure environment.
Conditional Use Permit Findings
The following findings are required in order for the City Council to grant the Conditional Use
Permits for the modification to the wireless facility:

(1) The proposed use or facility is properly located in relation to the community as a whole,
land uses, and transportation and service facilities in the vicinity,
(2) The site for the proposed use is adequate in size and shape to accommodate the proposed
use and all yards, open spaces, walls and fences, parking, loading, landscaping, and such
other features as may be required by this chapter or, will be needed to assure that the
proposed use will be reasonably compatible with land uses normally permitted in the
surrounding area;
(3) The site for the proposed use will be served by streets and highways of adequate width and
pavement to carry the quantity and kind of traffic generated by the proposed use; and
(4) The proposed use will not adversely affect the abutting property or the permitted use
thereof
Attachment 1 includes the list of findings along with facts supporting each finding.
CONCLUSION
The facility is operating in compliance with previous conditions of the approval and the Wireless
Communications Facilities Policy. The applicant has submitted a radio frequency (RF) emissions
report demonstrating that the facility will operate within federal RF emissions standards and
existing landscaping provides adequate screening for the new pole and antennas.
CEQA STATUS
An Initial Study was completed for the project and it was determined that the proposed project
would not have a significant effect on the environment and that no mitigation measures were
required. The Initial Study and Notice of Intent to Adopt a Negative Declaration are included as
Attachment 8.

1. The proposed use or facility is properly located in relation to the
community as a whole,land uses,and transportation and service facilities
in the vicinity.
The subject property current use is a water tank facility.T=Mobile already has an.
existing facility located on the water tank property.The existing cell site has 4
antennas on 4 separate poles that are —21 feet tall.The proposed project involves
adding 1 new pole with 2 antennas on it. After the proposed project,there will be 5
total T-Mobile poles and 6 T-Mobile antennas on the property. Other carriers are
also located on the same property. The proposed project is relatively minor and
would not have an impact on the community asla whole,or the existing land uses,
transportation and or service facilities in the vicinity.
2. The site,for the proposed use is adequate in size and shape to
accommodate the proposed us and all yards,open spaces,walls.and fences,
parking,loading,landscaping,and,such other features,as may;be required
by this•chapter or,will be needled to assure that the proposed use will,be
reasonablycompatible with the land uses normally permitting in the

The proposed use of the property will not change. It will stay as a functional water
storage facility that houses several different wireless facilities.The proposed project
would not impact the use of the property and would not impact the surrounding
properties.The proposed equipment would not have a significant visual impact on
the surrounding area,as equipment being added is not visible from the street and
existing vegetation provides adequate screening of the proposed pole and antennas.
Additionally,all proposed equipment will be painted a color to blend with the
existing landscaping and water tank • .
3. The site for,the proposed use will be served by streets and highways of
adequate width and pavement to carry the quantity and kind of traffic
generated by the proposed use.
The'pr'oposed'project will not have an impact onthe traffic in the vicinity.There is
enough room on the property currently to house all construction equipment when
construction begins. Construction would not last more than 5 days or so.After
construction,T-Mobile maintenance workers will visit the property about once
every month or two to make sure the site is functioning properly.The maintenance
worker.has adequate space on the property to park their pick-up truck.
4. The proposed use will not adversely affect the abutting property or the
permitted use thereof
The proposed equipment would not have a significant visual impact on the
surrounding area,as equipment being added is not visible from the street and
existing vegetation provides adequate screening of the proposed pole and antennas.
Additionally,all proposed equipment will be painted a color to blend with the
existing landscaping and water tank The proposed equipment does not generate
any noise either,so the project would have little to no impact on the surrounding
properties.

RECOMMEND CONDITIONS FOR A SITE DEVELOPMENT PERMIT AND
CONDITIONAL USE PERMIT FOR A WIRELESS COMMUNICATIONS FACILITY

PLANNING DEPARTMENT:
1. Any changes or revisions to the telecommunications facility or its use shall require an
amendment to the applicable conditional use permit(s). Additionally, the Planning
Director may schedule a review or revocation hearing before the Planning Commission
regarding the use permit, if any condition of approval is not being met or the facility is
being used inconsistent with the approved use or in violation of Town development
codes.
2. The use permit shall expire ten (10) years from the date of approval. Renewal of the
permit must be requested in writing, with appropriate fees, prior to the expiration date.
3. The new monopoles, antennas, and associated equipment shall be painted to blend with
the surrounding vegetation and substantially match the color of the existing wireless
antennas, to the satisfaction of the Planning Director, prior to final inspection of the
facility.
4. Landscape screening of the monopoles and of the equipment cabinets may be required by
the Planning Director to be planted prior to final inspection, if determined to be
necessary at that time.
5. Not later than thirty (3) days after installation and initial operation of the antenna facility,
and on or prior to January 1St of each year thereafter, testing of radio frequency emissions
shall be conducted by qualified professionals and the reports of such testing shall be
provided in writing to the Planning Department, with comparison to applicable federal
emission standards. If at any time the emission levels are shown not to comply with
Federal standards, the Conditional Use Permit shall be scheduled for a revocation hearing
before the Planning Commission.
6. The applicant shall submit a signed agreement to the Town, agreeing that, should the use
be discontinued by the carrier, all facilities will be removed not later than 90 days after
discontinuance of the use or abandonment. The agreement must be signed by the
applicant and submitted to the Town prior to acceptance of plans for building plan
check.
7. No lights shall be installed on the wireless communications facility or on the ground
equipment.
8. T-Mobile or the operator of the site shall be responsible for repair or repainting of the
proposed facilities in case of vandalism or wear and must do so within 72 hours of notice
by the Town that a complaint has been received.
9. The communications facility shall comply with the Town's noise ordinance at all times.
If the Town receives a complaint of excessive noise at the facility, then the applicant shall
perform an acoustical analysis of the ground equipment to demonstrate that noise
emissions from the equipment is at or below 40db at the property line.
10. The applicant shall not cause radiation in the frequencies allocated as primary to the
amateur radio service and may be required to correct any and all future interference
problems experienced by other licensed services.
ENGINEERING DEPARTMENT:
11. Any, and all, changes to the approved site plan shall first be approved by the Town
Engineering Department. No grading shall take place during the grading moratorium
(October 15 to April 15) except with prior approval from the City Engineer. No grading
shall take place within ten feet of any property line.
CONDITION NUMBER 6 SHALL BE COMPLETED AND SIGNED OFF BY THE
PLANNING DEPARTMENT PRIOR TO ACCEPTANCE OF CONSTRUCTION PLANS
FOR PLAN CHECK BY THE BUILDING DEPARTMENT.
Please refer to the Conditions of Project Approval set forth herein. If you believe that these
conditions impose any fees, dedications, reservation or other exactions under the California
Government Code Section 66000, you are hereby notified that these Conditions constitute
written notice of a statement of the amount of such fees, and/or a description of the dedications,
reservations, and other exactions. You are hereby further notified that the 90-day approval
period in which you may protest such fees, dedications, reservations, and other exactions,
pursuant to Government Code Section 66020(a), has begun. If you fail to file a protest within
this 90-day period complying with all of the requirements of Section 66020, you will be legally
barred from later challenging such exactions.
Upon completion of the construction, a final inspection shall be required to be set with the
Planning and Engineering Departments two weeks prior to final building inspection approval.
NOTE: The Site Development permit is valid for one year from the approval date. All required
building permits must be obtained within that year and work on items not requiring a building
permit shall be commenced within one year and completed within two years.

Wireless Communications Facilities Policy
Amended 10/12/2006
Code Sections
Section 10-1.703 (h)(2) of the Zoning Ordinance allows service uses, including"communications
facilities", to be permitted in the Town if a Conditional Use Permit is granted by the Planning
Commission and City Council. Section 10-1.1007 (1) of the Code outlines findings which must
be,made to;-approv.eJa use permit;;includirig.•the proper location of the use or facility relative to
other's in the`vicinity,the adequacy of the site to accommodate the use, and that the facilityyor use
will not have an adverse effect on adjacent properties. : _ __
Intent:
The purpose of his,policy is.to outline the;desired:-cr-iteria-for: siting.0f wireless.communications
facilities, generally including monopoles, related antennas, and equipment shelters. As the
Town's land use is virtually entirely residential, wireless communications facilities will be most
appropriately located on public or institutional sites existing within the Town. Colocation,
location on or near existing buildings, andlandscape screening will be desired to minimize the
visual impacts of the facilities on neighbors and the public.
Policy:
1. Priorities,.for siting - Wireless.;communication facilities shall generally be located on
properties with priority as follows:
a. Town-owned:properties .. _ .
b. Foothill College
c. Water tanks
d. Other public or quasi-public facilities, such as schools or churches
e. Residential properties of at least ten (10) acres
2. Siting on residential parcels - Wireless communication facilities may be permitted on
properties used for residential purposes or vacant parcels intended for residential property
owner provides written consent and significant visual impacts are mitigated.
3. Colocation — Colocation of wireless communication facilities with other facilities is
encouraged to the maximum extend feasible, as long as the colocation is technologically
compatible and does not substantially increase visual impacts. The Town will generally
require as a condition of approval for any conditional use permit that the applicant permit
colocation of other facilities, subject to technological constraints and Town review.

3a. Applications for colocation on an existing wireless communications facility shall be subject
to an administrative review provided that the following requirement is met:
The colocated antennas and ground equipment shall be mounted or installed
within an existing tower, building, or structure where the physical appearance of
the existing facility is not altered to accommodate the additional antennas and
equipment.
4. Landscape screening and color - Landscape screening shall be required by the Town to
minimize the visual impacts of wireless communication facilities. Poles, antennas, and
equipment buildings should be painted to blend with the surrounding environment and/or
buildings to further minimize visual impacts.
5. Environmental review - A Negative Declaration will typically be prepared for review of
proposed wireless communication facilities, with special attention to the visual impacts of the
facilities. Categorical exemptions may be used where facilities are colocated with or would be
minimal additions to existing structures, with negligible additional visual impact.
6. Antenna master plans—Any applicant for a wireless communication facility site shall submit
applications, to the best of their knowledge, for all sites anticipated to be required by the
carrier for.a three (3) to five (5) year period, and the request shall be reviewed by the Planning
Commission and the City Council as a master plan application.
7. Terms of permits and abandonment of sites — Conditional use permits for wireless
communications facilities shall be established for periods not to exceed five (5) years, at
which time renewal of the permit must be requested by the applicant. More frequent review of
the operation of the permit may be made a condition of approval. Approval will also require a
written agreement from the applicant that, should the use be discontinued by the carrier, all
facilities will be removed not later then ninety (90) days after discontinuance of the use or
abandonment. Such a provision shall also be included in any lease with the Town for use of
Town lands for wireless communications facilities. The Town may require bonding or other
surety to assure the removal of such facilities.
8. Wireless communication firms shall, at the time of application for permits, demonstrate efforts
which have been mad to inform neighboring residents of the proposed facilities, such as
conducting meetings, or mailing fact sheets and/or letters, etc...to neighbors.
9. The Planning Director is authorized to reduce or waive permit fees for any wireless
communications facility that is proven to expand wireless coverage in the Town and is
structurally capable of colocation.
10. The Planning Director is authorized to administratively approve portable wireless
communications facilities also known as cell on wheels or COWs on certain properties as
specified in Policy#1 on a temporary basis.

EBI Consulting was directed to analyze the Proposed T-Mobile poles facility located at La Cresta Drive
in Los Altos Hills, California for the purpose of determining whether the emissions from the Proposed
T-Mobile Antenna Installation located on this property are within specified federal limits. EBI field
personnel visited this site on May 19, 2015. This report contains a detailed summary of the RF EME
analysis for the site.
All information used in this report was analyzed as a percentage of current Maximum Permissible
Exposure (% MPE) as listed in the FCC OET Bulletin 65 Edition 97-Oland ANSI/IEEE Std C95.I. The
FCC regulates Maximum Permissible Exposure in units of microwatts per square centimeter (µW/cm2).
The number ofµW/cm2 calculated at each sample point is called the power density. The exposure limit
for power density varies depending upon the frequencies being utilized. Wireless Carriers and Paging
Services use different frequency bands each with different exposure limits, therefore it is necessary to
report results and limits in terms of percent MPE rather than power density.
All results were compared to the FCC (Federal Communications Commission) radio frequency
exposure rules, 47 CFR 1.1307(b)(I) — (b)(3), to determine compliance with the Maximum Permissible
Exposure(MPE) limits for General Population/Uncontrolled environments as defined below.
General population/uncontrolled exposure limits apply to situations in which the general public may be
exposed or in which persons whoare exposed as a consequence of their employment may not be made
fully aware of the potential for exposure or cannot exercise control over their exposure. Therefore,
members of the general public would always be considered under this category when exposure is not
employment related, for example, in the case of a telecommunications tower that exposes persons in a
nearby residential area.
Public exposure to radio frequencies is regulated and enforced in units of microwatts per square
centimeter (µW/cm2). The general population exposure limit for the 700 and 800 MHz Bands is 467

Occupational/controlled exposure limits apply to situations in which persons are exposed as a •
consequence of their employment and in which those persons who are exposed have been made fully
aware of the potential for exposure and can exercise control over their exposure.
Occupational/controlled exposure limits also apply where exposure is of a transient nature as a result of
incidental. passage through a location where exposure levels may be above general
population/uncontrolled limits (see below), as long as the exposed person has been made fully aware of
the potential for exposure and can exercise control over his or her exposure by leaving the area or by
some other appropriate means.

CALCULATIONS
Calculations were done for the Proposed T-Mobile Wireless antenna poles facility located at La Cresta
Drive in Los Altos Hills, California using the equipment information listed below. All calculations were
performed per the specifications under FCC OET 65. Because of the short wavelength of PCS services,
the antennas require line-of-site paths for good propagation, and are typically installed a distance above

(MPE) levels, with the exception of in areas in the immediate vicinity of the antennas.
For all calculations, equipment was calculated using the following assumptions:
I) 2 GSM / UMTS channels (PCS Band — 1950 MHz) were considered for each sector of the
Proposed installation. The transmit power for these channels is 30 watts per GSM channel,
and 40 watts per UMTS channel.
•
2) 2 UMTS / LTE channels (AWS Band—2100 MHz) were considered for each sector of the
Proposed installation.The transmit power for these channels is 30 watts per channel.
3) All radios at the Proposed installation were considered to be running at full power and were
uncombined in their RF transmissions paths per carrier prescribed configuration. Per FCC
OET Bulletin No. 65 - Edition 97-0.1 recommendations to achieve the maximum anticipated
value at each sample point, all power levels emitting from the Proposed antenna installation
are increased by a factor of 2.56 to account for possible in-phase reflections from the
surrounding environment.This is rarely the case, and if so, is never continuous.
4) EBI has performed theoretical worst case modeling using Roofview® to estimate the
maximum potential power density from each antenna based on worst-case assumptions for
the number of antennas and power.
5) The Data for all T-Mobile antennas used in this analysis is shown below in Table I. Actual
antenna gains for each antenna were used per manufacturer's specifications.
6) There are additional carriers located on this facility. These carriers include Sprint and
Verizon.The anticipated emissions values for these carriers are located in Table 2 below.

7) Emissions values for additional carriers were taken from the data provided by T-Mobile in
the supplied drawings. For each additional carrier, known configuration values were utilized
to approximate each systems contribution.
All calculations were done with respect to uncontrolled/general public threshold limits.
SITE AND VICINITY SURVEY
EBI performed a ground level RF-EME survey on May 19, 2015. The antenna inventory (based upon the
site survey) and site photos taken from ground level are presented in Appendices A and B, respectively.
Monitoring was performed using a Narda NBM-550 Electromagnetic Radiation Survey Meter, Serial#B-
0974 with a Narda EA509 I-shaped probe with a frequency range of 300kHz-50 GHz. The meter was
last calibrated on April 4, 2015. This meter was programmed to measure the total power density for all
electromagnetic radiation within the 300kHz-50GHz frequency range and report the power density as a
percent of the FCC's controlled MPE.1 wring this-su�v-ey; no spatially averagedreadings=above_l_.91201

su g This maximum spatially averaged reading was measured at ground level beside the T-Mobile
equipment,as shown in the monitoring site plan in Appendix C. The maximum spatially averaged reading
near the T-Mobile antennas was 5.59 percent of the FCC's general public MPE (1.1 18% of the FCC's
occupational MPE). A site plan depicting monitoring locations and measurements of power density can
be found in Appendix C.Appendix D contains notes from the site survey.
At the time of the site survey, it was noted that there was an blue "Notice"sign and a yellow"Notice to
Workers" sign on the access gate, along with a yellow "Caution" sign and a blue "Notice" located on
the T-Mobile equipment, and yellow "Caution" signs on the antenna poles indicating the presence of RF
emitting equipment at the site.
This analysis report contains both theoretical modeling calculations as well as actual onsite Power
Density measurements. The theoretical modeling calculations will typically show a worst case scenario
as it is typically modeled after the largest channel grouping and power level possible at the site. Onsite
Monitoring will give a snapshot of the composite RF field levels at the time the survey was completed.
Due to this fact there, is a possibility that large differences may be seen between the modeled RF
conditions and those observed in the field. Additionally, this becomes a multiplier effect if multiple
carriers are modeled at maximum condition.

determined through calculations along a radial from each sector taking full power values into account as
well as actual vertical plane antenna gain values per the manufacturers supplied specifications for gain.
The anticipated maximum composite MPE value for this site assuming all carriers present is 96.5% of
the allowable FCC established general public limit (19.3% of the FCC occupational limit). This is based
upon worst case modeling performed on the ground taking emissions contributions from all carriers
present into account. This value will determine whether the site itself is in compliance with regards to
electromagnetic emissions or whether mitigation solutions may be required to bring the site into
compliance.
FCC guidelines state that if a site is found to be out of compliance (over allowable thresholds), that
carriers over a 5% contribution to the composite value will require measures to bring the site into
compliance. For this facility, the composite values calculated were well within the allowable 100%
threshold standard per the federal government.

Declaration for the project listed above. The Town of Los Altos Hills has completed a review of the
proposed project,and on the basis of the Initial Study,has determined that the project will not have a
significant effect upon the environment. The Town has prepared a Negative Declaration and Initial
Study that are available for public review at Town Hall, 26379 Fremont Road, Los Altos Hills
California,94022.
As mandated by State Law, the minimum comment period for this document is 20 (twenty) days
and begins..on August 14, 2015 and ends on September 3, 2015 at 5:00 p.m. Persons having
comments,concerning this project, including objections to the basis of determination set forth in
the Initial Study/Negative Declaration, are invited to furnish their comments summarizing the
specific and factual basis for their comments, in writing to: Town of Los Altos Hills Planning
Department. Testimony at future public hearings may be limited to those issues submitted in
writing by 5:00 PM the day the comment period closes. Pursuant to Public Resources Code
section 21177, any legal challenge to the adoption of the proposed Initial Study/Negative
Declaration will be limited to those issues presented to the Town during the public comment
period described above.
PUBLIC HEARING: The Planning Commission will review the proposed Negative Declaration
and Initial Study for this project at its regular meeting on September 3, 2015 at 5:00 p.m. The
City Council will review and adopt the proposed Negative Declaration and Initial Study for this
project at its regular meeting on October 15, 2015 at 7:00 pm in the in the Council Chambers of
Town Hall,25892 Fremont Road, Los Altos Hills, California.
The proposed project will not result in any significant impact to the environment. The location of
the new. antennas is heavily screened with existing landscaping, no biological resources are
affected,the site is already developed with a wireless facility,the site is unmanned and no change
to the existing facility operations is anticipated. Based on these conditions, the project,is not
anticipated to have any foreseeable cumulative or unmitigated impactsas defined in this Initial
Study.

In accordance with the policies regarding implementation of the California Environmental
Quality Act of 1970, this document, combined with the attached supporting data, constitutes the
initial study on the subject project. This initial study provides the basis for the determination of
whether the project may have a significant effect on the environment. If it is determined that the
project may have a significant effect on the environment, an environmental impact report will be
prepared which focuses on the area of concern identified by this initial study. If it is determined
that the project would not have a significant effect on the environment, it is eligible for a
Negative Declaration. If it is determined that the proposed project could have a significant effect

9. Description of Project: The applicant is requesting approval of a Site Development Permit
and Conditional Use Permit for modifications to an existing wireless communication
facility. The existing facility consists of multiple pole mounted antenna located on the
outer edge of a service road that provides access for a water tank for the Purissima Hills
Water District. The existing poles range in height from 15 to 21 feet and were installed in
2010. The proposed project involves the installation of a new 21 foot tall pole with an "H-
Frame" mount to accommodate two new panel antenna and associated conduit and cables.
The new pole is located on the southerly portion of the property on the outer edge of the
access road approximately 50 feet in from the access gate. The panel antennas are of
similar size to the existing panel antennas and will be painted to match. No trees or other

landscaping will be removed to accommodate the new pole and conduit. The wireless
antenna and water tank are currently screened with evergreen trees along the property line.

Discussion: The proposed project is not situated on a scenic vista or within the vicinity of a state scenic highway.
The Los Altos Hills General Plan identifies important vistas, historic sites, and scenic highways within the Town.
None of these resources listed in the General Plan will be negatively impacted by the proposal.
In addition,the proposed antennas will not substantially degrade the existing visual character of the area because the
antennas are located within an existing heavily landscaped site and the poles, antennas, and associated equipment
will be painted to blend in with the surroundings. Site visits by staff and photographic evidence show that the
proposed location for the antennas is screened by existing mature trees and shrubs and no plants will be removed for
installation of the poles or antennas. Furthermore,no new lighting is proposed.
Based on these circumstances and the design as proposed, the new poles and antennas will have a less than
significant aesthetic impact.

Discussion: The property is located within several miles of the San Andreas Fault system and within one mile of the
Monta Vista Fault, which parallels Interstate 280. In addition,the surrounding hills contain several small landslide
areas as identified on the Town's Geotechnical and Seismic Hazard Zone Map. However,the subject property is
underlain with bedrock and there are no identified slides on the site. In addition,the project only involves the
placement of short poles with small antennas placed in concrete foundations and these would not pose any threat to
persons or other structures. Based on these conditions,the project would have no significant impact.

provided by the applicant indicates that the electromagnetic radiation emitted by the antenna are within the Federal

Discussion: The proposed wireless communications facility will be regulated by the Town's established noise
standards. Interim construction noise levels associated with improvements and future site development will likely

construction. Once construction is complete, the new antenna will produce no noise. Regarding the emergency
generators and equipment shed on-site,the addition of the two new panel antenna will not result in increased use of
the generator therefore no new types of noise impacts are anticipated.
