1. ROLL CALL AND PLEDGE OF ALLEGIANCE
Present: Commissioner Abraham, Commissioner Mandle, Commissioner Partridge,
Commissioner Tankha, Chair Couperus
Staff: Suzanne Avila, Planning Director; Steve Padovan, Consultant Planner; Jaime
McAvoy, Planning Secretary
2. PRESENTATIONS FROM THE FLOOR
There were no presentations from the floor.
3. PUBLIC HEARINGS
Chair Couperus noted a re-order of the agenda.
3_2 CONDITIONAL USE PERMIT RENEWAL FOR AN EQUESTRIAN
FACILITY AND CONSIDERATION OF A GRADING POLICY EXCEPTION
FOR THE RESTORATION OF A PREVIOUSLY GRADED AREA ON THE
SITE; LANDS OF EVEN STRIDE, LLC; 13115 Maple Leaf Court, FILE #270-
15-ZP-SD-CUP; CEQA Review: Categorical exemption per section 15304(c)
(Staff--S. Avila).
Ex Parte Disclosures: Commissioner Mandle said that she had spoken with
Craig Payne,the applicant's representative.
Planning Director Suzanne Avila presented the staff report.
Craig Payne, representative of the applicant, spoke on behalf of the changes
proposed to the site, and answered questions posed by the Commission.
Peter Carlino,Lea and Braze, spoke on behalf of the grading changes to the site.
Ramesh Padmanabhan, Los Altos Hills, was glad to hear that the barn would not
be used for commercial use, and that it would not be open to the public for events,
as well as limiting the hours for deliveries.

Gail Solomon, Los Altos Hills, requested that the lighting on top of the barn door
be dimmed or programmed to turn off at an earlier time.
Dongua Chen, Los Altos Hills, had sent an email stating concerns about noise
from the previous owners, and sanitary conditions on the site. She said there had
not been a lot of noise with the horses, and that she was worried about smells
caused by the stables.
Kjell Karlsson, Los Altos Hills, commented that it makes sense to limit the hours
for delivery and construction, but with bringing trucks in and transporting the
horses, it would be hard to time that to just between 8 and 5.
Mr. Payne made a closing statement, addressing the concerns of his neighbors.
Chair Couperus closed the PUBLIC HEARING.
Commission discussion ensued.
MOTION MADE AND SECONDED: Commissioner Mandle moved to forward
a recommendation to the City Council that the conditional use permit to operate an
equestrian facility and a grading policy exception for site restoration work be
approved subject to findings in Attachment 1 and 2 and the conditions of approval
in Attachment 3. The motion was seconded by Commissioner Partridge.

MOTION CARRIED 5-0.
The Commission now considered Item 3.1.
3A MODIFICATION TO THE TOWN OF LOS ALTOS HILLS WILDLAND-
URBAN INTERFACE FIRE AREA MAP: FILE #395-14-MISC; CEQ Review:
Categorical exemption per section 15061(b)(3) (Staff- S. Padovan) Continued
from September 3, 2015.
Consultant Planner Steve Padovan presented the staff report.
Chair Couperus opened the PUBLIC HEARING.

Chair Couperus asked why areas that were not a part of Los Altos Hills had been
included in the map. Director Avila stated that these were a part of the Urban
Service Area, and would eventually be annexed into the Town.
Seeing no one wishing to speak, Chair Couperus closed the PUBLIC HEARING.
Commission discussion ensued.
Commissioner Abraham said he could not support the proposed map as areas that
were not zoned on the Cal-Fire map would be included in the Town's WUI.
Commissioner Mandle said there are fewer of the =zoned properties in the
current proposed WUI map than previous map, and the Interstate 280 boundary has
been supported by the Fire District.
Chair Couperus said that he was in favor of the proposed map.
Commissioner Partridge said that staff did what was asked of them so he was
happy with what was proposed.
Commissioner Tankha said that she liked Interstate 280 as the natural boundary,
and including very high fire areas was objective and the right thing to do.
MOTION MADE AND SECONDED: Commissioner Partridge moved to
forward a recommendation to the City Council to adopt the proposed Wildland
Urban Interface fire area maps as revised by the Planning Commission in
Attachment 1. The motion was seconded by Commissioner Tankha.

7. REPORTS FROM FAST TRACK MEETINGS—NOVEMBER 3, 2015
7.1 LANDS OF PARVARANDEH; 11555 Hillpark Lane; #209-15-ZP-SD; A request
for a Site Development permit for a 1,506 square foot, second story addition to an
existing residence (maximum height 23'2"). CEQA Review: Categorical
Exemption per Section 15301(e) — an addition to an existing single-family
residence that is less than 2,500 square feet in floor area(Staff- G. Fernandez).
8. REPORTS FROM SITE DEVELOPMENT MEETINGS—OCTOBER 27, 2015.
8.1 LANDS OF GUPTA; 26520 St. Francis Road: File #344-15-PM; A request for a
modification of Site Development Permit 47-15-ZP-SD-GD for the relocation of a
pool, spa, pool cabana and other related structures that were previously approved
with a new single family dwelling at a Fast Track Hearing on May 12, 2015.
CEQA Review: Categorical Exemption per Section 15303(e) — construction of
new accessory structures on a single-family property in a residential zone; (Staff-
S. Padovan).
