A RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
AUTHORIZING TO APPROVE THE ACCOUNTANT I/II TOB DESCRIPTION
WHEREAS, the Personnel Rules and Regulations and Employee Classification and
Compensation Plan documents were last comprehensively reviewed and updated in 2006 and
revised in 2007, 2008, 2009, 2010, 2011, 20121 20135 2014, 2015, and 2016; and
WHEREAS, the Administrative Clerk/Technician position was added on May 21, 2015; and
WHEREAS, the Administrative Clerk/Technician position is not part of a promotional series
addressed as part of the 2015 Compensation Study; and
WHEREAS, the Management Analyst I position was created as part of the promotional series
for Administrative Clerk/Technician which was discussed and approved by the City Council
during the 2016/17 budget process; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Town of
Los Altos Hills approve and adopt amendments to the Employee Job Description:
1. Remove Management Analyst position
2. Add Accountant I/II position.
The above and foregoing Resolution was passed and adopted by the City Council of the Town of
Los Altos Hills at a regular meeting held on 21St day of February 2019 by the following vote:
AYES: Spreen, Wu, Corrigan, Tankha, Tyson
NOES: None
ABSENT: None

Salary Range
$64,784-$96,959
Reports To: Finance Manager / Director FLAS: Non-exempt
CLASS SUMMARY
Under general supervision, performs general and technical accounting work and assists with the
financial statement and budget preparation; and to do other work as assigned.
DISTINGUISHING CHARACTERISTICS
Positions in the Accountant I / II class series are flexibly staffed, described as follows:
Accountant I -This is the entry-level class in the professional Accountant series. Employee work
under the immediate supervision of the Final -ice Manager while learning job tasks. Incumbents
may perform accounting work in support of senior staff on large and complex projects. As
experience is gained, assignments become more varied and expected to be performed with
greater independence.
Supervision: No supervision
Accountant 11- This is the full journey- level class within the professional Accountant series.
This employee is responsible for performing a full range of professional accounting and budget
duties. Employees at this level receive only occasional instruction or assistance as new or
unusual situations arise and they are fully aware of the operating procedures and policies within
the department.
Supervision: As assigned by Finance Manager / Director.
EXAMPLE OF DUTIES
Duties may include, but are not limited to the following:
➢ Coordinate and prepare postings, balancing of the General Ledger and subsidiary
accounts.
➢ Review and analyze financial records for accuracy and completeness; prepare
corrections as necessary.
➢ Assist in the preparation of the Comprehensive Annual Financial Report (CAFR)
and prepare audit schedules.

➢ Assist in maintaining accounting systems (e.g., payroll, accounts receivable, cash
receipts, accounts payable, etc.) and procedures; make adjustments when
required.
➢ Prepare and enter correcting and adjustingjournal entries to update the general
ledger and other financial reports.
➢ Analyze, reconcile and maintain accurate records for cash accounts, bank
accounts and payroll accounts.
➢ May provide technical guidance to lower -level accounting personnel in cash
receipts, accounts payable, payroll, etc.
➢ Provides banking services to ensure segregation of duties.
➢ Assist in updating policies and procedures
➢ Performs other related duties as required.
QUALIFICATIONS
(These qualifications are typically required. An equivalent combination of education and
experience enough to satisfactorily perform the duties of the job may be substituted.)
Minimum Qualifications

Knowledge of: Basic accounting techniques and principles; modern office procedures, method,
and computer equipment and software, including Micro Office, accounting software, and
database applications.
Ability to: Learn to apply accounting principles to the maintenance of financial and accounting
records; learn to apply Federal, State, and local laws and regulations, PERS rules and regulations
and Employee Handbook to accounting and auditing work; examine, verify, and prepare
financial documents and reports; prepare a variety of financial statements, reports, and analyses;
communicate clearly and concisely, both orally and in writing; establish and maintain
cooperative working relationship with those contacted in the course of work.

Knowledge of: Generally accepted accounting principles and applicability to a variety of
accounting audits, transactions, and problems; principles of financial administration, including
budgeting and reporting; automatic financial information systems.
Ability to: Analyze and interpret financial, accounting, and / or payroll records; prepare
financial research and report preparation methods and techniques; apply Federal, State, and local
laws and regulations, PERS rules and regulations and Employee Handbook pertaining to,
accounting and auditing work; examine, verify, and prepare financial documents and reports;
examine and verify a wide variety of financial documents and reports; prepare a variety of
complex financial statements, reports, and analyses; communicate clearly and concisely, both
orally and in writing; establish and maintain cooperative working relationship with those

contacted in the course of work; self- motivate and complete assignments with minimal
supervision.
Education and Experience
Accountant I
Completion of a Bachelor's Degree from an accredited college or university in Accounting,
Finance or related field, which must include at least twelve (12) semester units in accounting
related subjects.
Accountant II
Completion of a Bachelor's Degree from an accredited college or university in Accounting,
Finance or related field, which must include at least twelve (12) semester units in accounting
related subjects. Also, two (2) years of progressively responsible accounting or auditing
experience.'
