RESOLUTION OF THE CITY COUNCIL OF THE TOWN OF LOS ALTOS HILLS
APPROVING A CONDITIONAL USE PERMIT MODIFICATION AND SITE
DEVELOPMENT PERMIT FOR AN ADDITION AND REMODEL TO TOWN HALL
LOCATED AT 26379 FREMONT ROAD
WHEREAS, the Town Hall addition and remodel project was initiated by the City Council in
2018 with the purpose of addressing a shortage of employee office space and limited on-site
meeting and classroom facilities; and
WHEREAS, the Planning Commission and City Council held multiple study sessions in 2018 and
2019 to receive public feedback and consider design alternatives for an expansion of Town Hall;
and
WHEREAS, on March 21, 2019, The Council discussed the multiple conceptual site plans
developed by staff and voted 34-1 to proceed with a design that maximizes administrative and
operational needs while minimizing costs related to additional site improvements; and
WHEREAS, on September 26, 2019, the Planning Commission held a public hearing to consider
the proposed addition and, after received public comments and discussing the project, voted 4-0-
1 to recommend approval to the City Council; and
WHEREAS, pursuant to the California Environmental Quality Act (Public Resources Code, §
21000 et seq.) and the State CEQA Guidelines (California Code of Regulations, title 14, § 15000
et seq.) (collectively, "CEQA"), the Town of Los Altos Hills is the lead agency for the proposed
Project; and
WHEREAS, the City Council of the Town of Los Altos Hills finds that this project is exempt
from the provisions of the California Environmental Quality Act ("CEQA"), pursuant to Section
15301(e) since it is an addition to an existing structure that is less than 10,000 square feet, all
public services are available and adequate to serve the use, and the project is not located in an
environmentally sensitive area; and
WHEREAS, in accordance with the provisions of law, a public hearing on the project has been
held; and
WHEREAS, all other legal prerequisites to the adoption of this Resolution have occurred.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the Town of Los Altos Hills
hereby approves a Conditional Use Permit Modification and Site Development Permit for an
addition and Remodel to Town Hall pursuant to the Findings contained in Exhibit A and
Conditions contained in Exhibit B.
The above and foregoing Resolution passed and adopted by the City Council of the Town of Los
Altos Hills at a special meeting held on the 20th day of November 2019, by the following vote:

FINDINGS FOR APPROVAL
CONDITIONAL USE PERMIT AND SITE DEVELOPMENT

The proposed use or facility is properly located in relation to the community as a whole,
with surrounding land uses, and with transportation and service facilities in the vicinity.
Town Hall has occupied the subject property for almost 60 years, is located along a main
collector roadway, and it predates the existence of all neighboring residences. Previous
surveys of other Town owned properties found that the existing site was the most suitable
for administrative and legislative purposes. Given the extremely high land costs and built -
out condition of the Town, it is not feasible to consider purchasing a new location for the
Town Hall and an addition to the existing facility is the most feasible and cost-effective
method to accommodate future administrative and staffing needs.
2. The site for the proposed use is adequate in size and shape to accommodate the proposed
use and all yards, open, spaces, walls, fences, parking, loading, landscaping, and such
other features as may be required by this chapter or, will be needed to assure that the
proposed use will be reasonably compatible with land uses normally permitted in the
surrounding area.
The site is 2.72. acres in size, and the existing Town Hall facilities have been operating on
the property since 2005. The proposed project to add a net 1,512 square feet of floor area
for new staff offices, meeting rooms and other employee facilities can be accommodated
on the property within existing setbacks and the existing parking facilities are adequate to
accommodate any future increase in employees. The proposed addition, uses, parking and
driveway access remain compatible with the residential uses in the surrounding area and
measures are proposed to minimize visual, lighting and noise impacts of the institutional
use from neighbors.
The site for the proposed use will be served by streets and highways of adequate width and
pavement to carry the quantity and kind of traffic generated by the proposed use.
Fremont Road is designated as a collector roadway and can accommodate any future traffic
and delivery requirements anticipated by the proposed addition to Town Hall. The existing
Fremont Road/Concepcion intersection and driveway access currently operates at a level
of service "A" (LOS) and is adequate to accommodate traffic to and from Town Hall,
4. The proposed use will not adversely affect the abutting property or the permitted use
thereof.
The proposed addition includes comprehensive conditions of approval to assure that
abutting property is not adversely impacted. These include land use and operational
limitations, minimal lighting to minimize visibility to neighbors; noise attenuation
measures, and additional landscape screening.

CONDITIONAL USE PERMIT
All conditions included in the original project approval (March 4, 2004) shall remain in effect
except as updated and/or modified below.
2. This conditional use permit allows the use of the subject property as a Town Hall Facility
and for related community activities and subject to the following conditions. Any further
expansion or change of the use shall require an amendment to the conditional use permit.
Additionally, the Planning Director may, at any time, schedule a review hearing before the
Planning. Commission and City Council regarding the use permit, if any condition of
approval is not being met or if the facility is being used inconsistent with the approved use
or in violation of Town development codes.
3. The following rules of operation shall apply to the use permit:
a) Lighting shall be on separate circuits and on timers, such that only security lighting
remains on during night hours, unless an event is in progress;
b) The emergency power generator and fuel tank shall not be located in the setbacks.
4. Weekly garbage pickup and the use leaf blowers on the Town Hall property shall be limited
to 8:00 AM to 5:00 PM Monday -Friday.
SITE DEVELOPMENT PERMIT
Planning Department
1. Alterations or modifications to the approved plans may require approval by the Planning
Commission and/or City Council, depending on the scope of the changes.
2. The landscape screening and outdoor lighting for the Town Hall addition shall be reviewed
and approved by the Planning Commission and shall be installed prior to final inspection.
3. Landscape screening not associated with the building addition shall be installed along the
west side of the existing parking lot adjacent to 26304 and 26363 Esperanza Drive. Screening
shall consist of a minimum of eight new evergreen trees.
4. Prior to issuance of building permits, all trees and landscaping to be retained in the
development area, particularly any heritage oak trees, shall be fenced at the drip line and
wood chips shall be spread at least four (4) inches thick within the tree protection fencing.
The fencing shall be shown on the plans and consist of a material and structure (6 foot, chain-
link) to clearly delineate the drip line. Town staff must also inspect the fencing prior to
commencement of grading. The fencing must remain throughout the course of construction

and include signage stating, "TREE PROTECTION FENCE — DO NOT MOVE OR
REMOVE WITHOUT APPROVAL FROM ARBORIST." No storage of equipment,
construction staging of materials, vehicles or debris shall be allowed within the drip lines of
these trees. Existing perimeter plantings shall also be fenced and retained throughout the
entire construction period.
5. The roof eaves of all structures and any ground mounted equipment or utilities shall not
encroach further than the existing roof eaves into the required side and rear setbacks and the
roof eaves shall be shown on the site plans in the set of construction drawings.
6. Outdoor lighting for the addition shall be consistent with the Outdoor Lighting Policy of the
Town. Exterior light fixtures shall have frosted glass, be down lights and utilize fully shielded
fixtures. Bollard type light fixtures are encouraged in the parking lot area to replace the
existing pole lights.
7. Skylights, if utilized, shall be designed and constructed to reduce emitted light (tinted or
colored glass, or other material). No lighting shall be placed within skylight wells.
8. Fire retardant roofing (Class A) is required for all new roof construction.
9. No grading is permitted within ten (10) feet of the property line.
10. Consider all electric HVAC equipment, water heating, and appliances within the proposed
floor area additions.
11. Consider a minor increase in the footprint of the addition as long as it does not impact
disabled access at the front of the building and evaluate feasibility of including an unfinished
basement under the addition.
Engineering Department
12. Two sets of a final Grading and Drainage Plan shall be submitted for review and approval
by the Engineering Department prior to acceptance of plans for building plan check. Final
drainage and grading shall be inspected by the Engineering Department and any deficiencies
corrected to the satisfaction of the Engineering Department prior to final inspection. A letter
shall be submitted from the Project Engineer stating that the site grading and drainage
improvements were installed as shown on the approved plans prior to final inspection.
13. Two copies of an Erosion and Sediment Control plan shall be submitted for review and
approval by the Engineering Department prior to acceptance of plans for building plan check.
14. All areas on the site that have the native soil disturbed shall be protected for erosion control
during the rainy season and shall be replanted prior to final inspection.
