(AB, AD, BE, BM,VM,BN) b.Jan 28 - VM moved to approve the minutes as amended and AB seconded and approved unanimously. (AB, AD, BE, BM,VM,BN) 4.Ex Parte Communications a.Ann​ ​spoke with Michelle Wu about getting easements entered into GIS b.Ann spoke to Jeremy about an enforcement issue not a CIP project for East Sunset to West Sunset. 5.Announcements/Updates a.Town Staff Updates i.Resulting building requirements for current projects will be added to the drawer. b.Maintenance and Enforcement Issues 1 i.Update on blocked paths - no report - AD talked to Jeremy about connection between East Sunset and West Sunset. BM mentioned meeting with town staff for paths on the backside of Bullis and determined these are more maintenance issues than a CIP project at this time. Staff will give a quick report bi-monthly. Please use See,Click,Fix to report an issue for code enforcement. 6.New Business a.Property Review i.25255 La Loma Dr, Lands of Singh (Addition Remodel, File SD19-0007, APN 336-32-078) This home has very little frontage. BE moved and BM seconded that the homeowner pay an in-lieu fee. Approved unanimously (AB, AD, BE, BM,VM,BN) ii.12051 Moody Springs Ct., Lands of Loh (Second Unit/Pool Cabana, File SD19-0009, APN 182-17-038) There are only 6 properties on the road. VM moved and BE seconded that the homeowner pays an in-lieu fee. Approved unanimously. (AB, AD, BE, BM,VM,BN) iii.12255 Menalto Dr., Lands of Loh (New Residence and Pool, File SD19-0011, APN 182-26-018) There are 9 properties on the cul-de-sac. BM moves this homeowner pay an in-lieu fee. BE seconded. Approved unanimously. (AB, AD, BE, BM,VM,BN) b.Presentation on Pathway Construction Fee Cost of Services Study Roger gave a presentation on the pathway fee study. This study originally came up in Aug 2106 mainly for concerns regarding the lack of a cap when a homeowner is asked to install a path and questioning if the current in-lieu fee is equitable. Consultants were asked to evaluate the cost of completing the pathway system, and determining if the current in-lieu fee is it accurate and is it fair. The main conclusion is that LAH needs to reformulate our pathway funding process. There are 3 options: In-lieu fee (can only be used to build that specific path and must be equal to the cost to build that path), Impact fee (specific set fee for all new residences), or Benefit Assessment (charged to each property owner annually). See Roger’s presentation for more information. TC may do one or more of these options but current system needs to change. 7.Presentations from the Floor a.Planning Commission is being asked to make a recommendation to vacate the dog leg end of La Loma Dr. Carol Gottlieb wanted the pathway committee to be aware that there are potential pathways that can be impacted by vacating public ingress/egress on this road. 8.Old Business a.Vote on Potential CIP Project Prioritization - 9 proposals for CIP projects were shared. Two homeowners along the La Paloma to Robleda off road path shared their concerns for privacy and safety. One homeowner on Wildcrest shared letters from 14 residents supporting the La Paloma to Robleda off road path. 2 Each member had 10 points to vote on proposals.
