I. A few amendments were suggested: moving the presentations from the
floor to earlier in the meeting, updating the next Pathway Walk Date to
March 24 and the next PWC meeting to March 26. PWC Chair noted that
published agenda did not match most recent agen da, and not all
properties for review were included. ND moved to approve as amended,
SW seconded, and the vote was unanimously in favor (AB, ND, AD, MD,

2. Approval of Minutes from Jan 22, 2018 PWC Meeting
a. Minutes from January 2018 PWC Meeting were sent out for review 1hr prior to
Feb. PWC meeting. JN moved to defer approval of January minutes until March
PWC Meeting. AD seconded, and the vote was unanimously in favor (AB, ND,
AD, MD, BE, VM, RM, BM, JN, SW, DW).
b. Ex parte communications [not on agenda but standard Agenda topic]
I. PWC Mapping Subcommittee met with Town Sr. Planner to discuss GIS
map, and divided up segments of town for individual PWC members to
verify.
3. New Topics & Announcements
a. Staff and Town Updates
I. 28555 Matadero Creek
Maintenance issue – gate and netting impeding the path that previously
connected Country Way and Stegner Path, which is now overgrown.
Town Staff is working with Planning Department to confirm existing
easement for the segment of the path on Water District land. The rest of
the route has confirmed easements in place. Once confirmed, Town
Maintenance Crew will clean up this pathway, likely in early Spring. Allen
will check with Erin to confirm.
II. PWC Role when property involves water district or fence easements
PWC discussed PWC role with regard to fence permit applications that
encroach on paths on approved maps (but not yet established) pathways.
Fencing permit requests sometimes arise on properties where there are
potential pathways but the property does not meet criteria for pathway
review. PWC discussed whether there is a way to protect community
paths of long standing while waiting to acquire easements before they
can be made official paths (e.g. La Rena to W. Sunset which has been
walked by neighbors for many decades but over time fences have been
installed over that route). In one case the property owner agreed to
move the fence back 5’ from the property line and to remove 3 trees. A
recent house fire on La Rena raised the issue because neighbors
contacted PWC, concerned because of the need for pathways to allow
emergency exits (and access) in case of fire. Property owners are
currently informed that they cannot build anything on areas where there
are potential paths. Planning Department currently reviews fence
permits, may be possible to add to requirements though this would likely
require code change. PWC could attend site development meetings to

communicate potential easement desires directly to homeowner. PWC
agreed that PWC should have representation at meetings for properties
where there are potential paths. Open Space Committee recently asked
Town Clerk to send fence permit requests for review/awareness. Permit
requests can feed into Planning Commission as well. Per current
regulations easements may not be fenced, even if a pathway connection
is not made. Environmental Design Committee also inspects all
properties that are 900 square feet or more. PWC decided to add this
topic to future PWC meeting agenda and continue discussion. AD will
work with PWC Chair to research in preparation for future discussion.
III. Process for Subdivisions (Definition of ‘Difficult’ Lot)
Per current guidance, Town Staff can ensure that PWC review of
properties requesting subdivision is not skipped. ‘Difficult lot’ may mean
crossing swales or creeks, significant elevation drops, strange shaped lots,
etc. Town Staff will work closely with PWC in future for these lots.
Topography and shape will determine whether lots are determined to be
‘difficult’ or not. Subdivisions currently require more extensive review
than typical lots. This more extensive review will be considered for
individual difficult lots and subdivisions. For subdivisions, property
owner must work with PWC to design pathway as part of the agreement
with the town to accept the subdivision. PWC noted that subdivisions
often have some easy and some difficult lots. PWC Chair will take this
topic offline to make sure PWC has an understanding of where in the
process the ‘difficult lot’ determination is made, and whether the
trigger for more extensive review is due to the ‘difficult’ designation or
the subdivision process. Carol Gottlieb noted that a new subdivision
ordinance was passed recently by the Planning Commission and the LAH
City Council to ensure that the Planning Commission, Open Space, and
Environmental Design committees will all be involved to attend
subdivision meetings to plan routes. The ordinance was revised last
January. PWC Chair also agreed to add a discussion of potential
improvements to process resulting from Ursula Ln. lessons learned to
future PWC meeting agenda.
IV. Native Path Specifications
ND presented slides and handout [Attachment A – ND to send] for
suggested native path specifications, and confirmed that references to
‘slope’ on the handout were to longitudinal slope, not cross slope, unless
otherwise noted. Retaining wall specifications were also included. PWC
discussed the proposed suggestions and noted that it may be necessary
to add a caveat noting that specifications are open to modifications
according to specific situations and existing ground conditions. As an

example, the hill path connecting Stegner to Matadero Creek has >40%
grade, which per proposed specs would require stairs, but the path is
holding up well as a native path without even any running boards. One
suggestion was made to add that native path specifications are preferred
but additional options are possible based on conditions of land. An
alternative suggestion was to note that ‘if native path doesn’t hold up for
use (per town/pathway users), then the standards for native paths are
employed’, to allow paths on natural slopes to continue to be
implemented without unnecessary cost or infrastructure. An additional
suggestion was to add a note stating that sand or gravel may be added to
native paths as appropriate to maintain usability of the path. ND will
update Native Path Specifications draft for PWC review at next PWC
meeting.
V. PWC update to Town Council
PWC Chair noted that the annual PWC update is currently scheduled for
June 2018
VI. Town Updates:
a) Bob Stutz connector – discussed in Section 5b
b) Garner Bullis path –discussed in Section 5c
c) Page Mill Pedestrian Bridge near Moon Ln.
Town signed Streamline Alteration Agreement with California Fish
and Wildlife, which is required for the proposed bridge.
d) Finance clarification from Pak Lin (follow-up from prior PWC
meeting)

b. GIS Pathways Mapping
I. PWC subcommittee must be 5 or fewer members to be in compliance
with the Brown Act. The GIS Mapping Subcommittee (a combination of
the subcommittee noted in the January 2018 meeting and a
subcommittee assigned in 2017) included 6 PWC members and 1
associate member. Only 5 PWC members were able to attend the
meeting so there was not a quorum. PW Chair drew one name out of a
hat for removal. VM volunteered to recuse herself from subcommittee
and will not participate in subcommittee meetings but will continue
walking paths as trainee.
II. PWC Mapping Subcommittee met with Town Sr. Planner and separated
town map into sections. Each PWC representative will review a section
by walking the pathways to confirm and update the status of the paths.
Sr. Planner provided database info re: segment numbers. Many errors
were noted with the current draft. Per meeting, PWC representatives
should document what is on the ground (e.g. dirt, gravel, IIB) but note
maintenance issues via LAH Connect app. PWC noted that it would be

helpful to have the path installation date/builder update date in the GIS
system moving forward in order to keep track of how it has held up.
Per meeting, Planning Department did not want to include maintenance
because it changes so frequently. ND suggested that PWC also
document condition while walking paths, and volunteered to process
the information so that PWC could have data on condition of pathways
throughout town. ND agreed to bring the two above recommendations
to the Sr. Planner.
III. Process for annexed areas, fire roads, emergency access easements,
water district easements. Not yet reviewed in subcommittee since GIS
layer does not yet include easements. Roger Spreen spoke with City
Manager to prioritize addition of easement layer to GIS map.
4. New Properties for Review
a. New Residence at 25700 Bassett Ln Parcel 2 APN 336-43-013 Lands of Yiu
Path was staked out for full committee to review updated location. Proposed
path connects several pathways. PWC noted that process went very smoothly
with subcommittee and meeting with engineers, and staking was very helpful.
Proposed path was acceptable to PWC Subcommittee members. PWC
Subcommittee had one suggestion for staking: in original staking property line
was marked with ‘path’, which was somewhat confusing.
b. Second Unit at 28550 Matadero Creek
This property was reviewed previously by PWC, and prior recommendation
stands (in lieu fee).
I. Side note: PWC noted the need for a volunteer to complete forms with
recommendations from PWC to City Clerk cc Jeremy Koch (Assistant
Engineer). Form includes file Number, address, and recommendation by
PWC. Can be electronic or handwritten. DW agreed to complete this
until her term ends in June.
c. Town Council Meeting Debrief
AD attended first half hour of goal setting session and requested approval of
MPP update. Council Member Spreen will meet with Planning Director to
discuss how to move forward with MPP update.
d. Education Committee and PWC meeting Debrief
Joint meeting is still to be scheduled

5. Continuing Business: Budget and Connectors (timeline, asks…) RM, BE
a. Budget review and timeline
PWC Chair and BE are currently working on a process for Fiscal Year 2018-2019
priorities and presented on their plans, which included:

I. Process for recommendations to Town Council for projects. PWC noted
that there is a designated fund for in lieu fees, but restricted for pathway
construction projects and GIS process and salaries of staff working on
pathway projects. Fund balances were shared for 2015-2018. BM noted
that fund is also used for projects in support of pathways, such as GIS
system.
RM shared Pathways Criteria (Attachment B)
II. By late March finance would like info on projects, including project name,
planned start date, end date, project description, status, cost estimate,
recurring annual maintenance and operating costs
III. Master list of possible projects shared by BE (Attachment C)
IV. Proposed process:
a) Put together package for each project
b) Annually submit prioritized list of packages [this is proposed new
step]
c) PWC discussed how to prioritize projects, including suggestions
for intensive rebuild path projects to be called out and prioritized
as well, and for 2-sided road list to be considered for
prioritization.
d) BE shared Pathway Projects[Attachment D] to move from ideas to
prioritized List for Town Council Budgeting
e) BE shared Pathway Projects (Descriptions) [Attachment E needed,
BE to send] and walked PWC through them. High level summaries
of projects to present to Town Council. Costing would be an
estimate initially; Town Engineering will go through proposal after
submission to build out full costs. The presentation is intended to
document rationale behind PWC prioritization for City Council
(e.g. school route, safety concern, neighborhood support, relative
cost).
f) RM passed out additional handout [Attachment F Manuela-
Fremont-Miranda-Estacada, RM to send]
g) Executive summary and PWC prioritization to be shared at March
City Council meeting.
b. Bob Stutz Connector
Public Works Director noted that input from PWC is needed for recommendation
on Bob Stutz connector. Currently it was sent out for bids, and had responses.
The current bid for a IIB path is $300k. PWC members suggested that a native
path would be significantly cheaper. In order to pursue a native path instead of
the original project, PWC would need to vote to reject the current bid and then

pass another motion to approve a native path instead. MD moved that PWC
reject current bid for Bob Stutz connector. BM seconded. The motion passed
unanimously (AB, ND, AD, MD, BE, VM, RM, BM, JN, SW, DW). MD then moved
that PWC make Bob Stutz connector a native path. DW seconded, and the
second motion also passed unanimously (AB, ND, AD, MD, BE, VM, RM, BM, JN,
SW, DW).
c. Others: Gardiner Bullis frontage path: Allen, Summerhill: BE, Page
Mill/Altamont: Denise, Redwood Grove: Ann, Bob
I. LAH Town Attorney accepted the latest language for the proposed license
agreement with Gardiner Bullis School. One additional sentence is being
added, and if both sides are still in agreement it will be executed. The
proposed path would go through the landscaped road right of way in
front of Bullis School along the Fremont Rd. frontage. It would total
roughly 200 feet, extending from Freemont Pines. Agreement is at
Council level already. PWC discussed whether to add this project to the
summary slides to present to City Council or to keep as a separate
project.
d. Prioritization Voting Sheets
After some discussion of splitting the Summerhill project into two parts due to
the high cost, PWC voted on prioritization of reviewed projects.
I. PWC funding would cover most suggested projects
II. Town Staff may also be limited with regard to building, so prioritization
will be helpful to allocate resources.
III. PWC completed voting sheets. Bob Stutz, half of Summerhill, Fremont
Rd, Estacada, and Altamont Plunge were ranked by priority as an
outcome of the vote (listed in order of rank) [Attachment G].
6. Presentations from the Floor [Discussed after 2.]
Carol Gottlieb (History Committee) noted that the History Committee is leading a walk
and would like participation from PWC. The walk will be Monday Mar 26th at 9:30am,
and the History Committee will seek permission from Fremont hills to go into stable
area (historic area) and barns. SW agreed to help organize. Carol Gottlieb will notify
the Town Crier under dates, and has route set. AD will join to represent PWC. PWC
discussed additional potential dates for future walks, including the Town Picnic (June 3)
or summer solstice (June 24), and the opportunity to send invitation to new residents
for the walk.
7. Open Discussion:

SW sent message to Town Crier on PWC Activities asking about deadlines,
article length, but no response yet. Theme of article would be new PWC
process.
II. Our Town Newsletter Article
MD spoke to Public Works Director who confirmed 3 month lead time to
get article in Our Town Newsletter. PWC did an article for the newsletter
previously (roughly 2016). PWC discussed adding an explanation of the
new process for CIP projects for awareness and to encourage readers to
contact PWC for high priority pathway needs, and also noted that the
proposed Redwood Grove path connecting LAH with Los Altos would be a
good example. Next Newsletter date is July 1, then Oct. 1.
III. Opportunities for additional walks: PWC discussed desired frequency.
Previously there was a monthly Pathways Walk, but too many may dilute
participation. New Year’s walk was a success, and some PWC members
have had requests for more walks. PWC discussed potentially having a
second one in summer, but not overlapping with/too close to Pathways
Run. Summer Solstice suggestion is a Sunday 6/24. Heat also a
consideration. PWC plans to connect with Parks & Recreation to
coordinate dates.
IV. Opportunities for PWC presence/tables: History Walk (March), Earth Day
(Apr 15), Pathways Run (May 5), Town Picnic, Hoedown. SW will bring
calendar to next meeting to document event dates and volunteers.
V. Map Send-out to Residents
Topic did not get on Town Council Agenda last time but will be on the
next one on Mar.22. Scott Vanderlip will represent Parks & Recreation
Committee. ND will represent PWC for map send-out at the March 22
City Council meeting.
b. Pathway prioritization
PWC Chair clarified that PWC budgetrecommendation will go to Pak end of
March.
