Minutes of Regular Meeting of Monday, February 27, 2017
1. ADMINISTRATIVE
A. Call to Order Chairman Ann Duwe called the meeting to order at 7:00 PM

C. Approval of Agenda.
The agenda was approved. MD moved, AB seconded and the vote was unanimously in favor
D. Approval of Minutes.
The minutes from the PWC meetings of January 23, 2017 were approved with one minor
amendment. AB moved, ND seconded, and the vote was unanimously in favor with one abstaining
(BM, due to not being in attendance at the January meeting).
Motion to nominate Rachelle as vice chair was discussed briefly and postponed until further
meeting since Rachelle was not present.
E. Ex Parte communications.
Alisa met with Scott Vanderlip (Parks & Rec) and Liza Reichert (Parks & Rec) to discuss
pathways loops
2. NEW BUSINESS
A. Application for Associate Member: Susan Cretiekos
AB moved to appoint Susan Cretiekos as an associate member of the PWD, DW seconded. Vote was
unanimously in favor. (AB, ND, AD, MD, BM, JN, SW, DW, SWi, RM (7:10)

B. Appointment of VTA representative
a. Nomination to the Bicycle and Pedestrian Advisory Committee of the VTA was discussed.
This opening came up in January due to Breene’s resignation, and is a 2 year appointment.
Susan Cretiekos expressed interest in being VTA representative in late 2016, and was
nominated by the Council in January 2017. At the time the Council did not realize
that in 2006 the responsibility to make recommendation for VTA representative was
delegated to the PWC. Council did not finalize the decision to nominate Susan after
this came to light.
During meeting Bridget Morgan expressed interest in being representative as well.
BM had checked with Deborah Padovan prior to the meeting and determined that is
not possible to share the responsibility, and there are no alternates allowable. There
can be additional advisors but they would not have a voting role.
Both candidates introduced themselves and their interest in being the VTA
Representative.
The PWC voted and Susan Cretiekos was selected as the representative. (BM votes –
JN, BM, Swi, MD) (SC votes – ND, AD, AB, RM, SW, DW).
C. Properties for Review

a. APN 182-09-033 - 27800 Via Feliz – The reason for PWC review is a new residence and lot
merger. Applicant is Siempre Trust (DUAN residence), File #12-17-ZP-SD-GD
PWC discussed this merge of 3 lots (27820 Via Feliz, 27800 Via Feliz, and 13120
Avila Ct). These properties have Fran’s Path along the Northern side, and one of
the unresolved areas of the Master Pathways Plan involves the Southern side,
connecting Via Feliz to Maple Leaf Ct. In 1981 the recommended route was
along the South side of 13120 and East side of 27800 property, but the most
recent recommendation (pending Council approval) is instead on the South and
West borders of 13140 property. The property owner at 13140 paid in lieu fee
previously. Pathway easements for Fran’s path currently exist on the Northern
border of all 3 lots. JN moved to restore the existing path after construction
on all 3 properties is complete and to ask town staff to clarify whether the
homeowners contributed to building Fran’s Path initially. If yes, the motion
stands. If no, the property owners should pay an in lieu fee for the merged
property. ND seconded. The motion was approved with all in favor except
SW, who abstained.
D. Maintenance and enforcement issues
a. Nick Dunckel is PWC maintenance contact who contacts staff to address maintenance issues.
All maintenance requests from December were addressed in Jan.
Clarification on fire roads – town staff clears these.
Roger Spreen noted that Deborah is working on website pages which would indicate
whom to call after hours for emergencies.
Open enforcement issues have not moved forward.
E. Limiting attendance at site visits
a. PWC discussed whether it would be desirable to have fewer people visit sites prior to the
PWC meetings, to document and share with the rest of the committee instead of having a large
group go. The current practice is that homeowners are notified prior, and PWC divides into
smaller groups that are less than a quorum for the visit. Usually the separate cars review
properties in different orders, so not all PWC members are on site at once unless the
homeowner requests a particular time. Some discussion points included:
Part of the role of the PWC is to review the pathways and properties, and there is
value in having different views and perspectives to share at the PWC meetings.
PWC rarely sees owners or contractors unless they want to show details to the PWC,
and properties visited are often constructions lots without occupants.
Some current PWC members cannot go for the walk with the rest of the group and
review the properties independently, but they cannot walk the properties without
permission.
It is helpful to review the plans during the walk.
PWC can lose half of its members in one term, so for continuity it may be helpful to
keep visits as scheduled
3 types of properties: those everyone can drive by on their own, those that need
permission for review but could be communicated via report to other members, and
complicated properties that need onsite review by PWC
Could focus on not going to properties that don’t require in-person review
A motion was made to bring the topic back to PWC for discussion in 2-3 months when new
members have experienced more PWC walks/property reviews. (Made by??)
Mayor Gary Waldeck also clarified that associate members need to be authorized by City
Council to attend the walks.
F. Earth Day tabling, April 23 1-4:00 p.m.
a. PWC requested volunteers to man the PWC table at Earth Day at Westwind Barn on April 23.
AD, DW, and SC volunteered, possibly AB.
3. Old Business
A. Master Path Plan Map Update

a. In the meeting scheduled for 28 Feb at 6pm. The City Council will determine if the Master
Path Plan should be applied to annexed areas as it is to rest of town. The second item of
business is review of the Pathways Element and/or looking at Master Path Plan Map
B. CIP projects update
a. The county is moving forward with town’s request for an encroachment permit to build an
extension of the Bob Stutz Path to Magdalena. There are two Caltrans offices involved so this
has complicated the decision.
b. Correction to CIP list distributed in May: The decision was to set aside $100k to put in
missing segments, not Robleda Rd as noted.
c. Summerhill Rd. – town fixed segment near Amigos Ct. that had been disked over.
d. Page Mill – property owner was going to allocate $90k – no movement yet.
i. 20k allocated to fix at Page Mill Rd/Moon Ln. 2016-17
ii. 90k allocated to repair road in 2017-2018 to construct bridge. AD will follow up prior
to next meeting
e. Town budget increased maintenance workers budget by 12k and added another FTE for
maintenance
C. Alta Consulting update
a. AD received an email proposing that PWC representatives attend meetings to go over what
will be done.
i. AB, AD, ND, JN, BM all interested. Meeting will be between 9-5pm during week
day
D. Additional Q&A for Town website
a. Council member requested that more information be added to PWC website.
b. Council also requested review of general plan and associated ordinances for our committee.
c. AD distributed copy of ordinances [AD to provide]
d. SW and Eileen Gibbons put together answers for booklet,
e. PWC discussed references and verbiage of questions for website, and details of calculation for
in-lieu fee. AD encouraged PWC to come up with additional questions for future discussion.
E. Follow up items – No Parking on Pathways, Naming Request
a. No parking – when PWC sent language back to Carl, more complex than expected, may need
to go into municipal code. PWC Chair is referring to Planning Dept for incorporation into
code. In the meantime residents can call Town regarding construction parking in pathways.
b. Naming request from last meeting from edge of Robleda to school. PW easement on
neighbor’s property from requestor’s prior property. Requestors will be in touch with
neighbors to ask if they would be willing to name pathway. If neighbors willing, PWC to
determine requirements for pathways naming. Paths named for people who had major
influence in town are generally large signs. May want option for more modest signs as well.
Signs could have QR code for loops. BM mentioned that council approved prior requests for
naming. Overall policy should be developed. PWC unsure if there is a naming policy in
place. AD suggested bringing examples of naming policy to next meeting (signage to link to
history also). Memorial naming, historical aspects, etc.

A. City Council Meeting Feb 16
a. BM distributed comments from Weegie Caughlan to the PWC [Attachment C]
b. Eileen Gibbons was appointed as Associate Member but council declined to allow site visits.
Mayor Gary Waldford clarified that this was due to council being alerted to homeowners that
were not happy with PWC visit to site. PWC discussed that it would be helpful to be made
aware of any feedback from town residents that are not happy with PWC visit conduct.

Pathways Committee CIP List May 5, 2016
A. Missing Links
1. Eastbrook at Magdalena, continuing Bob Stutz Path to Magdalena, going west as
well as going east, under I280 to Dawnridge. Striping of freeway lanes may help
slow traffic and create a better surface for horses.
2. Robleda, between Ciceroni and Fremont. Start setting aside $100K per year and
apply for grants (Safe Routes to School). Re‐investigate building the path on the
opposite side of the street.
3. Create a dedicated path on El Monte from the Foothill College entrance to the Bob
Stutz Path trailhead at Stonebrook.
4. Build missing segment from Miraloma to Amigos Court on Summerhill.
5. Build a continuous path on south side of Page Mill road from 13513 to I280.
Many segments exist, but some need maintenance and others need to be built to
avoid crossing back and forth over Page Mill.
6. Build off‐road connection between 13697 La Paloma and Corte Matera over
existing easements.
7. Hilltop to Dawnridge. Build off‐road connection over existing easements. (Might
qualify for Water District funds in 2017 cycle.)
B. Revise and Renew
1. Revise descent onto Altamont from Venido Lane off‐road path that comes down
between 25810 and 25560 Altamont.
2. Work with homeowner to move fence at 27765 Via Ventana, where the off‐road
path is too narrow for horses. The descent also could be improved within the
easement and the oak leaves blown off the descent at regular intervals.
C. Negotiate and Create Access
1. Leave room in the budget for projects made possible in annexed areas after a new
map is approved. Mora Drive, for example.
2. Open all emergency access routes to pedestrian/equestrian/bicycle use. Dawson
to Oak Knoll, for example.
3. Work with City of Los Altos to create a path from the end of Fremont Rd. in LAH
into the Redwood Grove in Los Altos.
4. Work with City of Palo Alto to allow residents of LAH to enter main entrance of
Foothills Park.
D. Maintenance & Enforcement
1. Add sand or small gravel to muddy parts of Bob Stutz Path.
2. Add meaningful signage to Bob Stutz Path at the El Monte trailhead as well as
internally.
3. Provide greater enforcement of "no parking on paths" throughout Town.
4. Ensure that native path at 12838 Concepcion gets installed and trees trimmed.

Members of The Town Council,
At the recent December 15ft Special Meeting where five Pathway positions were filled with 16
applicants, I was totally astounded to hear former Mayor Harpootlian personally denigrate me in
front of the Council *ith blutrtt lies and accusations of violating the Code of Conduct for the
Town. I believe it is former Mayor Harpootlian who has seriously crossed the line of good
Conduct. He uses as his basis one single encounter, at which he falsely claims to have been
present, occurring at a trash drop-offsite. Here are the actual facts:
I was at Foothill College at the quarterly Greenwaste sponsored, Sahrday Neighborhood Clean-
up Day on October ZZiZOttdumping offu"ru*rrlated junk. I had passed through the hrst check-
pfint Uutwas slowed in tine behind several cars. As I sat in my car, two women whom I did not
ilrro* approached my car. One introduced herself as Michelle Wu, said she was running for
LAH TLwn Council'and thrust a flyer at me. I did not take it and merely said, "Sorry, but I am
not voting for You".
At that point the other woman stepped closer to the car and asked my name. I said, "I would
rather *t t"tt you". She did not introduce herself and I felt no r€ason to give a stranger at th9
dump ,ny nu*". She then stated, "I know you, your name is Weegie". I did not leply- She then
askeb, out of the blue, if I knew who put on the Clean-Up event., I paused and told her in a
mutt"i of fact way that I thought it was the Town of LAH. She then rather arrogantly said it was
the Fire Department and then-snidely stated, "See, you don't know everything!" I replied as
nicely as I could under the circumstances, "I do not pretend to", and with the cars finally moving
forward ahead of me, drove out of her reach. (I later learned the woman was Ms' DrrS Price, the
wife of former Mayor Harpootlian).
The most important facts about this encounter were the following:
l. This conversation occurred at Foothill College at the quarterly Greenwaste Saturday
Neighborhood Clean-up Day on October 22. ltdid not occur at any town-associated
meeting.
2. Formei Mayor Harpootlian WAS NOT PARTY to any of this conversation, nor did I see
him anywhere in thi area. Therefore he blatantly lied about his presence not only once
but twice, in his false allegations.
3. I wore no badge or identification of any kind, nor did I identi$ myself in any way as a
member of any Town committee. My van had no Town identification.
4. I was not on Town or Pathway Business.
5. I am sure Ms. Wu did not know who I was until Ms. Price identified me' Even then, I
doubt my name meant anything to Ms' Wu.
6. I did not invite no. uppr""iate the continued attempt at perceived campaign solicitation
while I was traPPed in mY car.
7. Never one to t"av" a queition un-researched, I have since learned that the "Clean-Up"
event I was attending was not related to the Fire Department at all, but part of our
Greenwaste serviceJfor which we pay as subscribers. The Fire Department event is held
the third Saturday of each month and is for garden debris only.
I have been an active, diligent Committee member attending every regular meeting, every special
meeting and viewing every property over the past four years. As Council Member Radford
pointed out, in the past six years the Council has never not confirmed an individual who has
served in good standing after one term on this Commit0ee. The Council proceeded to reappoint
two members who have already served three terms! Clearly, this completely false accusation
had an impact on the vote of the Town Council and their failure to reappoint me to a second
tenn.
I am holding the entire Town Council responsible for the egregious behavior of former Mayor
Harpootlian. I expect a formal apology from the entire Town Council for this uncalled for,
blatantly false and humiliating attack on my good character as a hard working volunteer for the
Town. In spite ofthis extremely hurtful and slanderous experience coming from one of our
elected officials, I would like to retum to the PWC in the future to continue to help further the
valuable Pathway System in our Town.
