1. ADMINISTRATIVE
A.Call to Order: Chairman Ann Duwe called the meeting to order at 7:00pm

F.Approval of Agenda
i.RM moved to reschedule Agenda item 4d, Report from VTA Meeting, to just prior to Agenda
Section 2, New Business. BM seconded the motion and it passed unanimously (AB, AD, RM, BM,
JN, SWe, SWi, DW, MD).
G.Approval of Minutes
i.AB moved to approve the draft minutes from the PWC June 26 meeting with minor amendments.
DW seconded and the motion passed unanimously (AB, AD, RM, BM, JN, SWe, SWi, DW, MD).
H.Ex Parte Communications
2.NEW BUSINESS
Report from Town Engineer Alan Chen
i.Mora Dr. S of Terry Way was paved to restore 1965 Mora Dr. path to improve safety for
pedestrians, and debris in the guardrail section was cleaned out.
ii.A bridge on Page Mill Rd near Moon Ln. and opposite Paseo del Roble was approved in the last
council meeting
iii.Issue type metrics from the Los Altos Hills Connect app were shared [Attachment A] with the
PWC. Alan noted that code enforcement issues may take longer to resolve than pathways issues.
1.Current effort is to do maintenance on all built segments in town (this includes off-road
paths).
2.Improvements in progress to make Los Altos Hills Connect more efficient; for example
the map has been updated to include the South side of LAH in the program
3.Currently available for IOS and android users
4.Standards for native paths – town standards are in place for paths (e.g. how to construct
water bar, retaining wall, etc.) but currently there are no standards in place for native
paths. Alan sent suggestion to PWC Chair, who will add to agenda for next PWC
meeting. [Attachment B]
5.PWC can start list of which built segments haven’t been maintained, to suggest to town
which to maintain. Include native and off-road paths as well as IIB paths.
6.Los Altos Hills Connect has code enforcement section, so can be used for maintenance
issues where unclear whether pathway or code enforcement issue.
I.Erin Orin, Assistant Planner from Planning Department, introduced and will plan to attend first part of PWC
meetings from now on.
A. Properties for Review
a)12735 Alto Verde Lane, #208-17-ZP-SD New Residence (APN 175-54-016)
There is an existing heavily used native path (edge of road foot path) on the property along Concepcion, and
a IIB path on the opposite side of Concepcion. Concepcion is designated as a road with paths on both sides
of the road. PWC discussed the path along Concepcion, noting that although it is substandard, due to the
narrow space in front of creek and trees, it would be very difficult to construct a 2B there and might require

additional permits due to the proximity of the creek. In addition, it could be problematic to remove
vegetation from the creek bank, which could destabilize the bank. SW moved that the PWC recommend
that the town request an in lieu fee from the property owners of 12735 Alto Verde Ln, and the motion
passed unanimously (AB, AD, RM, BM, JN, SWe, SWi, DW, MD).
J.Maintenance and Enforcement Issues
K.Election of Officers
i.JN nominated RM for Chair. BM seconded and the vote was unanimously in favor (AB, AD, RM,
BM, JN, SWe, SWi, DW, MD).
ii.AD nominated MD for Vice Chair. SW seconded, and the vote was unanimously in favor (AB, AD,
RM, BM, JN, SWe, SWi, DW, MD).
iii.AD nominated AB for Secretary. JN seconded, and the vote was unanimously in favor (AB, AD,
RM, BM, JN, SWe, SWi, DW, MD).
iv.AD agreed to be Vice Secretary. Since this is not an official role no vote was taken for this role.
L.Choose Route and Leader for New Year’s Day Walk 2018
Town would like to know route and leader for New Year’s Day walk for the Activity Guide. Historically a
well-attended event, starts at 1pm from Town Hall, Purissima Park, or Byrne Preserve (past walks were
shared). In the past two routes chosen, one longer and one shorter (last year 2mi and 5.7 mi, estimated 40
people). SW and MD agreed to pick a path to lead and get in touch with Sarah to update the Activity Guide.
M.Method for Making Corrections to GIS Inventory
PWC noted that a number of areas on the map are not accurately representative of existing paths (e.g.
existing paths not noted as such on map, or native paths noted as 2B on map). PWC Chair requested that
PWC walk paths and make a list of existing paths compared to yellow (surveyed) paths on the GIS Map. The
online version of the map has a table at the bottom. PWC decided to table for the next PWC meeting, and
AD will consult with Marni re: plan for reconciliation.
3. OLD BUSINESS
A.Bob Stutz Connector Update
Alan Chan provided an update on the current status: the Town put out an advertisement two weeks
ago, should receive opening bids by 27 July. The bids will include all of the build excepting the Caltrans
property, a small section (roughly 5’ x 10’).
A.Review of Draft CIP List; Progress Reports from Committee Members
PWC reviewed the Draft CIP list sent with June PWC Meeting Minutes and made minor corrections/updates.
Some of the potential CIP projects identified are in unresolved areas on the Master Pathways Plan, so these
areas would have to be resolved prior to implementation of a CIP project. PWC also discussed
pathways/sidewalks in front of schools. PWC members updated on CIP project mapping for assigned projects

o Bullis School (Phase 2 of Fremont Rd from Town Hall to Arastradero)
o Todd Ln
o Arastradero Rd from Fremont to Mandoli
o Summerhill
B.Master Path Plan Draft Map Update – See 4A: Planning Commission Meeting update re: unresolved areas
C.Bob Stutz to Magdalena Connector Update – discussed above
D.Summerhill Path Investigation Update
o Last council meeting authorized Carl to work with SW and BE to move into resident feedback phase.
Council member suggestion to have a public meeting at Town Hall first, with additional individual
meetings afterwards in order to pilot what works with communication.
4.REPORTS FROM OTHER MEETINGS

A.Planning Commission 7/6: No decision made on unresolved areas of Master Pathways Plan. Significant
time passed since prior discussion so in future may be helpful for MPP Subcommittee to provide update
presentation to refresh on commission topics.
i.Next Aug 3 Planning Commission meeting will continue those and take up other unresolved areas
B.Mayor and Committee Chairs meeting 7/17:
Mayor Waldeck gathered committee chairs. Requested that they review the General Plan and compare to
charter, identify any differences between the two or between what is being performed vs. documented, any
updates needed. PWC updated ‘parkways’ to ‘pathways’ terminology but otherwise submitted no changes.
By Nov hope to have evaluated potential changes and vote on them to update charters as needed.
Additional feedback from meeting was that committees operate in silos, so in future will set up roundtable
for chairs to better share ideas and activities.
C.City Council Meeting 7/20– see above for update on Summerhill path. Page Mill at Moon Ln approval of
funds to proceed with design of Moon Ln bridge.
D.VTA Meeting Update [Note that this topic was moved up on Agenda to just prior to 2A]
SC attended a workshop in July with members of VTA Advisory Committee, and shared LAH Pathways Map.
Fremont to Arastradero, Summerhill, Page Mill, and Arastradero projects brought up as potential candidates
due to proximity to schools or history of bicycle accidents. Per VTA the El Monte/San Antonio corridor will
be redone in Spring, which should be completed late spring to early summer. This project will redo section
for bikes and cars and have 2 lanes across Foothill Expwy from Covington. Lights from Covington and
University Ave will also be synchronized. The next VTA meeting is Aug 9, should outline project criteria in
more detail. VTA is looking for bicycle routes that connect main streets. PWC will review CIP projects to
flag any potential projects to submit to VTA.

7.TOPICS FOR NEXT AGENDA
A.SW noted that the Open Space Committee received complaints about stinkwort on roadsides and pathways.
Working to ramp up Town’s Vegetation Management System. Stinkwort has a resin that can cause people
to develop contact dermatitis, and is also a fire hazard and spreads rapidly. PWC can contact Sue if notice
paths with stinkwort.
