2. Approval of Agenda and Minutes
a. Approval of Agenda for Oct PWC meeting
Agenda was approved with the following amendments:
i. Discussion of native paths was moved to earlier in meeting to allow Public
Works Director to attend
ii. Property on Middle Fork Ln added to agenda (property owner has not applied
for address yet so currently no address)
b. Approval of Minutes from September 25, 2017 PWC Meeting
MD moved to approve the minutes with no edits. DW seconded, and the vote was 7 in
favor (AB, ND, MD, RM, JN, SW, DW) and one abstention (AD, due to absence from
September meeting)
3. New Topics & Announcements
a. Staff Update
i. Public Works Director contacted six residents on Summerhill who had
properties with the most impact for the Summerhill pathway project. Three of
the six responded. Public Works Director will meet with residents who
responded on Mon Oct 30 and will knock on doors of other 3 as well. Next step

will be to follow up with the rest of the impacted residents regarding the
project.
ii. Mayor Waldeck sent a letter to the Los Altos School District regarding a pathway
in front of Bullis School. Public Works Director met with Bullis School
Maintenance Director, who was very positive about idea. Proposed path would
not be on existing parking spaces but meander in landscape area (10ft wide).
Public Works Director will talk to BE to get estimate of cost. Some obstacles to
the right side of the school – utilities, water box, eucalyptus tree. School would
like to remove eucalyptus due to fire hazard, also shadow causes safety
concern. On the corner there is an existing path around a fire hydrant. Public
Works Director is working with the school to come up with an agreement similar
to Town agreement with Foothill College (land use agreement instead of
dedicated right-of-way). Preliminary stages now - Bullis School is
interested/willing but will need to review the agreement when drafted.
iii. Drainage cleaning is in progress for winter prep; Town Maintenance Crew has
done a lot of ditch drainage clearing. Jeremy Koch has been hired as a new
engineer; will be involved with PWC and has started walking a couple of hours a
week to fix things proactively. Any issues should be reported via app or to Allen.
b. Property Review
i. New residence at 25700 Bassett Lane (lands of Yiu) APN 336-43-013
Property has been reviewed multiple times. Initially subdivided in 2013. PWC
requested dedicated easement from Summitwood to Rhus Ridge with
unanimous vote at that time. In Nov 2014 PWC requested that subdivider
construct a native path within existing pathway easement and stake it for
review prior to constructing path (since meandering), also requested easement,
with unanimous vote. Final recommendation was in Oct 2015, when PWC
suggested to allow prior PWC recommendation to stand as written. Generally
PWC does not have opportunity to review pathways granted through the
subdivision process again. When this property came up for review at City
Council, Town staff recommended that the pathway be built at the time of
subdivision, and contractor was willing, but City Council voted to wait until the
house was built. AD moved to reaffirm PWC recommendation from Oct 2015
that a path be built on the existing pathway easement and that the pathway
committee be allowed to review it once it’s staked and before construction.
DW seconded, and the motion passed unanimously (AB, ND, AD, MD, RM, JN,
SW, DW).
ii. [Address TBD] Middle Fork Ln. File 346-17-ZP-SD ( lands of Jalil Rehand and
Mariam)
PWC noted that the pathways easements are missing from the plans. The prior
path has been plowed over. Per the Master Path Plan there should be paths on
the North and Southwest sides of the property. PWC also noted that the path
should go around the swale on the house side. AD moved to recommend that
the 2B path along the Middle Fork frontage be restored to standards and that

the path continue around the corner onto South Fork Ln. The path should be
constructed in such a way as not to conflict with the drainage structures.
Town staff to confirm that there is an easement and if not to request an
easement and to have it added to the plan set. All pathways should avoid the
drain. AB seconded, and the vote was unanimously in favor (AB, ND, AD, MD,
RM, JN, SW, DW).
iii. Second unit at 28550 Matadero Creek (lands of Raya Sai P and Madhavi), File
320-17-ZP-SD
PWC noted that there is a good path on other side of street, and that the nearby
off-road path (to the North) is not on this property. AD Moved to request an in
lieu fee for the SW seconded, and the motion passed unanimously (AB, ND,
AD, MD, RM, JN, SW, DW).
c. Town Council Meeting Debrief
PWC updated on the Ursula Ln. discussion, which was left as it was from the prior City
Council meeting. Town Staff are working with the property owners to offer options to
reduce the cost, but ultimately the method to fulfill the pathway requirement is up to
the property owner. PWC noted that standards for native paths will be helpful in such
cases.
d. Education Committee and PWC Meeting Debrief
BE, JN, and SW are PWC representatives for a meeting with the Education Committee
regarding Safe Routes to School. The meeting was rescheduled for mid-Nov.
e. II B and Native Path Specifications (Nick)
ND provided update on specifications for native paths. IIB standard design was signed
off by City Council in roughly 2011 [Attachment B]. Water bar [Attachment C], handrail
[Attachment D], retaining wall [Attachment E], and vegetation clearing [Attachment F]
specifications were also signed off previously. Currently Town Engineering staff sign off
on IIB paths and for Native paths they make sure there is a clear path of travel. Current
guidelines for native paths were shared for review [Attachments G and H]. All of the
specifications are available on the Town website, but only IIB paths have an approved
standard. PWC agreed to consider native path standards for discussion at next PWC
meeting. PWC also discussed current triggers for PWC review (development of new
residence, secondary unit, or addition >1500ft), since a recent property with secondary
unit had missed PWC review due to being routed incorrectly.
4. Continuing Business
a. Review progress as related to roadmap goals:
i. Pathways Operations
PWC chair reviewed Operating Principles as discussed in last meeting
[Attachment I]
MD moved to accept operating principles as drafted and discussed on 9/25 as
basis for our working relationships on PWC. SW seconded, and the motion
passed unanimously (AB, ND, AD, MD, RM, JN, SW, DW).

ii. Maps
1. PWC discussed Parks & Rec dept interest in sending out Walking Map to
all town residents. Sarah Robustelli (Community Services Supervisor)
looked into cost of this. If maps reprinted in number necessary to give a
copy to each household, would be between $5000-$6050 to print and
send. Request would be made to City Council for funds. This has been
done before but not for some time. AD to investigate process to make
correction to include Saddle Court path which is missing from walking
map. PWC to review walking map to make sure up-to-date. AD will
draft cover letter to introduce the map. PWC noted that would be
helpful to include maps with real estate purchase to introduce new
residents to town. New resident packet comes from agent/title
company. MD moved to go forward with sending walking maps in
partnership with Parks & Rec, with a cover letter. DW seconded and
the motion passed unanimously (AB, ND, AD, MD, RM, JN, SW, DW).
2. Master Path Plan update – Planning Commission agendas have been full
lately so the Master Path Plan proposed updates may not be examined
before January 2018, even though it has now been waiting over 1 year.
The updates were for unresolved and annexed areas only; the other
areas of town have current map. GIS process will include the whole
town, but that is a separate process from the Master Path Plan revision.
Planning Commission completed review of 3/7 unresolved areas. AD
provided reformatted information sheet [Attachment J] for Planning
Commission when they are able to review unresolved areas, and noted
that drawing the proposed route(s) over the town contour map was
helpful in previous meetings.
3. LAH city council meets with Los Altos City Council on Nov 15. PWC
discussed a potential Agenda items suggestion: to connect the end of
Fremont Rd with the path in Redwood Grove. This links that are missing
are 93 feet and 73 feet currently to connect. The full path has been in
use for many (50) years, and is walked regularly. Santa Clara Water
District owns part of land, so may need to ask for them to support
access to creeks, though the path would not impact the creek. AD will
work with RS to write up a 1-page summary position paper for LAH
City Council showing a picture of what needs to be done in LAH and LA
before Nov. 15.
iii. Pathway Connectors/Projects and Summerhill outreach (BE and MD)
1. PWC Chair met with BE to review flowsheet [Attachment K] and project
list. (Attachment L) PWC to provide feedback on flow sheet, and it will
then be taken to City Council.
iv. Discussion on potential requests for Santa Clara Valley Water District Grant
Money available (AD) – as noted above. Not clear how to move forward with
process. One deadline is Oct 27, but nothing ready to share at this point.

moving to Dec. 4. This would mean Dec. 2 for walk (ND will lead).
b. May cancel Dec PWC meeting; will discuss at next PWC Meeting.

MAGDALENA ROAD to FERNHILL DRIVE
Proposed Route • Connect north side of Madgalena Road near Albertsworth to end of Fernhill. Two routes are under consideration: — Original informal route between 10695 and 10625 Magdalena running north to west end of Fernhill — Alternative route between 10531 and 10511 Magdalena running north along seasonal creek to a point between 25557 and 25562 Fernhill
Connectivity • Greatly increases connectivity and creates neighborhood loops in an area with few roadside or off-road pathways • Meets Pathways Element Policy 3.1 to connect cul-de-sacs to adjoining neighborhoods whenever possible
Safety • Provides safer off-road alternative to walking along Magdalena, which lacks roadside paths in many locations
Feasibility • Old informal route was in use for years; some PWC members walked this in the past and found it open and relatively flat. • PWC members walked western part of alternative route and found terrain suitable for a native path without switchbacks. PWC did not have access to private properties at Fernhill end. • Planning Dept will assess both routes for feasibility.
Easements • Town does not hold easements for either route
Cost • A native path could be installed on the original route at minimal cost • The alternative route is steeper and may require switchbacks
Public Input • At the July 18, 2016 public hearing, one resident spoke in support of the route (walked it many times); two neighbors opposed a path on their properties (privacy, security, steep terrain, poison oak, beehive)

LA PALOMA ROAD to ATHERTON COURT to ROBLEDA ROAD
Proposed Route • Complete the final link to connect La Paloma Road to Atherton Court and Robleda Road. Proposed route runs from the end of the existing path on 13310 La Paloma to bulb end of Atherton Court.
Connectivity • Extends existing off-road native path from La Paloma that currently dead-ends on 13310 La Paloma; access over the pavement on Atherton (public road) will connect to Robleda. • Completes missing link and creates neighborhood loop routes • Meets Pathways Element Policy 3.1 to connect cul-de-sacs to adjoining neighborhoods whenever possible
Safety • Off-road connection provides safer alternative to roadside paths immediately adjacent to pavement along Purissima and Robleda.
Feasibility • 75% of proposed route already exists; the remaining 25% is on relatively flat terrain • Some PWC members walked route in past and found it feasible • Staff opinion pending • Original route on easements running along the western border of Atherton parcels is blocked near Robleda by a legal non-conforming garage. • LAH engineering staff assessed an alternative route along the creek and found it prohibitively expensive.
Easements • Native path (on easements) already exists on 13198 and 13310 La Paloma Road • Town holds easements on east border of 13060 Alta Lane N (10-ft); north border of 12933 Atherton Court (20-ft); and south border 13643 Wildcrest (10-ft).
• One easement required along the border between driveways of 12933 and 12940 Atherton Court
Cost • Native path will require minor surface work from the end of existing path to Atherton Court; this could be done at minimal cost. • Shallow seasonal swale may require short boardwalk or low bridge
Public Input • At the July 18, 2016 public hearing, a Wildcrest neighbor spoke in support of off-road paths in the area; no opposing comments were presented.

EAST SUNSET to DIANNE DRIVE
Proposed Route • Connect East Sunset Drive to the west end of Dianne Drive Proposed route runs SE along border between 13210 and 13254 East Sunset; then along Town border on SE border of 13210, 13208 and 13040 East Sunset, joining Dianne Drive between 12800 and 12780 Dianne.
Connectivity • Extends existing roadside path on East Sunset to neighborhoods east of I-280 (Dianne Drive, O’Keefe, El Monte, Summerhill) and to O’Keefe Open Space Preserve. • Connects these neighborhoods to the rest of LAH and provides shorter route to downtown Los Altos. • Meets Pathways Element Policy 3.1 to connect cul-de-sacs to adjoining neighborhoods whenever possible • Provides neighborhood loop routes
Safety • Off-road connection keeps users safely away from traffic, especially on EL Monte
Feasibility • Alternate routes explored in past have steeper descents from East Sunset. • Some PWC members walked route in past and found it feasible. • Staff opinion pending.
Easements • Town does not hold easements for this route. • 13210 East Sunset is currently under development; a voluntary easement was discussed with the owner
Cost • Requires installation of native path on terrain that ranges from relatively flat to moderate slopes. • A short retaining wall and/or switchbacks may be required at junction with East Sunset. A native path can be built on the rest of the route for minimal/modest cost
Public Input • At the July 18, 2016 public hearing two property owners spoke in opposition to a path on their parcels (privacy, security, steep slope). Dianne Drive resident supported an alternative route along LAH Town border to Los Altos.

VOORHEES DRIVE to MIRALOMA DRIVE and HILLTOP ROAD
Proposed Route • Two routes are under consideration: — Connect Voorhees to Miraloma on existing easements on south border of 24595 Voorhees and 12585 Miraloma; — Connect Voorhees to Hilltop Drive along border between 26402 and 24500 Voorhees to end of shared driveway on 12169 Hilltop
Connectivity • Greatly increase connectivity between Summerhill and Hilltop and the rest of LAH • Provides neighborhood loop routes in an area of Town with few off-road paths. • Meets Pathways Element Policy 3.1 to connect cul-de-sacs to adjoining neighborhoods whenever possible.
Safety • Off-road connections keep users safely away from traffic, especially on busy Summerhill and El Monte • Off-road connections provide a safe alternative to part of Summerhill (which lacks roadside paths) and El Monte, where roadside paths are adjacent to the pavement. • Provides safer route to school for St Nicholas and Foothill College students.
Feasibility • Path from Voorhees to Miraloma was in use for several years and was open and flat. Section near Voorhees has been re-contoured to accommodate a driveway, so path may have to be less than 5 feet wide. • Proposed route from Voorhees to Hilltop may need a few switchbacks on 24500 Voorhees segment • Some PWC members walked routes in past and found them feasible. • Staff opinion pending.
Easements • Town holds easements on south border of 24595 Voorhees and 12585 Miraloma • Easement required along border between 26402 and 24500 Voorhees; Town holds easement on 12169 Hilltop on NE border and driveway to Hilltop
Cost • Native path from Voorhees to Miraloma could be re-opened at minimal cost • Native path from Voorhees to Hilltop may require a few switchbacks and a small bridge over shallow seasonal creek.
Public Input • At the July 18, 2016 public hearing several neighbors spoke in support of off-road paths in the area (nearby school, busy roads, lack of pathways); Voohees residents oppose any paths in the area (privacy, security, proximity to I-280, lack of easements).
