ADMINISTRATIVE a)Call to Order: PWC Chair RM called the meeting to order at 7:00pm b)Roll Call: Members Associates Alisa Bredo (AB) Nick Dunckel (ND) Ann Duwe (AD) Melissa Dyrdahl (MD) Bob Elson (BE) Rachelle Mirkin (RM) Bridget Morgan (BM) Judy Nagy (JN) (left 9:04) Sonja Wilkerson (SWi) Denise Williams (DW) Susan Cretekos (SC) Eileen Gibbons (EG) Bob Stutz (BS) Council Liaison(s) present: Roger Spreen Members of the public Present: 1.Allen Chen, Public Works Director 2.Erin 3.Kjell Karlsson (7:35) c)Agenda: AB moved to approve agenda, ND seconded, and the motion passed with all in favor (AB, ND, BE, RM, JN, DW, SW) 2.APPROVAL OF MINUTES a)Approval of Minutes from Aug 28, 2017 Pathways Committee Meeting: ND moved to approve minutes as edited, BE seconded, and the motion passed with all in favor (AB, ND, BE, RM, JN, SW) except DW who abstained due to absence from last meeting 3.NEW TOPICS & ANNOUNCEMENTS a)Staff update: I.LAH Staff will start to prepare for winter (leaf blowing, etc.) mid to late Oct II.BE is working on a letter to Summerhill residents, was sent out to 6 residents (with more difficult properties) on Sept 21. BE and Allen Chen, LAH Public Works Director, will follow up. III.Allen Chen. LAH Public Works Director, sent a letter last week regarding herbicide spray on roadside paths for stinkwort in the most problematic areas. The letter was addressed to all residents, but only affects a quarter of residents (those with a pathway in front of their property). There were prior LAH ordinances against herbicide sprays, but stinkwort control is needed due to very high germination rate. Spraying will be conducted the week of Sept 25 to first week of October. There is a map of sprayed areas on town website, with dates. b)Town Council Meeting Debrief: I.AB provided update that request to remove requirement for path on Ursula was denied in 3-2 vote. II.Council Member Spreen noted that when property owner desires alternate route to that on approved plan, it would be good for property owner to work with PWC to discuss potential alternate routes. III.PWC discussed native paths and the confusion that some property owners may have regarding the definition of a native path. Allen Chen, Public Works Director, sent a draft of a native path definition to AD some time ago. Allen will resend draft native path definition to RM who will agendize as continuing business for Oct PWC meeting. A native path specifications document also exists and will be reviewed/made available. PWC also discussed responsibility for maintaining native paths, which rests on LAH Town Staff if not completed by homeowners. c)PWC Operating Principles: PWC Chair shared draft of Operating Principles for PWC Committee and requested input from PWC. PWC discussed and added to the list [Attachment A]. RW will send to all PWC members for review, and PWC will continue discussion at October PWC meeting. 4.CONTINUING BUSINESS a)Property Review: APN 175-44-027, 12857 La Cresta, lands of Talagadadeevi & Kagolanu, new residence I.This property was discussed at the August PWC meeting but a decision was not made due to a lack of clarity regarding existing easements and whether a pathways easement could be requested over an existing driveway easement. The proposed path is on the Master Path Plan and would ultimately be part of a connection to Deer Creek Ln. PWC Chair LOS ALTOS HILLS PATHWAYS COMMITTEE Final Minutes of Regular Meeting of Monday September 25, 2017 Scribe: Alisa Bredo shared email from LAH Sr. Planner [Attachment B], which stated that a pathways easement could indeed be requested over the existing driveway easement. PWC discussed the best location of the path, noting that a native path adjacent to the driveway would be mostly in the driveway easement, though it would need to meander around some vegetation. In one area in particular it may need to be in the driveway in order to go around an existing tree, but the driveway could be roughened in that spot to allow safe travel. JN moved for the property owner at 12857 La Cresta to install a native path within the driveway easement on the Southern property line to the most West point of the property as close to the edge of the driveway as possible, noting that there will be a slight overlap on the driveway that should be roughened. AB seconded, and the vote was unanimously in favor (AB, ND, BE, RM, JN, SW) except DW who abstained. b)Master Path Plan – steps to approval I.This item was not discussed due to absence of PWC member AD. c)Maps PWC discussed implementation of the GIS map, and whether it would be advantageous to identify the side of the street for paths to be built in future. The 2005 map had proposed paths, and the ‘Bubble Map’ identified the preferred side of the street. AB agreed to follow up with Marni Moseley, LAH Sr. Planner, regarding the feasibility in the context of the current contract for the GIS map, and what next steps would be required. d)Pathway Connectors / Potential CIP Projects BE noted that currently there are 32 project suggestions. BE will contact PWC members who suggested projects to identify 6-10 potential projects to present to the Town Council for CIP approval. PWC will create packages for Council, and should plan to have 8 or more by February. Progress made with Summerhill (well on its way, reaching out to residents now) and ‘Altamont Plunge’. PWC discussed doing new call quarterly to add project suggestions to the list. PWC should contact BE for assistance with assigned projects as needed. PWC discussed need for shared respository for PWC documents. Previously BE had discussed this with Carl Cahill and RW had discussed with Allen Chen. RW will follow up to identify repository. PWC to let Rachelle know as new projects identified e)Budget I.VTO Update: SC updated committee based on last VTO meeting. LOS ALTOS HILLS PATHWAYS COMMITTEE Final Minutes of Regular Meeting of Monday September 25, 2017 Scribe: Alisa Bredo Currently VTO is just vetting proposals, and there is no timeline for submissions yet (should be communicated at next VTO meeting). There are $5M in funds to be divided between counties and town, with San Jose receiving majority. Summerhill is on the VTA path map for bicycles as a route that is widely used without a preferred trail, so funding may be possible for that. The path behind Bullis school would be another possibility. SC has been involved with surveys on Fremont for bike traffic, which is not currently on VTO map. PWC discussed using the Potential CIP Project list to present proposals. f)Communication and Marketing I.SW provided update on Hoedown: 1.SW (and AB partially) participated, and sold 30 Pathways Walking Maps. Giant map of pathways was available. II.PWC discussed actively participating in more LAH Town events (recent participation has been only Town Picnic and Hoedown). III.PWC discussed and other means of possible communication/marketing including: 1.Posting quarterly updates on PWC activities on the Town website and possibly Town Crier 2.Communicating with realtors (PWC member noted that realtors have been using Pathways Maps to help sell houses). Prior presentation on PWC and how it works might be good resource to share. 3.Quarterly walks, with prizes to kids for doing loops, scavenger hunt on loops, or ‘can you find’ activity, taking pictures in front of a number of things, etc. 4.Give Town Staff feedback in Our Town magazine 5.Create card for LAH Connect app to communicate its availability 6.Adopt a Pathway, possibly in conjunction with notification about stinkwort, or start a ‘Friends of the Pathways’ group 7.T-shirts to support and communicate re: Pathways (e.g. ‘Pathways are cool’, ‘Do you walk the pathways?’) 5.COMMUNICATIONS FROM THE FLOOR There were no communications from the floor 6.OPEN DISCUSSION Heather Rose from Education Committee requested a joint meeting with the PWC to discuss routes to schools. BM, SW, JN, BE will attend. RW will forward introduction. BE will talk with Allen and PWC may agendize. 9.ADJOURNMENT a)DW moved to adjourn the meeting at 8:47, SW seconded, and with all in favor the meeting was adjourned.
