Minutes of Special Meeting of Monday, July 25 18, 2016
1. ADMINISTRATIVE
A. Call to Order. Chairman Ann Duwe called the meeting to order at 7:02 PM

C. Approval of Agenda. The agenda was approved after amending to move Item 1D (approval of
minutes) to after the property reviews and correct the address for the property for reviewed on
Normandy (should be 12852 Normandy). EG moved, DW seconded and the vote was unanimously
in favor (AB, WC, ND, AD, EG, VH, BM, SW, DW). In deference to Tina Patel, a further motion
was made to move Item 5 (Presentations from the floor) to immediately after property reviews. EG
moved, SW seconded and the vote was unanimously in favor (AB, WC, ND, AD, EG, VH, BM, SW,
DW).
D. Approval of Minutes. The minutes from the PWC meetings of June 27, 2016 and July 18, 2016 were
approved with amendments. EG moved, AB seconded, and the vote was 7 in favor (AB, WC, AD,
EG, BM, SW, DW) with 2 abstaining (ND, VH, not present at meeting).
E. Ex Parte communications. AB, AD, EG, SW reported meeting Nancy Bavor, owner of 13816 Page
Mill Road during the site visit.
2. NEW BUSINESS
A. Properties for Review
The following properties were reviewed for pathway recommendations:
i. 13816 Page Mill Road (Lands of Bavor; APN 182-08-034; file #229-16-ZP-SD-GD). AB recused
herself for proximity, left the table, and did not participate in discussion or votes. The parcel is on
the east side of Page Mill Road (a public road; Reso 1216) at the intersection with Moon Lane
and has frontage on both roads as well as on Fawn Creek Court. Moon Lane is a private road
(Shown in map book 1994-1995); Fawn Creek Court is a public road (Tr#7762). Pedestrian-
equestrian easements over Moon Lane were dedicated to the Town in 1989 (CR-121-87, Oct 89).
No easements were identified along the Page Mill Road frontage. A small separate parcel with a
different owner is located at the corner of Page Mill and Moon Lane (Attachment A). The
developer, Nancy Bavor, was present and reported that they dedicated a pathway easement over
Moon Lane in 1989-90 and that an off-road path runs along the eastern side of the parcel
connecting Moon Lane to Fawn Creek. [PWC subsequently determined that this path is located on
the adjacent parcel.] She does not want a path located below the bank that slopes down to the
parcel along Page Mill frontage because it would be close to their small orchard. PWC discussed
the importance of providing safe roadside paths along Page Mill Road, which has heavy auto and
bicycle traffic. This parcel is just south of the dangerous pedestrian crossing to Paseo del Robles
that the Town plans to upgrade as a CIP project. PWC discussed at length whether to place the
path along the top of the bank immediately adjacent to the pavement or below the bank separated
from the road. It was not possible to determine from the development plans where the road ROW
was located relative to the bank.
EG moved that PWC recommend the Town to require the developers of 13816 Page Mill
Road to restore the off-road path between Moon Lane and Fawn Creek Court, trim the
trees along the Page mill Road frontage to give as much room as possible on the shoulder to
allow a path in the road ROW. BM seconded and the vote was 3 in favor (WC, EG, BM), 4
opposed (AB, ND, AD, SW, DW), and 1 abstaining (VH). The motion failed.

After further discussion, AD moved that PWC recommend the Town to require the
developers of 13816 Page Mill Road to restore the off-road path between Moon Lane and
Fawn Creek Court and to construct a native path on the Page Mill Road frontage utilizing
the road ROW if possible, but if dedicating an easement if necessary to separate the path
from the pavement. SW seconded and the vote was 4 in favor (AB, WC, AD, SW) 4 opposed
(ND, EG, BM, DW), and 1 abstaining (VH). The motion failed.
After further discussion, AD moved that PWC recommend the Town to require the
developers of 13816 Page Mill Road to restore the off-road path between Moon Lane and
Fawn Creek Court and to construct a native path along the Page Mill frontage with the
understanding that the path would be placed as close to the road ROW as possible, and yet
be separated from the pavement and follow the level bench below the bank. ND amended to
add a request for a pathway easement adjacent to the tree line on the northeast side of the
trees. ND seconded and the vote was 4 in favor (AB, ND, AD, SW) 4 opposed (WC, EG, BM,
DW), and 1 abstaining (VH). The motion failed.
After further discussion, EG moved that PWC recommend the Town to require the
developers of 13816 Page Mill Road to restore the off-road path between Moon Lane and
Fawn Creek Court and to work with the Building Department to create a native path along
the Page Mill frontage separated from the pavement as far as possible; and to prune back
the tree limbs for horse clearance. EG amended to recommend the Town build a low rolled
curb to separate the path from the pavement. EG seconded and the vote was 8 in favor (AB,
WC, ND, AD, EG, BM, SW, DW) and 1 abstaining (VH). [NB: After the meeting it was
determined that the off-road path along the eastern border of 13816 Page Mill connecting Moon
Land to Fawn Creek is located on 27875 Fawn Creek Lane, not on 13816 Page Mill, which was
under review.]
ii. 26464 Taaffe Road (Lands of Chang; APN 182-14-004; file #240-16-ZP-SD-GD). The reason for
pathway review is construction of a new residence. DW recused herself for possible proximity
and did not participate in discussion or votes. The parcel is on the south side of Taaffe Road at the
intersection with Taaffe Lane and has frontage on both streets. No pathway easements on the
parcel were found in a brief records search. Taaffe Lane is a private cul-de-sac serving four lots
and has no off-road paths exiting from it. The PWC working reference map shows this side of
Taaffe is the preferred side for a roadside path. A path separated from the pavement runs along
the Taaffe Road frontage; part of a continuous roadside path that runs along this side of Taaffe all
the way from Altamont Road to Elena. This path is located within pathway easements on the
parcels from Altamont to the Packard property (26580 Taaffe Road), but appears to be located in
the road ROW on the parcels form Packard to Elena Road. The developers, Chiao-Fu and Sue Fay
Chang, were present and reported a path exists along the Taaffe Road frontage. PWC discussed
the importance of a safe roadside path along this busy winding road. AB moved that PWC
recommend the Town require the developers of 26464 Taaffe Road to restore the existing
IIB path in the current location separated from the pavement (after construction) and
granting a pathway easement if necessary. EG seconded and the vote was 7 in favor (AB,
WC, ND, AD, EG, BM, SW); 1 abstaining (VH); and DW recusing herself.
iii. (No Address) Central Drive (Lands of Lewis and Kotadia; APN 182-28-006; file #229-16-ZP-
SD-GD). The reason for pathway review is construction of a new residence. The developer was
not present. Page Mill is a public road and Central Drive is private (PM 502 M 43). The lot,
which has no address yet, is one of two lots from the subdivision of 11990 Page Mill Road, which
PWC reviewed in Aug 2006 with a recommendation to construct a IIB roadside path along the
Page Mill frontage separated from the road by at least five feet (Attachment B). The parcel is on
the east side of Page Mill Road near the intersection with Central Drive and has frontage on both
roads. A roadside pathway and open space easement along the Page Mill frontage was dedicated
at the time of subdivision (CR-5-10; Jan 2010; Attachment C) and a IIB pathway well separated
from the pavement was built. Page Mill is a busy road with a large volume of auto and bike
traffic. EG moved that PWC recommend that Town require the developers of 0 Page Mill
Road (APN 182-28-006) restore the existing path on the west side of the property along the
Page Mill Road frontage after construction and grant a pedestrian-equestrian easement
conferring public access over Central Drive if one has not already been granted. AD

seconded and the vote was 8 in favor (AB, WC, ND, AD, EG, BM, SW, DW); and 1
abstaining (VH).
iv. 12852 Normandy Lane (Lands of Okumura; APN 175-40-020; file #243-16-ZP-SD-GD). The
reason for pathway review is construction of a second unit, pool, and accessory structure. The
parcel is on the south side of Normandy Lane near the second bulb end. The developer was not
present. This part of Normandy is a narrow, winding public cul-de-sac (Reso 257) serving 7 lots.
No existing or planned future off-road paths exit from this street. Roadside paths exist along this
side on two lots near the intersection with O’Keefe. EG moved that PWC recommend the
Town require the developers of 12852 Normandy Lane to pay a pathway in-lieu fee if one
was not paid at the time of subdivision. DW seconded and the vote was 8 in favor (AB, WC,
ND, AD, EG, BM, SW, DW); and 1 abstaining (VH).
v. 14414 Saddle Mountain Drive (Lands of Advani; APN 182-07-014; file #242-16-ZP-SD). The
reason for pathway review is construction of a two-story addition. The developer was not present.
The parcel is on the east side of Saddle Mountain Drive at the intersection with Stirrup Way and
has frontage on both streets. Saddle Mountain is a public cul-de-sac serving more than 8 parcels
and has off-road paths exiting from it that connect to Page Mill Road and Elena Road. Town
records show an off-road easement along the eastern border and part of the northern border (TM-
6297; 1978). The PWC working reference map shows roadside paths along the Saddle Mountain
and Stirrup frontages, but these no longer exist. Roadside path segments exist along Saddle
Mountain, including a short segment directly in front of the house on the property under review.
WC moved that PWC recommend the Town require the developers of 14414 Saddle
Mountain Drive to restore the IIB roadside path along the eastern side of Saddle Mountain
Drive and put in a native path along the Stirrup frontage. AD amended to add the native
path is to follow the bench above the road on the Stirrup frontage from intersection with
Saddle Mountain to where it joins Arastradero Road, using an easement if necessary. AB
seconded and the vote was 8 in favor (AB, WC, ND, AD, EG, BM, SW, DW); and 1
abstaining (VH).
B. “No Parking on Pathways” Card. AD distributed a draft version of a card that could be placed on the
windshield of vehicles parked on pathways (Attachment C) to inform drivers that parking on paths is
illegal and to discourage this activity. Public Works has reported that parking on pathways degrades
the paths, which then must be restored by the Town. Sheriff’s deputies issue tickets for parking on
pathways only in locations where “No Parking” signs are posted. CA Vehicle Code prohibits parking
on sidewalks, but Town paths may not meet the definition of “sidewalks”. After discussion, it the
Chair agreed to discuss the issue with City Manager before taking any action.
C. Election of Officers. PWC elected new officers as required every July. BM asked that the PWC
obtain City Council approval for any newly elected officers who have already served two terms. She
reported she has asked the Town to have staff, rather than a PWC member, record minutes for PWC
meetings. It was suggested that a vice-secretary be appointed to assist in this duty. EG nominated
AD for chair; DW seconded. BM nominated WC for chair. X WC seconded. AD nominated SW for
secretary; ND seconded. SW nominated EG to serve as co-chair; AB seconded. EG nominated AB to
serve as vice-secretary; DW seconded. WC nominated BM to serve as vice-secretary. WC seconded.
Voting was by secret ballot, with ND counting the ballots. The vote for chair was 7 for AD and 2 for
WC. The vote for co-chair was 8 for EG and 1 abstaining. The vote for secretary was 9 for SW
(unanimous). The vote for co-secretary was 8 for AB and 1 for BM. AD will request Council
approval for appointments for the re-elected officers who have already served two terms.
3. OLD BUSINESS
A. Report from Master Path Plan Map (MPP) Update Subcommittee. EG reported she has received draft
maps from staff showing PWC recommendations for updating the Master Path Plan in the areas of
town annexed since the last map update (Attachment E). PWC discussed removal of the arrow
shown off Terry Way; changing the solid line shown along the border of Town from 10850 West
Loyola to Eastbrook to an arrow; and adding an arrow down Mora Drive as requested by staff
because additional parts of the street may soon be annexed. EG will send map revisions to staff. EG
reviewed her report made at the July 21, 2016 Council meeting. PWC also discussed whether or not
the working reference map showing the provisional preferred side of the road for roadside paths must

be approved by Council. The subcommittee will now work on documenting new easements and
paths built since the last MPP update and creating a database.
B. CIP projects and budget update. The Town allocated $12K for a consultant to do a top-level
feasibility study for roadside paths on West Loyola and Mora and additional funds for a traffic study.
Reports will be available in September.
4. REPORTS FROM OTHER MEETINGS.
5. PRESENTATIONS FROM THE FLOOR.
A. PWC member and associate absences. EG requested Breene Kerr and associate members Mirkin,
Warner, and Stutz be removed from PWC for absences asked PWC to consider whether members
and associate members should be removed from PWC for absences. AD will review attendance
requirements.
B. Public comment from Tina Patel. Tina Patel (24595 Voorhees Drive) spoke at length as a
representative of the Voorhees neighborhood in opposition to PWC recommendations for the update
of the Master Path Plan map in this area. She reported that the off-road path connecting Voorhees to
Miraloma over existing easements on 24595 Voorhees and 12585 Miraloma had been removed from
the Master Path Plan Map in March 2005. She said Voorhees is a private road with no public access
and no pathway easements and residents do not want paths on their street or connecting to other
areas. Residents complained that no neighborhood meetings had been held before the PWC made
recommendations. AD explained that PWC had planned a neighborhood meeting, but at the Mayors
request, were required to gather public input and make recommendations at the meeting of July 18,
2016. PWC will ask staff to review path records for the Voorhees area.
C. Public Comment from Weiss. AD reviewed a comment letter from Mr. Weiss opposing a proposed
path route in the East Sunset area (emailed to PWC members and City Clerk on July 25, 2016).

iii. 11990 Page Mill Road (Lands of Moeller). The reason for pathway review is two-lot
subdivision. The lot is at the corner of Page Mill Road and Central Drive. A pathway exists in the
right-of-way of Central Drive, which forms the southern border of the Moeller property.
Subdvision is proposed along an east-west line across the property; access to the northern lot will
be from Central via a driveway near the east border of the property. A small stream crosses
under Page Mill Road at the north west corner of the property and runs east across the northern
part of the property. Several drainage swales run near the eastern edge and connect to this
stream. Ralph Kraetsch, a family member and executor of the Moelller estate was present and
addressed the committee. He strongly prefers that a pathway be routed along Page Mill Road
rather than along the eastern property line adjacent to 27961 Central Drive. He reported that the
eastern border of the property was often wet in the winter months and that access up to Page
Mill Road in this area is very steep. The committee discussed the pros and cons of various path
routes; it was generally agreed that one pathway through the property, either along Page Mill
Road or along the eastern edge is appropriate, but not pathways in both locations. A pathway
also exists in the right-of-way of Central Drive, which forms the southern border of the Moeller
property. Anna Brunzell moved that on the property at 11990 Page Mill Road, a IIB path be
required along Page Mill Road and that the path be separated from the road by at least five
feet. In the interest of privacy, no pathway is required along the property line adjacent to
27961 Central Drive. Chris Vargas seconded; the vote was 9 for, 2 opposed, 1 abstention.
A pathway and open space easement was dedicated along the Page Mill
frontage of the subdivision in 2010 (CR-5-10).
LOS ALTOS HILLS PATHWAY COMMITTEE MEETING
Minutes of April 24, 2006
v. 27961 Central. Lands of Killian. The path easement in question from Central to Page
Mill Road up a steep bank. The homeowner was seeking clarification as to where exactly the path
was to go. Dunckel agreed to walk the bank below the road with Henry Louie to seek a useable
bench for the route and make the solution consistent with what we’ve asked other residents to
do. The Committee agreed to get a description of the scope of the project if done in this manner
and the cost from Town Staff.

ACCEPTING GRANT OF A PATHWAY EASEMENT

WHEREAS, Beverly M. Brockway, General Partner of Sissu, L.P., A California Limited
Partnership ("Owner"), is the owner of the property commonly known as 11990 Page Mill Road,
Los Altos Hills, California; and
WHEREAS, Owner has offered to grant to the Town an easement for the construction,
operation and maintenance of existing and future pathway facilities, for pedestrian, bicycle and
equestrian use ("Pathway Easement"); and
WHEREAS, the City Council has determined it is necessary and proper and in the public
interest to accept the grant of the Pathway Easement;
NOW, THEREFORE, the City Council of the Town of Los Altos Hills does
RESOLVE as follows:
Section 1. The Town hereby accepts on behalf of the public, and for the purposes
therein described,the Grant of Pathway Easement attached to this Resolution as Attachment A.
Section 2. The Town shall accept, and the Mayor is hereby authorized and directed to
execute,the Grant of Pathway Easement.

An easement for pathway and open space purposes situate in the TOWN OF LOS
ALTOS HILLS, COUNTY OF SANTA CLARA, STATE OF CALIFORNIA, being a
portion of that land described in the certain Grant Deed document recorded August 23,
2007 as Instrument No. 19560489 of Official Records in the office of the County
Recorder of Santa Clara County, as shown on Exhibit"B" made a part hereof, more
particularly described as follows:
Beginning at the intersection of the centerline of Central Drive (40') with the Easterly
right of way line of Page Mill Road (40') as said Drive and Road are shown on that

ACCEPTING GRANT OF A PATHWAY EASEMENT
Lands of Sissu, L.P.)
WHEREAS, Beverly M. Brockway, General Partner of Sissu, L.P., A California Limited
Partnership ("Owner"), is the owner of the property commonly known as 11990 Page Mill Road,
Los Altos Hills, California; and
WHEREAS, Owner has offered to grant to the Town an easement for the construction,
operation and maintenance of existing and future pathway facilities, for pedestrian, bicycle and
equestrian use ("Pathway Easement"); and
WHEREAS, the City Council has determined it is necessary and proper and in the public
interest to accept the grant of the Pathway Easement;
NOW, THEREFORE, the City Council of the Town of Los Altos Hills does
RESOLVE as follows:
Section 1. The Town hereby accepts on behalf of the public, and for the purposes
therein described, the Grant of Pathway Easement attached to this Resolution as Attachment A.
Section 2. The Town shall accept, and the Mayor is hereby authorized and directed to
execute, the Grant of Pathway Easement.

RESOLUTION OF THE CITY COUNCIL OF THE
TOWN OF LOS ALTOS HILLS
APPROVING AGREEMENT FOR OPEN SPACE EASEMENT
Lands of Sissu L.P.)
WHEREAS, Sissu L.P. ("Owner") owns the property commonly known as 11990 Page Mill
Road, Los Altos Hills, California; and
WHEREAS, the Town has adopted a General Plan and, pursuant thereto, may accept grants
of open space easements on privately owned lands lying within the Town;
WHEREAS, the Owner has offered to enter into an agreement for open space easement
attached to this Resolution as Attachment A ("Pathway and Open Space Easement Agreement") to
limit the use of a portion of the property in order to reduce potential adverse impacts on such land
including grading, native vegetation removal, and erosion;
WHEREAS, the Town finds the Open Space Easement Agreement to be consistent with the
Town's General Plan and in the best interests of the Town;
WHEREAS, the Owner and the Town recognize that the land subject to the Open Space
Easement Agreement is essentially unimproved and if retained in its natural state has substantial
scenic value to the public and that the preservation of such land as open space constitutes an
important physical, social, aesthetic and economic asset to the Town and the Owner;
WHEREAS, the Open Space Easement Agreement contains the appropriate restrictions and
covenants to preserve the natural and scenic character of the land; and
NOW, THEREFORE,the City Council of the Town of Los Altos Hills does RESOLVE as
follows:
The Town hereby accepts on behalf of the public, and for the purposes therein described,
approves the Open Space Easement Agreement attached to this Resolution as Attachment A; and
the Mayor is hereby authorized and directed to execute the Open Space Easement Agreement.
