Chairman Ann Duwe called the meeting to order at 7:04 PM B. Approval of Agenda. The agenda was approved as amended to move item 5 (Presentations from the Floor to above item 1D (Approval of minutes). EG moved, DW seconded and the vote was unanimously in favor (JB, AB, WC, ND, AD, EG, BM, SW, DW). D. Approval of Minutes. AB moved that the minutes of the PWC meeting of 6/06/16 be approved with minor amendments. DW seconded and the vote was 8 in favor (JB, AB, WC, ND, AD, BM, SW, DW) and EG abstaining (not present at that meeting). ND moved that the minutes of the PWC meeting of 4/25/16 be approved with minor amendments. DW seconded and the vote was 6 in favor (JB, ND, AD, BM, SW, DW), WC opposed (declined to state reason), and 2 abstaining (AB, EG not present at that meeting). D. Ex Parte communications. AD reported that she and EG staffed the PWC information table at the Town picnic. They received positive feedback from residents about pathways as well as info about several areas needing maintenance. They also sold copies of the new walking maps. 2. NEW BUSINESS A. PROPERTIES FOR REVIEW The following properties were reviewed for pathway recommendations: i. 27333 Ursula Lane (Lands of X; APN XXX). SW recused herself for proximity, left the table, and did not participate in discussion or vote. The parcel has frontage on both Ursula and Edgerton and the address changed from 27555 Edgerton to 27300 Ursula to 27333 Ursula. The owner was not present. PWC reviewed this property in Aug 2008, Mar 2009, and April 2009. AD read excerpts from minutes (below). Because the developers wanted to site the house at the top of the parcel close to the south border, the location proposed in the 2005 MPP along south and east borders would be very close to the house. Instead of requiring this, PWC recommended in 2009 a path connecting Ursula to Edgerton in a location at the discretion of the developer. This path will provide an important connection for equestrians and hikers from Byrne Preserve and the Westwind Barn via Ursula to Edgerton Road and the Stegner scenic off-road path. The developers opted to locate the path near the steeper west and north borders, rather near than the less steep south and east borders. Dedication of a pathway easement was required as a condition of development (CR 63-14; 07/10/14; Attachment A). The developers requested PWC re-review tonight because they do not want to construct a path. PWC discussed the earlier recommendations and the proposed route. PWC reiterated the need for the owner to dedicate a pathway easement and build a native path connecting Ursula Lane with Edgerton. The diagram supplied by the owner shows the path running along the boundary between 27300 Ursula and 27333. The PWC re-affirmed the 2009 recommendation that the path should follow the contour lines of the conservation easement near the bottom of the property. The path should cross the property so as to connect with Edgerton directly across from the Wallace Stegner (Matadero Creek) Path. If the path runs along the contour lines on the lower part of the property within the easement, rather than straight down to Edgerton, it will be less steep, easier to build and maintain and will exit onto Edgerton across from the entrance to the Stegner path. If steps are needed on steep sections, the stairs should be broad, shallow, and horse-friendly. ND moved that the PWC recommend that the Town require the developers of 27333 Ursula Lane to move the lower section of the easement and build a native path following the contour lines of the hill through the conservation easement and to enter Edgerton Road near the border between FINAL_PWC_Min_16-0627.doc 7/26/16 2 27333 Ursula and 27525 Edgerton Road. The purpose of this path is to connect Ursula to Edgerton Road and the Stegner Path. If steps are used, they must be horse-friendly (i.e., wide and shallow). DW seconded and the vote was in 6 favor (AB, JB, AD, ND, EG, DW); 2 opposed (WC, BM); and 1 abstaining (SW for proximity). ___________________________________________________________________________ Previous PWC recommendations for 27333 Ursula Los Altos Hills Pathway Committee FINAL Minutes of Meeting of August 25, 2008 viii. 27755 Edgerton Road (Lands of Liu). The property is on the west side of Edgerton Road between Edgerton and Ursula. The homeowners plan to site the house close to Ursula Lane, which will provide access. The 2005 Master Path Plan shows an off-road pathway through this property connecting Edgerton and Ursula. This off-road path provides an important connection between Town open space in Byrne Preserve and the pathway from Edgerton along Matadero Creek, which has been designated a Scenic Pathway and is frequently used by equestrians. Because of the terrain, a native path rather that a IIB path is appropriate. Bill Silver moved that a pathway easement on 27755 Edgerton Road be dedicated to the Town and that the homeowners be required to install a native path through the property connecting Ursula to Edgerton Road. The location of the pathway on the property may be at the discretion of the owners. Nancy Ginzton seconded and the vote was unanimously in favor. It was also suggested that the Town install posts at each end of this pathway to mark the path. Los Altos Hills Pathway Committee Minutes of Meeting March 23, 2009 B. Design of Pathway on 27755 Edgerton Road (Lands of Liu). PWC made recommendations for this path from Ursula Lane to Edgerton Road at the August 25, 2008 meeting. The MPP shows an off-road path through this property along the south and east borders of the property. The path is a very important connection between Westwind Barn, Byrne Preserve, and the scenic Wallace Stegner path, which starts just across Edgerton from this property. The owners are placing the house close to the south border and a path in this location would pass relatively close behind the house. The PWC unanimously recommended in August that the owners be required to construct a native path through the property connecting Ursula and Edgerton and the location of the path may be at the discretion of the owners. This month Town staff informed the PWC that the owners have opted to place the pathway along the northwest border of the property, which is much steeper than the route originally proposed by the PWC. The Planning Commission has asked the PWC for further comments on construction. The pathway route has a slope of as much as 20 degrees along the path and 16 degrees sideways to the path. The desire is to assure that a pathway be constructed that does not wash out and have to be replaced and/or repaired frequently. Small retaining walls and steps constructed of railroad ties may work and will not present a barrier to horses. Councilmember Kerr suggested that the Town require the pathway be completed before the final certificate of occupancy is issued. Anna Brunzell moved that Nick Dunckel be designated to serve as liaison to the Town for issues related to the pathway on this property. The PWC will further request that the pathway be completed before the Town issues the final certificate of occupancy. The vote was unanimously in favor. Los Altos Hills Pathway Committee Minutes of Meeting April 27, 2009 B. Path on 27755 Edgerton Road. Councilmember Ginger Summit reported on some changes to the route of this important connector from West Wind Barn to the Wallace Stegner Pathway. It was discovered that 27755 Edgerton is a flag lot that has a 30-foot wide strip of land that runs all the way along Ursula to Black Mountain Road. The homeowner has agreed to allow this strip of land to be used for a pathway easement and the Town will construct a roadside path along Ursula. The route of the pathway on the property itself (connecting Ursula to Edgerton Road) will be adjusted to run along the contour lines on the lower part of the property rather than straight down the fence line to Edgerton. This part of the property is in conservation easement. FINAL_PWC_Min_16-0627.doc 7/26/16 3 ii. 24990 La Loma Drive (Lands of Vandergriff; APN 336-32-023; File 188-16-ZP-SD-GD). Reason for pathway review is an addition, pool, and major remodel. The developer was not present. The parcel is on the south side of La Loma, a private road (TR#1275). No pathway easements were found on the parcel in a limited search of records. A number of roadside paths exist along this side of La Loma. Further to the west at the intersection with Summit Wood, the path is on the opposite side. EG moved that the PWC recommend the Town require the developers of 24990 La Loma Drive to dedicate an easement if required and build a path along the La Loma frontage separated from the pavement as far as possible, following Policy 2.1 of the Pathways Element (i.e., Roadside paths shall be separated from the roadway pavement by landscape buffering and shall meander, where possible”). WC moved to amend the motion to include “in the road right- of-way with an easement if required”. BM seconded and the vote was 2 in favor (WC, BM) and 8 opposed (JB, AB, ND, AD, EG, VH, SW, DW). The amended motion failed. ND seconded the original motion and the vote was 8 in favor (JB, AB, ND, AD, EG, VH, SW, DW) and 2 opposed (WC, BM). iii. 12520 Barley Hill Road (Lands of Koltek; APN 336-32-019; File 196-16-ZP-SD-GD). The reason for pathway review is construction of a new resident residence and relocation of the pool. The developer was not present. The parcel is a flag lot off the east side of Barley Hill Road (a public road) near the end of the cul-de-sac. The only frontage on Barley Hill is the shared driveway. No pathway easements were found on the parcel in a limited search of records. EG moved that the PWC recommend the Town require the developer of 12520 Barley Hill Road to pay a pathway in-lieu fee. ND seconded and the vote was unanimously in favor (JB, AB, WC, ND, AD, EG, VH, BM, SW, DW). iv. 26860 Robleda Court (Lands of Kreup; APN 175-25-028; File197-16-ZP-SD-GD). Reason for pathway review is construction of a new residence and pool. The developer was not present. The parcel is on the south side of Robleda Court at the intersection with Robleda Road and has frontages on both streets. Robleda Court is a public cul-de-sac (TR#261) serving 7 lots. Robleda Road is also public (Reso 10-93) and is not designated to have roadside paths on both sides. An off-road path connecting to Templeton Court and Fremont Road exits off the end of Robleda Court and roadside paths exist on Robleda Court on the side opposite 26860 from Robleda Road to the off-road path. Roadside paths also exist along the opposite side of the Robleda Road frontage. ND moved that the PWC recommend the Town require the developer of 26860 Robleda Court to pay a pathway in-lieu fee. SW seconded and the vote was unanimously in favor (JB, AB, WC, ND, AD, EG, VH, BM, SW, DW). B. Bench on Packard Trail at Taaffe Road. Several LAH residents have asked to replace the bench that went missing from the trailhead at the top of the Packard off-road path. AD will contact the residents who offered to replace the bench and provide them with contact information for the Packard Foundation, which has agreed to allow the bench to be replaced. 5. OLD BUSINESS A. Report from Master Path Plan (MMP) Update Subcommittee. EG reported that at the 06/16/16 Council meeting, Council gave permission to send a letter (with amendments) to owners of 80 properties located near the six areas unresolved areas in the 2005 MPP update notifying them that as part of the current MPP update, PWC will review these areas and make recommendations to forward to the Planning Commission. The schedule for notifying residents in these areas was discussed as well as potential dates for an informational meeting with residents and for a PWC meeting to vote on recommendations. City Clerk will mail the notification letters on June 29, as well as postcards to a subset of the residents for them to return to the Town if they agree to allow PWC members to access their properties. Council Liaison John Radford requested EG to verify that Council approved sending the notification letters. After discussion, it was decided the informational meeting will be held July 18 (with site visits on July 18 16) and PWC will vote on the recommendations for the unresolved areas at the regular PWC meeting on July 25. AD distributed a list and maps showing unresolved areas (Attachment B and C) for PWC discussion. B. CIP Project and Budget Update for FY 2016-17. AD reported that at the June 16, 2016 City Council meeting, Council approved the FY 2016-17 budget including the PWC request for up to $30K for design of the Summerhill Road roadside path upgrade. FINAL_PWC_Min_16-0627.doc 7/26/16 4 4. REPORTS FROM OTHER MEETINGS A. City Council Meeting. AD reported that annexation of five parcels on Mora Drive and one on Mora Glen was discussed at the CC meeting of June 16, 2016. Several residents spoke in opposition to the annexation. Council will consider initiation of the annexation at the July Council meeting. A conceptual plan for upgrading the Page Mill-I280 interchange, Bicyclists reported at the April 20 meeting that they want another traffic signal at the northbound on-ramp. EG will send the link to these documents. 5. PRESENTATIONS FROM THE FLOOR. A. Jim Waller (Elena Road). Mr. Waller complained about the manner in which the Town crew cleared the off-road pathway easement on his property. He reported large tree branches that were not within the easement were cut off and left on the property. He also said police motorcycles had driven over the path on several occasions. Council Liaison John Radford suggested Mr. Waller contact City Manager, Carl Cahill to address these problems. 6. NEXT SCHEDULED MEETINGS.
