Minutes of Regular Meeting of Monday, July 27, 2015
1. ADMINISTRATIVE
Chairman Ann Duwe called the meeting to order at 7:00 PM
Members present: Weegie Caughlan, Nick Dunckel, Ann Duwe, Bridget Morgan, Sue Welch, Denise Williams
Members absent: Eileen Gibbons, Vic Hesterman, Breene Kerr, Rachelle Mirkin, Tim Warner (all excused

2. APPROVAL OF AGENDA AND MINUTES
The agenda was approved with items 5A and 7A moved forward to follow approval of minutes. [SW moved, AD
seconded. Vote was unanimously in favor (WC, ND, AD, BM, SW, DW)]. Minutes from the June 22, 2015
meeting were approved with minor amendments. [AD moved, DW seconded, and the vote was 5 in favor (WC,
AD, ND, BM, DW) and SW abstaining].
3. PROPERTIES FOR REVIEW
The following properties were reviewed for pathway recommendations:
A. 12345 Briones Way (Lands of Davoud). This parcel was reviewed at the PWC meeting of Aug 25, 2014
(reason for review construction of a new residence) with the recommendation that the town ask the developer
to pay a pathway in-lieu fee. The developer is returning to the PWC with a request to upgrade the pathway
across the street instead of paying a pathway in-lieu fee. PWC discussed this request, including whether this
was allowable by law, the potential value of completing missing pathway segments, and potential issues related
to constructing paths on parcels that are not undergoing development. The side of Briones opposite this parcel
already has a flat, unobstructed roadside path that runs from Altamont to Via Cerro Gordo and does not need
significant upgrading. SW recalled that the ordinance for in-lieu fees requires that parcels for which no path is
required needed shall pay a pathway in-lieu fee. ND moved that the PWC reconfirm its earlier
recommendation that the Town collect a pathway in-lieu fee from the developers of 12345 Briones Way.
DW seconded and the vote was 4 in favor (AD, ND, SW, DW), one opposed (BM) and one abstaining
(WC). It was suggested the developer could appeal to the Planning Commission if he wished.
B. 27360 Elena Road (File 244-15-ZP-SD-GD; APN 182-04-089). Reason for pathway review is construction of a
new residence. The developer was not present. This parcel is on the south side of I280 immediately adjacent to
CalTrans lands, and adjacent to the north border of 12390 and 12369 Gigli Court. The driveway will enter
from the adjacent lot to the east (no frontage on Elena). No off-road pathway or easements on the parcel or in
the immediate area were found. WC moved that the PWC recommend the Town ask the developer of
27360 Elena Road to pay a pathway in-lieu fee. BM seconded and the vote was unanimously in favor
(WC, ND, AD, BM, SW, DW).
C. 122121 Foothill Lane (File 251-15-ZP-SD-GD; APN 182-12-054). Reason for pathway review is construction
of a new residence. The developer was not present. The parcel is a flag lot off the southwest side of Foothill
Lane and the only frontage on Foothill Lane is the driveway. An off-road pathway runs along the full-length of
the southwest border of the parcel, a segment of the off-road path connecting Black Mountain Road to the
Elena Road to the east and Taaffe Road (via the Taaffe path) to the south. Town records indicate this 8-ft wide
path easement was granted by Council resolution in 1993 (CR-15-93, April 1993). Plans do not clearly indicate
this easement. PWC discussed the parcel location and the fact that the parcel has already made a contribution
to the pathways system and no further contribution (e.g., a pathway in-lieu fee) is required. WC moved the
PWC recommend the developers not be required to pay a pathway in-lieu fee because the parcel
contributed the existing off-road easement and path. Planning staff is asked to confirm this easement
and to ask the developers to show the easement and path on the development plans. SW seconded and
the vote was unanimously in favor (WC, ND, AD, BM, SW, DW).
D. 25225 La Loma Drive (File 246-15-ZP-SD-GD; APN 336-32-043). Reason for pathway review is construction
of a new residence. The developer was not present. The development plans show the parcel is the long, narrow
lot located at the hairpin curve at the intersection of La Loma Drive and Summit Wood. However, the address
on the development plans does not match the address on PWC maps and a parcel with that address (25225 La
Loma) is at another location. PWC reviewed that parcel on the opposite side of Summit Wood (25055 La
Loma Drive) in Sept 2014 and recommended IIB roadside paths in the road ROW along the frontage on La
Loma and Summit Wood frontages. The side of Summit Wood across from 25225 is preferred for a roadside
path because it is flatter. The parcel slopes ups steeply from Summit Wood and could not easily accommodate
a roadside path. PWC briefly discussed the La Loma frontage and deferred the recommendation until after
another site visit and confirming the location and address.

E. 26545 Purissima Road (File 246-15-ZP-SD-GD; APN 175-47-006). Reason for pathway review is construction
of an addition. The parcel is a flag lot on the east side of Purissima, just south of the intersection with
Concepcion. The only frontage on Purissima is the driveway. No off-road pathway or easements on the parcel
or in the immediate area were found. WC moved that the PWC recommend the Town ask the developer of
27360 Elena Road to pay a pathway in-lieu fee. ND seconded and the vote was unanimously in favor
(WC, ND, AD, BM, SW, DW).
4. NEW BUSINESS
A. Election of Officers. ND nominated AD to continue as Chair. DW seconded and the vote was 5 in favor (WC,
ND, BM, SW, DW) with AD abstaining. ND nominated EG to continue as Vice-Chair. AD seconded and the
vote was 5 in favor (ND, AD, BM, SW, DW) with WC abstaining. ND nominated SW to continue as secretary.
AD seconded and the vote was 5 in favor (WC, ND, AD, BM, DW) with SW abstaining.
5. OLD BUSINESS
A. Report from Map Update Subcommittee. Council Liaison, John Radford reviewed EG’s presentation to
Council on July 16, 2015 (summarizing activities and goals of the Map Update Subcommittee) and the public
response to the presentation. Councilmember Radford noted that the map update was being done at Council
direction and that Council fully supported the project. He reported that Council gave direction to restructure the
subcommittee to include one member who resides in the West Loyola area. This will be done at the September
meeting after the PWC is back to 11 members.
The subcommittee briefly reviewed their work, which included a productive meeting with staff on July 15,
2015 (City Manager Carl Cahill; Planning Director, Suzanne Avila, and Director of Engineering and Public
Works, Richard Chiu). The first priority is to update the public walking map. A list of potential corrections that
need to be checked was distributed (Attachment A). The goal is to have errors and updates identified by mid-
September. Research on outcomes of PWC pathway recommendations made since 2004, pathway status
inspections, and review of council resolutions is ongoing. The next update from the subcommittee to Council
will be in September.
B. Update on Miranda Road Path Project. AD reported that Richard Chiu has received revised plans from the
design firm and plans to send the project out for bids soon. A few sections of short wooden retaining walls are
included and the tree that was leaning over the path into the road will be removed. AD will update Bob Elsen
and other Miranda residents
6. EX PARTE COMMUNICATIONS. None reported.
7. REPORTS FROM OTHER MEETINGS.
A. Council Meeting. See 5A above.
8. PRESENTATIONS FROM THE FLOOR.
A. Mora Path Proposal. Susan Chappelle, a resident of Terry Way, which is in Los Altos Unincorporated Santa
Clara County just across the LAH-Los Altos border, distributed a map of the Mora Road neighborhood
(Attachment B) and proposed the Town consider restoring roadside paths along Mora Drive from Eastbrook to the
end. She said the county made paths in the wide road ROW in the past, but they are now in disrepair and/or
obstructed with landscaping or rocks to prevent parking. The original path still exists on the frontage of 11055
Mora. She reported that this road has heavy pedestrian, bicycle, and car traffic because it provides access to Rancho
San Antonio Open Space. It is also used by school children attending nearby schools. She said the curve at Terry
Way and Mora is especially dangerous because there is poor sight-distance and little space for pedestrians to get off
the road. She noted that the unincorporated county area east of the LAH border (including Terry Way) would soon
be annexed to LAH. John Radford, however, said nothing is in the works yet. She has spoken with many neighbors
who generally support the proposal. The PWC thanked Ms. Chapelle for her presentation and will agendize this for
the September meeting.
