ADMINISTRATIVE Chairman Ann Duwe called the meeting to order at 7:00 PM Members present: Weegie Caughlan, Nick Dunckel, Ann Duwe, Eileen Gibbons, Vic Hesterman, Breene Kerr, Bridget Morgan, Sue Welch, Denise Williams Members absent: Rachelle Mirkin Tim Warner, Bob Stutz (Associate) Council Liaison absent: John Radford Members of public present: 2. APPROVAL OF AGENDA AND MINUTES The agenda was approved as written (WC moved, SW seconded. Vote was unanimously in favor (WC, ND, AD, EG, VH, BK, BM, SW, DW)). Minutes from the May 18, 2015 meeting were approved with minor amendments. (EG moved, AD seconded, and the vote was 8 in favor (WC, AD, ND, EG, VH, BM, DW) and BK and SW abstaining). 3. PROPERTIES FOR REVIEW The following properties were reviewed for pathway recommendations: A. 14341 Liddicoat Circle (APN 182-41-039). Reason for pathway review is a major remodel. The developer was not present. The parcel is on the west side of Liddicoat Drive abutting Stanford lands. No off-road pathways exit from Liddicoat. A wide roadside path in reasonable condition exists on the opposite side of Liddicoat and continues in both directions on that side. DW moved that the Town request a pathway in-lieu fee from the developers of 14341 Liddicoat Circle. BK seconded and the vote was unanimously in favor (WC, ND, AD, EG, VH, BK, BM, SW, DW). B. 11555 Hillpark Lane (APN 331-05-024). Reason for pathway review is a major addition. The developer was not present. The parcel is a flag lot off the east side of the north fork of Hillpark Drive with the driveway as the only frontage on Hillpark. This fork is a cul-de-sac serving six lots. This street was part of the Ravensbury annexation in 2002 and was not included in the 2005 Master Path Plan Update. PWC discussed possible routes for a future connection from this general area to Eastbrook Avenue. Such a connection could provide a potential pedestrian-bicycle route to the nearby school at Eastbrook and Mora Drive. Neighbors have expressed interest in an off-road connector to Eastbrook in this general area. The parcels along Eastbrook are not in LAH but may be annexed in the future. PWC will consider routes for a connector when the Master Path Plan is updated. WC moved that the Town request a pathway in-lieu fee from the developers of 11555 Hillpark Lane. AD seconded and the vote was 7 in favor (WC, ND, AD, VH, BM, SW, DW) with EG abstaining and BK opposed. C. 13112 Maple Leaf Court (APN 182-10-005). Reason for pathway review is construction of a new residence. The developer was not present. The parcel is a flag lot on the north side of Maple Leaf Court and has frontage on Elena Road. The driveway is the only frontage on Maple Leaf Court, a public cul-de-sac serving three parcels that has an off-road path exiting from it that is intended to eventually connect to Via Feliz and Page Mill Road. A roadside path exists along the Maple Leaf frontage of 13115 Maple Leaf. One source suggested a pathway easement may exist along the Elena frontage of 13112 Maple Leaf, but this could not be confirmed. A IIB roadside path in good condition exists on the opposite side of Elena all the way from Natoma to Purissima. Elena is not designated to have roadside paths on both sides, and the Elena frontage of 13112 Maple Leaf and adjacent parcels slopes up steeply from the road and could not easily accommodate a roadside path on this side. AD moved that PWC recommend the Town request a pathway in-lieu fee from the developers of 13112 Maple Leaf Court unless a pathway easement along the Elena frontage was given earlier. If a pathway easement exists on this frontage, the developers should show it on the development plans so it is not obstructed. SW seconded, vote was unanimously in favor (WC, ND, AD, EG, VH, BK, BM, SW, DW). 4. NEW BUSINESS A. Opportunities to Work with the Trail Center. AD contacted the Trail Center, a non-profit organization that uses volunteers to construct pathways in Santa Clara and nearby counties, contacted AD and expressed to see if they have interest in doing a project in LAH. AD discussed this with Richard Chiu, who requested additional information about the organization, including previous projects, references, and liability issues. Potential projects in LAH might include building the off-road connector from La Paloma to Corte Madero or the route from Dawnridge to Hilltop, upgrading the Bob Stutz path, or building the Miranda Road roadside path. Surveys would likely be needed prior to project start. AD will work with Richard Chiu to get additional information. B. Appoint a Maintenance Czar. PWC thanked ND for volunteering to track maintenance requests and report follow-up actions by the Town crew to the PWC. C. New Member Packets. Friends of the Hills has requested PWC provide updated information to include in the flyer they produce that describes pathway hikes around LAH. This project will be deferred until the MPP map update is completed. 5. OLD BUSINESS A. Report from Map Update Subcommittee. Chair AD distributed a written update from the MPP Map Update Subcommittee outlining the proposed next steps for the project (Attachment A) and PWC discussed this at length. Key first steps include examining and vetting existing data sources for pathway easements (e.g., easement notebooks created in 2005) and identifying all new pathway easements and segments created since the 2005 update. AD distributed a draft data form for recording updated easement information from town and county records (Attachment B). Subcommittee members have examined all PWC minutes from 2004 to 2015 and found about 350 properties reviewed since the last map update that will need follow-up research. In addition, research will be needed for parcels in areas of town annexed since the last update and in the five areas left unresolved during the 2005 MPP update. PWC discussed how to set priorities for this large task, how to record and store new information, how meetings to gather input from neighborhoods might be organized. BM requested meetings for her neighborhood (West Loyola) include all 65 63 parcels rather than the proposed smaller meetings of 25-30 parcels. Additional public meetings for larger neighborhoods will be held (and the maps reviewed) again after the preliminary information is gathered. The value of focusing on updates within the 2005 Town boundaries first and updating the walking map as soon as is practical were also discussed. As requested by PWC Liaison, Councilmember John Radford, EG will make a brief progress report from the subcommittee at the July 16, 2015 Council meeting. EG showed a draft project planning slide showing possible tasks and gross timeline estimates (Attachment C). The largest task is to research and vet data for approximately 600 parcels. PWC discussed the slides and made suggestions, including condensing the material for Council, making cost estimates, requesting a hired intern or engaging all PWC members to help with research, and making maps available on-line. Subcommittee will discuss cost estimates with staff and try to establish a preliminary timeline and also discuss update of the walking map. B. Update on Easement Status for Bob Stutz/Magdalena Connector. AD reported that Richard Chiu has hired a consultant for approx $15K to prepare drawings for the Magdalena end of this new off-road path. RC will approach Caltrans about an easement as soon as the drawings are completed. C. Update on Design for Miranda Road Path. Updated draft drawings for this roadside path have been done. Richard Chiu has sent them back to the consultant for a few changes and will send the project out for bid when they are returned to him. The route goes from Fremont Road around to Estacada Way. A few sections of short wooden retaining walls are included and the tree that was leaning over the path into the road will be removed. AD will update Bob Elson Elsen and other Miranda residents. D. Brown Act Training. Three PWC members were reminded to complete training before July 1, 2015. 6. REPORTS FROM OTHER MEETINGS. A. Finance Committee and Council Meeting. EG reported that the $240K for the Miranda path and $142K for the Bob Stutz path proposed by the Public Works Department were removed from the FY2015-2016 budget and replaced by $200K for undesignated pathway projects and a $70K contingency. These amounts were approved by City Council along with the rest of the budget at the June 18, 2015 Council meeting. The revised Circulation Element of the General Plan (with some of the changes proposed by PWC) was also approved at that meeting. B. VTA. Nothing to report. C. Town Picnic. AD, EG, and DW staffed the PWC information table at the picnic on June 7, 2015. Display materials included the current walking map, an easement map, and general information about the proposed Master Path Plan Map update. Most requested from residents was an improved pathway Walking Map. 7. PRESENTATIONS FROM THE FLOOR. None. 8. GENERAL DISCUSSION AND PATHWAY REPRESENTATION REQUESTS. None. 9. NEXT SCHEDULED MEETINGS.
