Minutes of Regular Meeting of Monday, December 22, 2014
1. ADMINISTRATIVE
Chairman Ann Duwe called the meeting to order at 7:05 PM
Members present: Weegie Caughlan, Ann Duwe, Vic Hesterman, Breene Kerr, Rachelle Mirkin, Sue Welch,
Tim Warner, Denise Williams
Members/ absent: Nick Dunckel, Eileen Gibbons, Joe Kleitman (all excused), Bob Stutz (Associate)
Council Members present: None
Members of public present: None
2. APPROVAL OF AGENDA AND MINUTES
Chair AD called the meeting to order at 7:05 pm. Agenda was approved written and minutes from the
November 24, 2014 meeting were approved with amendments (WC moved, SW seconded, and vote was
unanimously in favor (WC, AD, VH, BK, RM, SW,TW, DW).
3. PROPERTIES FOR REVIEW
The following properties were reviewed for pathway recommendations:
A. 27060 Appaloosa Way (Lands of Tsukanov; File 391-14-ZP-SD-ND). Reason for pathway review is
construction of a new residence. The developer was not present. The parcel is a flag lot at the end of Appaloosa
Way, a private cul-de-sac serving four parcels. The only frontage is the driveway. No other roadside pathways
exist on this cul-de-sac and no off-road paths exit from it. BK moved that the Town request a pathway in-
lieu fee from the developers of 27060 Appaloosa Way. RM seconded and the vote was unanimously in
favor (WC, AD, VH, BK, RM, SW,TW, DW).
B. 26691 Moody Road (Lands of Hanabe; File 400-14-ZP-SD). Reason for pathway review is construction of an
new residence. The developer was not present. This is a substandard parcel (< 1 acre) on the north side of
Moody Road (public road) at the intersection with Moody Court (a private road) and has frontages on both
roads. The roadside pathway map (“bubble map) shows no roadside paths along the Moody frontage. The
opposite side of Moody Road is the Unincorporated County, not in LAH and has a roadside path along the
Hidden Villa frontage. The developers’ site plans do not show any pathway easements, although a roadside
path appears to have been constructed on the Moody frontage, almost certainly in the road ROW.
The back of the parcel abuts lands of Byrne Preserve and Moody Creek flows from north to south along this
boundary and then into a culvert under Moody Road to Adobe Creek. Moody Road is winding with poor sight
distance and is heavily use by autos, cyclists, equestrians, and walkers. Roadside pathways exist along many
parcels on this side of Moody and additional roadside path would improve safety. WC moved that the
developers of 26691 Moody Road construct a IIB roadside path in the road ROW along the Moody Road
frontage and grant an easement to confer public access to Moody Court adjacent to this parcel if one
does not already exist. RM seconded and the vote was unanimously in favor (WC, AD, VH, BK, RM,
SW,TW, DW).
C. 26815 Ortega Drive (Lands of Carmack; File 404-14-ZP-SD-GD). Reason for pathway review is construction
of a new residence. The developer was not present. The parcel is on the south side of Ortega and also has a
frontage on Fremont Road (both public roads). Ortega is a cul-de-sac serving seven residences. An informal
roadside path exists on the Fremont frontage, which is adjacent to Pinewood School and is heavily used as a
route to school. A IIB path exists on the opposite side of Fremont, but this is a designated “two-sided” road for
which paths on both sides are required where possible. WC moved that the owners of 26815 Ortega Drive
construct A IIB roadside path in the road ROW along the Fremont frontage., generally in the location of
the existing well-travelled path shown on the site plans. DW seconded and the vote was unanimously in
favor (WC, AD, VH, BK, RM, SW,TW, DW).
4. NEW BUSINESS
A. History Committee and Art Committee ad hoc committee representative. Chair AD reported that the History
and Art Committees are planning to refurbish the Heritage House located adjacent to Town Hall for use as a
community meeting place or other purpose. They are soliciting volunteers to participate in an ad hoc
committee to work on plans. TW volunteered to be the PWC representative.
5. OLD BUSINESS
A. Request from Education Committee Chair re Safe Routes to School and Miranda Miranda Road Pathway.
Chair AD reported that LAH resident Bob Elsen (representing the Miranda neighborhood) met with Richard
Chiu to discuss design and budget considerations for the proposed Miranda Road update project that he
presented at the November 2014 PWC meeting. Richard Chiu will present cost estimates to the PWC in

January. A letter from a neighbor opposing the project was distributed (Attachment A). PWC discussed other
routes to school projects and how to prioritize them, as well as other capital Improvement projects, given the
limited funds available. Chair AD reported that about $150K will be available in the CIP budget at the end of
this fiscal year (June 2015). BK suggested enlisting Gary Kremen, a LAH resident and newly appointed
member of the Santa Clara County District Water Board, to help solicit funds to complete the pathway along
Robleda Creek near Fremont Road. AD will ask Richard Chiu for an update on this project and also explore
availability for funds through the LAH Traffic and Safety Committee.
B. Update on I-280-Page Mill Road intersection. BK provided an update on the status of this major Caltrans
project. A revised proposal includes an additional lane on Page Mill Road and grade separation at Page Mill
and Junipero Serra/Foothill Expressway to increase capacity along the corridor. A countywide expressway plan
will be released in a few months and the county plans to seek funding for these projects through a voter
initiative. The county will be working with Stanford on the new plans and no traffic signals will be installed
until the new lane is constructed. VTA is also studying the Park and Ride lot at this intersection.

8. GENERAL DISCUSSION AND PATHWAY REPRESENTATION REQUESTS
A. Easement to Connect South End of Bob Stutz Path to Magdalena. AD reviewed the status of potential
connections to Magdalena at the south end of the Bob Stutz path. The Town apparently already holds public
utility easements along the I-280 freeway ramp that can be used for the path, but a survey of the area is needed
before pathways can be built. DW moved that the PWC request the Town fund a survey to identify the
location for the public utility easement for the pathway along the Magdalena off-ramp, with costs not to
exceed $5K. AD seconded and the vote was unanimously in favor (WC, AD, VH, BK, RM, SW,TW,
DW).
B. New Year’s Day Pathway Walk. EG will lead a walk open to all LAH residents on New Year’s Day starting at
2:30 PM on Thursday, Jan 1, 2015 from Purissima Park. The 2-mile loop route will run along Purissima to
Arastradero, up Saddle Mountain, down to Elena Road and back to Purissima Park.

Next Pathway Walk: Saturday, January 24, 2015 at 8:30 AM at Town Hall
Next Regular Meeting: Monday, January 26, 2015 at 7:00 PM at Town Hall
