Minutes of Regular Meeting of Monday, June 23, 2014
1. ADMINISTRATIVE
Chairman Joe Kleitman called the meeting to order at 7:05 PM
Members present: Weegie Caughlan, Ann Duwe, Eileen Gibbons, Vic Hesterman, Breene Kerr, Joe
Kleitman, Sue Welch, Denise Williams
Members/Associates absent: Nick Dunckel, Eileen Gibbons, and Tim Warner (all excused), Rachelle Mirkin,
Bob Stutz (Associate)
Council Members present: Courtney Corrigan (PWC Council Liaison)
Members of public present: Jill Jensen (representing 26225 Purissima)
Karen Meckler (representing 10180 West Loyola)

2. APPROVAL OF AGENDA AND MINUTES
Agenda was unanimously approved as written (moved by WC; seconded by EG; WC, EG, VH, BK, JK, SW,
DW). Chair JK reported that item 3b had been referred to the PWC in error. Recommendations for pathway
requirements for this parcel (12810 Deer Creek Lane; 27641 Purissima before subdivision) had been made at
the time of subdivision. (See attachment.) It was noted that although requirements for one parcel near the top of
the subdivision apparently had not been met, but that parcel is not currently under development. WC moved that
the agenda be approved with the removal of item 3b. DW seconded and the vote was unanimously in favor
(WC, AD, VH, BK, JK, SW, DW).
3. Properties for Review
The following property was reviewed for pathway recommendations:
A. 26225 Purissima Road (File 160-14-ZP-SD). Reason for pathway review is construction of a new
residence. Jill Jensen, the owner, was present. The parcel is on the northeast side of Purissima at the
intersection with Robleda and has frontages on both streets. Both streets are public and carry heavy traffic;
Purissima is a designated “two-sided” road that warrants roadside paths on both sides. IIB paths exist along
both road frontages of the parcel. The owner reported that cars sometimes travel too fast turning left from
Robleda onto Purissima and jump the curb into the pathway and shrubbery. PWC recommended she inform
the Traffic Safety Committee about this. Ann Duwe moved that 1) the Town ask the owners of 26225
Purissima Road to reestablish the roadside pathways on Purissima and Robleda to IIB standards after
construction is complete; and 2) that staff confirm that pathway easements exist on these frontages and if
not to request them. BK seconded and the vote was unanimously in favor (WC, AD, VH, BK, JK, SW,
DW).
B. 10180 West Loyola Drive (File 160-14-ZP-SD). Reason for pathway review is construction of a major
addition. Karen Meckler was present representing the developers. The parcel is on the south side of West
Loyola at the intersection with Ravensbury and has frontages on both roads. The parcel abuts Ravensbury
Road, which is the border of the area annexed to the Town in 20XX 2007. The pathway map approved by
Council in March 2005 shows an existing roadside pathway along the Ravensbury frontage. This section of
Ravensbury provides neighborhood access to Rancho San Antonio for pedestrians, horses, and bikes (there
is no parking on the street in the area). The roadsides along both Ravensbury and West Loyola are
relatively flat and could accommodate roadside paths. In 2011, the PWC recommended a roadside path
along the West Loyola frontage for a nearby parcel on the same side of West Loyola (10300 W. Loyola).
Follow-up was unknown (i.e., whether a pathway had actually been required or built as a condition of
development for this parcel).
PWC discussed whether the Town/PWC had authority to require/recommend pathways in this newly
annexed area of Town. Some PWC members believed the PWC did not have authority to recommend
roadside pathways in the absence of a Master Path Plan for this area. Other members recalled that Council
had agreed the PWC could use the policies and guidelines outlined in the Pathway Element of the General
Plan until the Master Path Plan was amended to include the West Loyola area.
The developer reported that neither they nor other residents in the West Loyola area wanted pathways; she
was also concerned about requirement for an additional easement in addition to the street easement already
required by the Town to bring the road right-of-way (ROW) up to Town standards. Bridget Morgan (Eloise
Circle) reported that Richard Chiu had informed residents in 2012 that a 50-foot ROW would be sufficient

for West Loyola rather than the standard 60 feet. She noted that the pavement width of West Loyola was 17
feet. AD moved that the Town request pathway easements along roadsides (West Loyola and Ravensbury)
if necessary and ask the owners to build a IIB pathway along West Loyola. VH seconded and the vote was
4 in favor (AD, VH, SW, DW); 3 opposed (BK [wants paths built on both frontages]; JK and WC [not
appropriate without MPP for area]). BK amended the motion with request to ask the owners to build a
pathway on frontages of both roads. DW seconded. The vote was 5 in favor (AD, VH, BK, SW, DW); 2
opposed (JK and WC--not appropriate without MPP for area).
C. 27299 Byrne Park Lane (File 140-14-ZP-SD-CDP). Reason for pathway review is construction of a major
addition. Developer was not present. Byrne Park Lane is part public and part private; it is a cul-de-sac that
has a wide turn-around bulb, then narrows to one lane and ends in a smaller bulb. (See attachment.) The
narrow section abutting this parcel is probably private. The parcel is on the southwest side of the distal end
of the second bulb and has a 20-foot ingress-egress easement along the road. The Master Path Plan shows
an off-road path providing access into Byrne Preserve exiting the southeast side of smaller bulb along the
border between 27290 and 27284 Byrne Park Lane. The consensus was that an easement conferring public
access in the small slice of the private road in front of this parcel was not needed. WC moved that the Town
ask the owners of 27299 Byrne Park Lane to pay a pathway in-lieu fee. AD seconded and the vote was
unanimously in favor (WC, AD, VH, BK, JK, SW, DW).
4. NEW BUSINESS. None
5. OLD BUSINESS
A. Pathway Mapping Project update. EG was not present and discussion was deferred.
6. REPORTS FROM OTHER MEETINGS.
A. City Council. At the June 19, 2014 Council meeting DW was reappointed for a second 4-year term on the
PWC. And BK was reappointed as the LAH representative to the VTA Bicycle and Pedestrian Advisory
Committee. Council authorized a study for a proposed dog park in LAH.
B. VTA. BK reported that in May the Town submitted an application for a Safe Routes to School “Active
Transportation Program” grant to fund extension of the Fremont Road Safe Routes to School (SRTS)
Pedestrian and Bike Path from Town Hall to Arastradero Road. The state is currently scoring the 790 grant
applications they received.
7. PRESENTATIONS FROM THE FLOOR. None.
8. GENERAL DISCUSSION AND PATHWAY REPRESENTATION REQUESTS
A. Item for Town Newsletter. AD reported the she and EG had prepared a short article for submission to the
Town Newsletter to help educate residents about the Town pathway system and requirements of the
Pathway Element of the General plan. Staff will send a copy to PWC members by email.
B. History Walk to Town Picnic. AD, EG and DW helped docent the joint History Committee PWC walk
from Town Hall to the Town picnic on June 1, 2014, which was well attended.
C. Pathway Committee Representation in Community. ND suggested via email the PWC staff a table at Town
events to provide maps and other information about the pathway system to residents. Events suggested
included the Town picnic, the Hoedown at the Westwind Community Barn, the Fourth of July Parade, The
Pathways Run, and the opening of the proposed dog park.
D. Notification to Residents of PWC Review. The owner of 10810 West Loyola apparently did not receive
notice of tonight’s PWC meeting at which recommendations would be made for the property. Council has
been informed of this apparent staff oversight.
E. Photos of Town Pathways. AD requested members to send her any photos they have of people using Town
pathways to submit with the Town Newsletter article.
