Los Altos Hills Pathway Committee Amended FINAL (Amended at meeting of July 28, 2014)
Minutes of Regular Meeting of Monday, March 24,2014
1. ADMINISTRATIVE
Chairman Joe Kleitman called the meeting to order at 7:05 PM
Members present: Weegie Caughlan, Ann Duwe, Nick Dunckel, Eileen Gibbons, Vic Hesterman, Breene

2. APPROVAL OF AGENDA AND MINUTES
Agenda was unanimously approved as written.
Minutes from the February 24, 2014 meeting were approved with typos amended.
3. Properties for Review. The following properties were reviewed for pathway recommendations:
A. 27960 Roble Alto (File 45-14-ZP-SD). Reason for pathway review is construction of an addition. The
developer was not present. The parcel is on the south side of Roble Alto at the intersection with Paseo del
Roble and has frontage on both streets. A rough path exists along the frontages on both streets. Paseo del
Roble is a busy neighborhood loop road off Page Mill Road and has an off -road path providing access into
Arastradero Preserve. Roble Alto is a cul -de-sac serving at least eight residences; a roadside path on this
parcel would improve safety for walkers. Roadside paths already exist on adjacent parcels on the same side
of Roble Alto. The driveway surface appears to be slippery and unsafe for horses. AD moved that the Town
require the owners of 27960 Roble Alto to install a standard IIB roadside path along the Paseo del Roble
frontage and around the corner along the Roble Alto frontage and to grant a pathway easement if the path
cannot be built within the road right of way. EG amended the motion asking the Town require the
homeowners to comply with the standards for driveway crossings that are safe for equestrians. EG
seconded and the vote was unanimously in favor.
B. 24100 Hillview Road (Lands of Lam; File 34-14-ZP-SD). Reason for pathway review is construction of a
new residence. John Johnson (Zion Development Corp) was present representing the owners and showed
the developers’ plans with proposed roadside paths along Hillview and Magdalena. The parcel is on the
southwest side of Hillview Road at the intersection with Magdalena and has frontage on both streets. A 10-
foot wide pathway easement along Hillview was dedicated at the time of subdivision ((TM -8721). A IIB
roadside path exists on the same side of Hillview on other parcels to the southwest. The mailbox
obstructing the pathway route on Hillview should be moved or the path routed behind it. Magdalena is a
busy arterial and a roadside path along this frontage would improve safety for pedestrians; a roadside path
exists on this side of Magdalena on the adjacent parcel to the west (just beyond the bridge over Hale
Creek). The PWC discussed possible options to accommodate the path along Magdalena where it crosses
this bridge. Shrubbery along the Hillview and Magdalena frontages will have to be trimmed to
accommodate the paths. AD moved that the town ask the owners of 24100 Hillview Drive to build a IIB
roadside path along the Hillview frontage and around the corner along the Magdalena frontage. The Town
should ask the owners to grant a pathway easement along Magdalena if needed. BK seconded and the vote
was unanimously in favor.
4. NEW BUSINESS
A. Earth Day Pathway Maintenance Request. Local schools have requested that the PWC identify about 2
miles of LAH pathways where school children could pick up trash as an Earth Day community service
activity. After discussion of possible options, BK moved that the PWC recommend the school groups clean
the paths long Purissima Road from Robleda Road to Arastradero Road, including the path behind the ball
fields in Purissima Park. EG amended the motion to add the paths in O’Keefe Open Space Preserve. SW
seconded and the vote was unanimously in favor.
B. Bob Stutz Path (formerly Hale Creek Path); discussion with property owners and direction to staff on scope
of project. ND and DW visited the area with Director of Public Works, Richard Chiu and helped stake out a
feasible route connecting from Magdalena to El Monte Road. The owner of 12400 Stonebrook (on which
part of this path runs) apparently has constructed a fence along the outside border of the pathway easement

on this property obstructing the path, but appears amenable to moving it. PWC discussed options for
opening the route within the allocated budget of $12K (i.e., asking Town staff to rough out the path using a
Cat). AD moved that EG speak with Richard Chiu and reaffirm the PWC request to have Town staff mark
the final route and open the connection as soon as feasible. VH seconded and the vote was unanimously in
favor (except for JK, who had recused himself for proximity and left the room for the discussion and vote ).
C. Discussion of Pathway Terminations at Schools. PWC discussed options for working with schools to
improve bicycle storage facilities using VTA grants so more local students could bike to school. BK
volunteered to draft a letter to the school district and present it for review at the April PWC meeting. It was
also suggested that the PWC request the LAH Education Committee work with local schools to improve
bike parking as part of the Safe Routes to School effort.
5. OLD BUSINESS
A. Council Action to Name Bob Stutz Path. At the March 20, 2014 Council meeting, LAH City Council
unanimously approved renaming the Hale Creek path as the “Bob Stutz Path” to recognize Bob’s many
years of service to the Town and his substantial contributions to the PWC and the Fire Commission. EG
presented Bob with a plaque to commemorate this honor.
B. Pathway Mapping Project Subcommittee Report. EG demonstrated the kml file for Google Earth that her
husband, Bill Gibbons, created for updating pathway easement maps. The kml file was created from the
PDF pathway map and shows status of all existing paths and easements and can be updated on the ground
using a smart phone, iPad, or GPS unit. PWC discussed access to the app (i.e., not publicly available) and
how it can be used to create a master map that will be controlled by staff. ND showed examples of pathway
monitoring activities in his quadrant. PWC subcommittee will continue walking their quadrants and
checking the paths and maps for accuracy and maintenance issues. It was suggested that Alan Rich, a
Geography Instructor at Foothill College who has expertise in mapping and geospatial technology, may
have interest in a student project to develop a pathway GIS map.
6. REPORTS FROM OTHER MEETINGS
A. City Council. The March 20 meeting included discussion of the proposed changes to the I-280 –Page Mill
Road intersection. A number of concerned residents spoke and a petition with 500+ signatures opposing the
traffic lights was submitted to Council. Council will meet with CalTrans in late March to discuss the
project. Bots’ dots have been proposed for traffic calming on Fremont and Robleda as more cars are using
LAH surface streets to avoid freeway back-ups.
B. Stirling Subdivision Committee. The Subdivision Committee held a public meeting on March 18, 2014 to
solicit comment on the developers’ draft preliminary map from neighbors and other interested parties.
About 16-18 members of the public, including four PWC members, attended. Developers will submit a
revised preliminary map that will be formally reviewed by PWC.
C. VTA. BK will attend a workshop on VTA grants for projects that meet criteria for the Safe Routes to
School program. VTA is also working on an anti-harassment ordinance to protect cyclists.

8. GENERAL DISCUSSION
A. Ex Parte Communications. ND requested that members of the PWC declare any ex parte communications
they have regarding any issues before the committee. PWC agreed to add this to the agenda.
B. Discontinuity in Path on Altamont. A section of roadside path is missing along Altamont near Eshner Court
and users are forced to use the roadway here. BK volunteered to take photos and ask Town staff fix this.
