APPRO'V'AL OF AGENDA AND MINUTES Chair AD called the meeting to order at 7:08 pm. Agenda approved as written. Minutes from the August 25, 2014 meeting were approved witli amendments. EG moved, WC seconded; vote was 7 in favor (WC, ND, AD, EG, BK, RM, DW); 1 recusal (SW). Proyerties for Review 'File hollowing properties were reviewed for pathway recommendations: A. '12492 Robleda Road (File 268 -14 -LP -SD). Reason for pathway review is construction of new residence and a second unit. Feng Wei was present representing the developer. The parcel is on the southeast side of Robleda Road (a public road and major arterial) between Elena Road and Duval Way, Robleda is not a designated two- sided road that should have paths oil both sides, The PWC Roadside Path Working Map (Attaahinent A) shows the opposite side of Robleda is the preferred side for a pathway and a IIB path in good condition exists on roadside along that side. WC moved that the PWC ask the Town to request a pathway in -lieu fee from the developers of 12492 Robleda. SW seconded and the vote was unanimously in favor (WC, ND, AD, EG, BK, RM, DW, SW), B. 13880 Ciceroni Lane (File 191 -14 -"LP -SD. Reason for pathway review is construction of a second unit. Greg Evard was present representing the developer. The parcel is at the end Ciceroni Lanre (a private cul-de-sac serving 7 addresses), on the southeast side of the bulb, and has frontage on both Ciceroni and Fremont Road. Ciceroni is a private road (included in Oct 2013 list of private roads). The PWC Roadside Path Working Map (bubble map) shows it path within the road right-of-way on Ciceroni (Attachment B). Fremont is a public road and designated a two-sided road that should have paths on both sides. Bullis Gardiner School is a few blocks to the west and the Town of Los Altos a few blocks to the east. A wide, porous concrete path was installed across Fremont Road from this parcel in 2012 as part of the Fremont SRTS pathways project. PWC reviewed this parcel in August 28, 2006 at which time the recommendation was ",,.A retaining wall, a coricrete staircase, and a number of mature oaks are within the road right-of-way along the Fremont. Bill M.lver moved that the Committee require a scife IIB pothivay on 13880 Cicerone Larne along the border rvlth Fremont Road. C,ourlengv Corrigan seconded; the vote was 10.1or, 1 abstention, » The committee discussed at length whether a roadside path was needed on this parcel along Fremont. Fremont is one of only a small number of roads designated two-sided and is close to a school and to the Town of Los Altos. Other issues raised included: the existing concrete path is not good for horses; Fremont is an important gateway road and is required to have paths on both sides; two adjacent parcels are small and might not acconunodate a pathway; t:he topography of the parcel makes path construction complicated. The consensus was that as path built immediately adjacent to the roadside on the level of the road would be unsafe at this dangerous curve, T`he development plans show that the Fremont road right -of: --way extends about 13 feet beyond (and above) the existing retaining wall so that a path could be accommodated on the bench above the retaining wall. EG moved that the Town require the developers of 13880 Ciceroni to build a standard IIB path in the road right-of-way along the top of the bank on the Fremont frontage, meandering the path around the trees. Nothing is required ori the Ciceroni frontage. DW seconded, The vote was 7 in favor (AD, ND, EG, VH, BK, RM, DW) and two opposed (WC; path not needed and SW; path should not be constructed until easement Oil adjacent property to the west is acquired). C. 13020 Li Paloma Rond (File 272-14-ZP-SD). Reason for pathway review is construction of a second unit. The developer was not present, This parcel is on the southeast side of La Paloma at the intersection with Purisshna (Attachment A), The parcel has frontage ora La Paloma (public), Purissima (public), and Calte del Sol (a private cul-de-sac serving 3 residences). Both La Paloma and Purissima are "two-sided roads" that should have roadside paths on both sides, IIB paths in generally good condition exist along the La Paloma and Purissima FinalPWC_Min_14-0925.doc 10/28/14 frontages. A retaining board is needed to hold back the dirt from uphill side of the pathway on the path along Purissima. WC moved that the Town require the developers of 13020 La Paloma to restore the existing roadside paths on La Paloma and Purissima to IIB standards after construction is completed, to put a retaining board on the upper side of the Purissima pathway, and to scarify the driveway for horses. EG seconded and the vote was unanimously in favor (WC, ND, AD, EG, VH, BK, RM, DW, SW). D. 27772 Lupine Road (File 276-14-ZP-SD). Reason for pathway review is construction of a new residence. The parcel is on the south side of Lupine, a public cul-de-sac that serves 17 addresses. An existing off-road path (i.e., the Fran Stevenson path connecting to Elena Road) exits from the end of Lupine Road. The developer was not present. Because the topography is flat on the opposite side of the street, that side of Lupine is preferred for roadside paths. A roadside path exists on Lupine on the side opposite this parcel directly across the street and on several other parcels on that side further to the east. ND moved that the Town ask the developers of 27772 Lupine Road to pay a pathway in -lieu fee. EG seconded and the vote was unanimously in favor (WC, ND, AD, EG, VH, BK, RM, DW, SW). E. 25055 La Loma Drive (File 253-14-ZP-SD). Reason for pathway review is construction of a new residence. The developer was not present. The parcel is on the north side of La Loma Drive at the intersection with Summit Wood (Attachment D). The parcel has frontage on both La Loma (a public street) and Summit Wood Road (also public). The parcel has a bench adjacent to La Loma then slopes down steeply. The street along the La Loma side of the parcel has poor sight distance at the corner of Summit Wood and also for cars cresting the hill and heading downhill towards the intersection. These roads also are part of a popular bicycle loop. Providing roadside paths to get pedestrians and equestrians off the road would improve safety. WC moved that the Town request pathway easements within the dedicated road right-of-way along La Loma and Summit Wood frontages and require the developers to build IIB paths there. SW moved s��:led. EG seconded and the vote was unanimously in favor (WC, ND, AD, EG, VH, BK, RM, DW, SW). 4. NEW BUSINESS A. Grants available from the Santa Clara County Water District. AD reported that SCVWD is soliciting grants for the Safe, Clean Water and Natural Flood Protection program. The RFP criteria are for projects that create new public trail access where it did not previously exist and should include a new creek side trail or a significant link to support the creek side trail network. PWC discussed possible options (e.g., Bob Stutz Path; pathway along Robleda Creek on Robleda road; creek work near Paseo del Robles), but none appear to fit the criteria well. BK volunteered to attend the grant workshop that will be held on October 1, 2014. 5. OLD BUSINESS A. Review Recommendations for update of LAH Circulation Element of General Plan. Staff has requested PWC review and comment on the latest version of the Circulation Element. ND reviewed the previous recommendations made by PWC to staff and compared them to the latest version of the Circulation Element that was presented at the Planning Commission on August 7, 2014. Three handouts showing previous PWC recommendations and new recommended changes were also provided (Attachment E, F, G). PWC discussed at length and revised ND's list to submit to Planning Commission (Attachment H). EG moved that the PWC send the revised recommendations for the Circulation Element to Town Planning staff. WC seconded. The vote was unanimously in favor. REPORTS FROM OTHER MEETINGS. A. Stirling Subdivision Meeting. AD reported on the public subdivision meeting held Aug 26, 2014 where she had presented the PWC recommendations. She said neighbors had concerns about protecting the trees and the "gridding" effect of houses in a row along the street. She said they appeared supportive of the pathway easement along the borders. SW recused herself and left the room during the discussion. B. VTA meetines. BK attended the most recent meeting, which included discussion of the proposed 2016 ballot measure for an additional $0.25 sales tax for transportation and how these new revenues could be directed to bike and pedestrian trails. The Silicon Valley Bike Summit will be held at the JCC in Palo Alto on September 30, 2014. C. Meeting with Schools. RM contacted Heather Rose, Chair of the LAH Education Committee about bicycle and other issues. Apparently bicycle storage is not perceived as a problem by the parents or schools. The improved crosswalk in front of Bullis Gardiner School has been approved and constructed. 7. PRESENTATIONS FROM THE FLOOR. None. 8. GENERAL DISCUSSION AND PATHWAY REPRESENTATION REQUESTS A. Pathways Committee Representation at Hoedown. EG, ND, and AD staffed the Pathways Committee information table at the LAH Hoedown held at the Westwind Community Barn on Saturday, September 6, Fina1PW C_Min_14-0925.doc 10/28/14 2014. They reported positive feedback from residents and also received a few maintenance requests. Because of a staff mix-up, Pathway Walking Maps were not available to distribute. B. Walking Map Updates. The Town apparently has several hundred copies of the Pathways Walking Map available from the last printing. AD will ask staff to inform the PWC when supplies dwindle to about 50 copies at which time PWC will review and update the map for the next printing. C. Maintenance requests. An 8 -ft tall metal pole has been installed in the middle off-road path off the end of Via Ventana. AD will ask staff about removing this. D. Bob Stutz Path Opening. Construction of this new off-road pathway connecting Magdalena to El Monte Road is complete and it is ready for use. The planned opening on July 27, 2014 has been delayed at the request of the owner of 12400 Stonebrook, who obstructed the path with new fencing. Town has agreed to his request to allow the obstruction to remain temporarily until he can build a new fence. The path is scheduled to open on November 1, 2014. EG suggested the PWC help the Town organize an opening ceremony to celebrate and publicize the new path and honor Bob Stutz for his many contributions to the Town. E. Town Newsletter. DW volunteered to write an article about volunteers who routinely Pick up trash along pathways. F. PWC Site Visits. Council Member Courtenay Corrigan pointed out that, contrary to a statement made at the last meeting and reported in the minutes, the EDC does not publicly notice their site visits to properties and does not allow a quorum on site visits. PWC discussed the current procedure for PWC site visits. Several members expressed dissatisfaction with the new system and suggested the procedure be reconsidered. Courtenay Corrigan pointed out liability issues are associated with holding public meetings (i.e., site visits) on private properties. Also, because of a rise in burglaries, residents have heightened concerns about strangers in their neighborhood. Some form of PWC identification on cars attending site visits was suggested. ADMINISTRATIVE Chairman Eileen Gibbons called the meeting to order at 7:05 PM PWC Members present: Weegie Caughlan, Nick Dunckel, Vic Hesterman, Breene Kerr, Rachelle Mirkin, Sue Welch, Denise Williams EIC Members present: Serena Giori Councilmember present: John Radford (CC liaison to PWC) LAH Staff present: Debbie Pedro, LAH Planning Director Representatives of Metropolitan Planning Group The agenda was approved with minor amendments in item order (move Communications from the Floor to top). 2. NEW BUSINESS In July the City Council approved funds to contract with Metropolitan Planning Group (MPG) to update the Circulation Element (CE) of the LAH General Plan. The purpose of the meeting tonight was to solicit feedback on the proposed text from members of the Pathways Committee (PWC) and Environmental Initiatives Committee (EIC). The PWC had a quorum, but only one member of the EIC was present. All attendees had received a tracked copy of the proposed CE showing new and deleted text. A representative of MPG showed a PowerPoint presentation summarizing state statutory requirements for the CE and proposed changes. A major change since the last update of the CE is that a result of AB 1358, the CE must now provide a network for all types of users (e.g., bicycles, walkers, transit users), not just for autos. The updated CE must include goals, policies, and programs to meet the different objectives for each user group. New sections on pedestrians and bikeways have been added, some of which is text from the previous version of the CE. In addition, a new section addressing "Complete Streets" requirements has been added. Issues discussed included: -- How the specific statutory requirements apply to LAH, given the goal of retaining rural character -- Role and preferred configuration of bikeways in Town (e.g., separate bike lanes versus "sharrows" and shoulders; bikeways are to be designed primarily for use of local residents) -- Inclusion/exclusion of off-road pathways on the map of regional bikeways (e.g., O'Keefe to Robleda path) -- Concerns about safety of specific roadways (e.g., Taaffe Road) for bicycles and pedestrians that are designated as major bikeways in the CE -- Use of traffic calming devices to reduce speeding and improve traffic safety -- Use of signage -- Inclusion of text to assure that important routes to local schools are identified -- Addition of text offering guidance for designating pathways in newly annexed parts of Town The general consensus of the PWC members present was that further review and discussion were needed before approval of the document. The document will be emailed to all members of the PWC and will be added to the agenda for discussion and formal recommendations at the regular April PWC meeting. The timeline for the CE update is as follows: submission of the proposed final version in June; public hearings in July and August to solicit feedback; final submission in August. 3. Adiournment. A joint meeting with Environmental Initiatives Committee to discuss the proposed text of the Circulation element of the LAH General Plan was held April 3, 2013. The EIC did not have a quorum and the PWC members requested that the issues be formally reviewed at the regular PWC meeting tonight. The PWC recommended the following changes: Page C-4. Policy 1.1. Remove "to motor vehicles" and replace with "vehicular through traffic". Page C-7. 117. Remove last sentence and add "and equestrians" to the penultimate sentence (i.e., " This includes bicyclists, children, motorists, pedestrians, users of public transportation, seniors, AND EQUESTRIANS. Page C-11. 124. The last two sentences referring to pathways not bikeways should be moved to a different location. Page C-12. JK asked that the definition of Sharrows be removed because we don't want them. Page C-13. Program 6.1 (For committee discussion). PWC objects to marking bikeways unless we know exactly what is meant. It is not clear what the wording, "clearly signed bike designations" means. Suggest as an alternative placing signs at major entrances to Town that say, "Share the Road". Page C-13. Program 6.4 (For committee discussion). PWC unanimously objects to placement of sharrows because of the cost; because roads are generally more narrow than recommended for sharrows (14 f); and because they are not consistent with the rural character of Town roads. Page C-15. Policy 8.3 Add text addressing problems with parking on Town roadways, such as use of Tepa as a parking lot for users of open space Page C-17. Changes to Bikeways Map (Map C-5) ---Remove multipurpose connecting routes (off-road path from O'Keefe to Robleda and route up Central/Sherlock to Moody Court). These routes include easements on private property and in some cases Town does not even hold the easements to allow public access. Off-road paths on private property are primarily for use of local residents and should not be shown as bikeways. --- Add the bike path on Foothill College campus ---Remove the "bikeway" at the north end of Elena. The route to the left is an off-road path and is shown as a "major bikeway". ---Change designation of Paseo del Roble from "major bikeway" to "local bikeway" ---Show Old Page Mill Road Los Altos Hills Pathway Committee Minutes of Meeting of Monday, May 22, 2013 B. Circulation Element. Chair Eileen Gibbons has not received any information from Nicole Horwitz about PWC comments on this document from the meeting in April. Los Altos Hills Pathway Committee FINAL Minutes of Meeting of Monday, June 24, 2013 A. Review of Updated of General Plan Circulation Element. The PWC reviewed the draft Circulation Element at the May meeting and submitted recommendations for changes to staff. The committee reviewed the latest draft, which included most of the PWC edits. Unanimous opposition to "sharrows" was expressed again. The map should include some of the road system in adjacent towns to facilitate the understanding of through -traffic. The map should show the existing bike route thru Palo Alto bypassing the dangerous section of Arastradero from Purissima to Foothill Expressway as a multipurpose path. It should show the new multipurpose path through Stanford land terminating at Arastradero and Purissima. The Moody Ct. — Central Ave. route (in green) is a less than ideal bike route as it is partly a dirt road; The Elena to Page Mill route (the Fran Stevenson Path) is called a "major" route but it is at best a connecting multipurpose path. As I remember, it would be difficult to traverse by bicycle. I suggest removing it. Miranda is no less a local bikeway route than is Manuella and should be marked the same. The bike path thru Foothill College appears to include the circular road around the college. I don't think bicycles will go up the steep hill on the circular route through campus. The map should show the short bypass of the twisty section of EL Monte around the parking lot of Foothill College. The map should include Old Page Mill road as a major route. Arastradero: There is a multipurpose parallel path from Purissima to La Cresta on the south-east side of Arastradero. It is about 20+ feet off Arastradero. The map should show the mostly paved bypass of Page Mill Road from Three Forks Lane almost to Matadero Ck. The bike path marked on Hilltop inexplicably stops at Bailey; it should continue on Bailey onto the multipurpose path along 280 to Claussen Ct. to EI Monte. The map should include the route through Dawnridge across a multipurpose path to Claussen Ct. to EI Monte. Instead of just showing schools on Figure C-2, schools should be shown on the Bikeways map as the town is making a strong effort to provide bikeways to schools. Including schools on the bikeways map would emphasize the importance of bikeways in this area. For instance, the multipurpose routes in the vicinity of Bullis should be included. St. Nicholas and Foothill College should be included. Also the nearby Palo Alto schools that serve Los Altos Hills should be included: Gunn, Terman. Attachment H: Pathways Meeting of September 25, 2014 Revised PWC Recommendations to Submit to Planning Commission 1. PWC reiterates its strong objections to use of "sharrows" (i.e., remove program 6.4) and preference for minimum roadway signage. 2. PWC reiterates its request for "bike -friendly" curbs (e.g., rolled curbs instead of vertical curbs) so bikes can safely get off the road if necessary; curbcuts at intersections should also be bike - friendly. 3. Remove from the bikeways map any bike routes that include off-road pathways on private property. 4. Changes to Bikeways Map, Figure C-5 of the Circulation Element a.
