Minutes of Meeting of Monday, August 27, 2013
1. ADMINISTRATIVE
Acting Chairman Eileen Gibbons called the meeting to order at 7:05 PM
Members present: Weegie Caughlan, Ann Duwe, Nick Dunckel, Eileen Gibbons, Vic Hesterman,
Breene Kerr, Rachelle Mirkin, Tim Warner, Sue Welch, Denise Williams

The agenda was approved as written.
2. APPROVAL OF MINUTES. Approval of minutes from the previous meeting was deferred.
3. PROPERTY REVIEWS. The following properties was reviewed for pathway recommendations:
A. 14271 Miranda Road (Lands of March Sixth LLC). The reason for pathway review is construction of a new
residence. The homeowner (Timothy Komo) was present. The property is on the west side of Miranda, a
public road and a designated “two-sided” road requiring paths on both sides. This is an important route
used by students walking and cycling to nearby Bullis Gardener School. The development plans do not
show a pathway easement or the pavement edge. The homeowner reported that the property extends to the
centerline of the road, which has a 60-foot ROW. A primitive path or use runs along the roadside on this
property and roadside pathways exist on the adjacent property to the south and in other locations along the
road. The general consensus was that a roadside pathway was needed in this location and that some
separation of the pathway from the pavement edge would be preferred. Breene Kerr moved that for
14271 Miranda, the Town request a 10-foot pathway easement within the road right-of-way,
coincident with the outer edge of the road ROW and extending 10 feet towards the road center line.
The owner is to construct a IIB pathway in the easement that will connect with the pathway on the
adjacent property. Weegie Coughlin seconded. The vote was unanimously in favor.
B. 12658 La Cresta Court (Lands of Waschura). The reason for pathway review is construction of a major
addition and a second unit. The homeowner s were present. A neighbor (Eve Bennet-Wood) was present
and expressed concerns that the new pathway would increase vandalism in the area. The property is on the
east side of La Cresta Court, which is a public cul-de-sac and not designated a “two-sided” road requiring
paths on both sides. The consensus was that a roadside pathway is not needed along the La Cresta Court
frontage of the property. The Master Path Plan map approved by Council in 2008 shows an off-road
pathway connecting from La Cresta Court to Viscaino Court along the southern property line. Five-foot
pathway-equestrian easements were dedicated along the lot lines of all parcels in this subdivis ion when the
subdivision was created in 1947. Thus, the Town holds the easements needed to complete this off-road
pathway connection (i.e., 5 feet on the southern border of 12658 La Cresta Court and 12668 Viscaino
Court; and 5 feet on the northern border of 12648 La Cresta Court and 12638 Viscaino Court). The PWC
discussed the feasibility of constructing a path on the steeper terrain near the near the La Cresta Court end,
and whether a easement wider than the existing 10 feet (i.e., 5 feet on this property and 5 feet on 12648 La
Cresta Court) was needed to provide room for switchbacks. They also discussed whether either the
homeowner or the Town should construct the path and complete the connection at this time. The
homeowner was amenable to dedicating an additional five feet of easement. Nick Dunckel moved that the
Town ask the owners of 12658 La Cresta Court to dedicate a 10-foot pathway easement along the
southern border of the property (i.e., to dedicate an additional five feet to the existing five-foot
pathway easement dedicated at the time of subdivision). The owners do not need to construct a
pathway in this easement. No pathway is needed along the La Cresta Court frontage. Ann Duwe
seconded. The vote was 6 in favor, 3 opposed. Those opposed had concerns that the terrain was too
steep for a path (WC) or that a pathway should be constructed at this time to complete the

connection (BK, RM).
C. 27640 Sherlock Road (Lands of ISCA Assets15 LLC). The reason for pathway review is construction of a
new residence. The homeowner was not present. The parcel is on the south side of Sherlock, which is a
private road. No pathways have been constructed along this road and because traffic is limited, people walk
in the roadway. A public access easement has been dedicated at 27261 Sherlock. Sue Welch moved that
the Town ask the owners of 27640 Sherlock Road to dedicate an easement conferring publ ic access
on Sherlock Road in front of this property. Ann Duwe seconded. The vote was unanimously in favor.

7. GENERAL DISCUSSION
Pathways in West Loyola Area. Acting Chair Eileen Gibbons reported that at the last Council meeting.
Councilmember Courtney Corrigan reported the recommendations derived from an August meeting including
her, Councilmember John Radford, and PWC members Joe Kleitman and Weegie Coughlin Eileen Gibbons and
Nick Dunckel.
8. Adjournment. The meeting was adjourned at 7:00 PM to attend the joint meeting with the Traffic Safety
Committee to discuss proposed plans for the Page Mill Road-I-280 interchange.
