ADMINISTRATIVE Chairman Eileen Gibbons called the meeting to order at 7:05 PM Members present: Courtenay Corrigan, Nick Dunckel, Ann Duwe, Eileen Gibbons, Breene Kerr, Joseph Kleitman, Bob Stutz, Tim Warner, Sue Welch, Denise Williams Members absent: David Jessen, Tim Warner Members of the public present: Grace Sawka,12838 Concepcion Road Gary Sawka,12838 Concepcion Road The agenda was approved as amended. The minutes from the June 25, 2012 meeting were approved with minor amendments (typos). 2. COMMUNICATIONS FROM THE FLOOR None 3. PROPERTY REVIEWS. The following properties was reviewed for pathway recommendations: A. 12838 Concepcion Road (Lands of Sawka). The reason for pathway review is construction of an addition. The parcel is on the east side of Concepcion at the intersection with Fremont Road and has frontage on both roads. Concepcion is a designated "two-sided road" that should where possible have roadside paths on both sides. A roadside path in good condition runs along the opposite side of Concepcion all the way from the Fremont intersection to the Purissima intersection. The owners were present and spoke requesting a native path instead of a standard IIB path so they can avoid the loss of privacy if they have to trim back the trees planted along Concepcion. They note that the creek that runs parallel to the road was culverted on their property in 1989, but is open on the adjacent parcels to the south. On the five parcels to the south of 12838, the roadside path is a narrow native path because the space between the road edge and the creek is not wide enough for a full -width standard IIB path. Residents currently walk on both sides of the road here and it is used by children walking to nearby Bullis Gardener school. The PWC discussed various options at length; it was not known where the limits of the road right-of- way (ROW) are. A motion was made but not seconded to obtain a roadside pathway easement on this property and request the owner to build a native path. Ann Duwe moved that the PWC ask the Town to determine if the road ROW extends to the fence. If it does not, the Town should request a pathway easement and build a native path. If the ROW does not extend to the fence, the homeowners are asked to construct a native path along the roadside. The vote was unanimously in favor. B. 12815 Viscaino Road (Lands of Farro and Sue). The reason for pathway review is construction of a new residence. The owner was not present. The property is on the south side of Viscaino Road. A roadside path is present in many locations on the side opposite this property. This is not a two- sided road and a roadside path is not needed on this parcel. Courtenay Corrigan moved that the Town ask the owners of 12815 Viscaino Road to pay a pathway in -ieu fee. The vote was unanimously in favor. 4. NEW BUSINESS Minutes July - Final.doc 10/26/12 A. The Pathway Committee will not meet in August. 5. OLD BUSINESS A. Complaint from Residents about New Pathway Along Saddle Mountain Road. Residents of Saddle Mountain Road reported to Town staff and the PWC that a new roadside pathway constructed along Saddle Mountain Road on 27800 Saddle Mountain Court is unsafe. Chairman Eileen Gibbons discussed this with Town staff and they will make repairs. B. Pathway Extension at Natoma and Elena. Chair Eileen Gibbons reported that this project is on old until the Town determines whether Poor Clare's is willing to extend the pathway easement to the corner. C. Bicycle and Pedestrian Grant Funding.. Breene Kerr reported that VTA will target the majority of grant funds to projects that are in "preferred development areas' in the county that have high- density housing and are near public transportation. LAH has no PDAs. The Town will receive $186K for the Fremont bike path. D. Bike to School Subcommittee. The subcommittee did not meet last month and the Council agenda was full so the idea was not presented to Council. Chairman Gibbons Councilmember Ginger Summit will consult with the Youth Commission before moving forward. Tim Warner volunteered to prepare a survey to explore resident's views on this proposed program. E. CIP Project Priorities. Chairman Gibbons provided a spreadsheet with potential CIP projects to consider for the Five -Year Plan requested by Council. Staff did not provide cost estimates. The PWC discussed the projects at length and several new projects were added. The projects were prioritized into three tiers: A (highest • Elena at Natoma. Already in progress priority) • Hilltop-Dawnridge off-road connection. Town hold all easements; will require switchbacks and creek crossing • Miranda-Manuella loop improvement; complete missing segments in this important routes to school; paths already in use • Manuella Road improvement. Low cost project to complete missing segments • Summerhill Avenue. New roadside path on south from Miraloma to Amigos Court. Need to check easement status • 12355 Hilltop. New roadside path • Near 25810 Altamont. Upgrade connection to Vinedo and make passage down to Altamont safe for horses and pedestrians • Repair and extend path between 11676 and 11675 Dawson. New path entry to Nicholson subdivision • 25700-25263 Rhus Ridge Road. Clear pathway easement at time of subdivision (now) Eastbrook entrance to Nicholson subdivision. Magdalena entrance B • Magdalena at Ravensbury. Expand bridge to include pathway; likely to be costly; requires collaboration with DFG, Caltrans, and other agencies C • Extension of La Paloma pathway. Cost and easements still an issue Minutes July - Final.doc 10/26/12 2 • La Loma To MidPen Open Space. Needs input from MidPen; neighbors are strongly opposed New Projects • 11653 Dawson. Currently blocked, needs to be opened • El Monte to Oak Park Court. Extends Nicholson path • Teresa off Kate Drive. Needs to be cleared; need to clarify easement issue— HO claims the old road is no longer a pathway Reject/Not • Landscape El Monte Road from Stonebrook to Town border. Aesthetic project; no Relevant funds at this time • Ventana down to Page Mill at Matadero Creek. Erect a sign that says "Pedestrians Only" to keep horses off • Viscaino Road. Install berm to keep road dry. This is a maintenance issue. • Aric Lane entry to Esther Clark Park. This is Palo Alto. F. Master Path Plan Review. Chairman Gibbons will present to Council the proposed map for the newly annexed Loyola area and ask for an amendment to the MPP based on the annexation. The formal process for updating the MPP (e.g., public hearings, Council approval) was discussed. The PWC will start a list of proposed corrections and changes. 6. REPORTS FROM OTHER MEETINGS None 7. GENERAL DISCUSSION Joe Kleitman reminded the PWC that questions remain about collection of pathway in -lieu fees and recommended that these be clarified. An email to City Clerk was suggested. 8.
