ADMINISTRATIVE Chairman Nick Dunckel called the meeting to order at 7:02 PM Members present: Anna Brunzell, Ann Duwe, Courtenay Corrigan, Eileen Gibbons, Bob Stutz, Tim Warner, Sue Welch, Denise Williams Members absent: None LAH Council Members present: Breene Kerr Members of the public presents: Peter Duxbury, architect for 24175 Dawnbridge Road Mr. Arora, owner 12670 Corte Madera Lane Dan Postolika, architect for 12670 Corte Madera Lane The agenda was approved as published 2. COMMUNICATIONS FROM THE FLOOR None 3. NEW BUSINESS A. Property Reviews. The following properties were reviewed for pathway recommendations: i. 24175 Dawnridge Road (Lands of Budge) The reason for pathway review is construction of a new residence. The architect for the project, Peter Duxbury, was present and reported that the homeowner prefers to pay an in-lieu fee. The property is on the north side of Dawnridge four lots in from Magdalena. Dawnridge is a cul-de-sac providing access for more than ten residences; part of it is public and part private. An off-road path connecting to a path along I280 exits westward from the end of the cul-de-sac. The Town holds easements for a second off-road path (shown on the Master Path Plan) exiting north from the end of the cul-de-sac. The street is quite wide and has “No Parking” signs along most of its length. No clearly defined roadside paths are visible. A line of trees runs along the border of the property and the road right-of-way and the property slopes down slightly from the road. The PWC discussed at length whether or not to require a roadside path. Although roadside paths are generally installed on cul-de-sacs with off-road paths, the general consensus was that because Dawnridge was exceptionally wide and had “No Parking” signs along it, that pedestrians could walk along the street. In addition, Eileen Gibbons, who frequently walks this area, reported that the side of the street opposite this parcel would be preferred for a roadside path (if one were installed) because it is flatter. Courtenay Corrigan moved that the Town request a pathway in-lieu fee from owners of 24175 Dawnridge Road and that the Town assures that public access is granted across the street right-of-way. Tim Warner seconded. The vote was unanimously in favor. ii. 12670 Corte Madera Lane (Lands of Arora). The reason for pathway review is a major remodel. The owner, Mr. Arora, and the project architect, Dan Postolika, were present. The parcel is a flag lot off the northeast end of Corte Madera, which is a public cul-de-sac serving seven or eight houses. The parcel has a narrow frontage on the road, almost FInalPWC_Min_10-0628 2/12/20 2 entirely taken up with the driveway. An off-road path exiting Corte Madera has been designated along the south border of 12660 (the lost adjacent to 12670). This path will connect to La Paloma Road. Tim Warner moved that the town request a pathway in- lieu fee from the owners of 12670 Corte Madera Lane. Courtenay Corrigan seconded. The vote was unanimously in favor. B. Formal Hearing for Adding Moody Road West of Hidden Villa to Master Path Plan. The Master Path Plan does not currently include roadside paths along the portion of Moody Road west of Hidden Villa, although a few roadside paths have been constructed. Apparently this area was not formally reviewed as part of the MPP process. The north side of the road is in LAH; the south side in the unincorporated county. Roadside paths are needed for public safety. Moody Road is narrow and winding and has a large volume of traffic, including cars, bikes, and pedestrians. It would not be practical to construct roadside paths along “the twisters”, the very steep, narrow, and winding portion of Moody that runs from Canyon Road to Page Mill Road. Paths could be built along the flatter part from Canyon Road to Hidden Villa. The general consensus was to prioritize the most dangerous sections and consider construction as a CIP project (funded by the Town) for fiscal year 2011. Residents in the area will be noticed about formal hearing to be held later this summer to add these roadside paths to the MPP. 4. OLD BUSINESS A. Horse and Pedestrian Crossing Signs. In March, Linda Swan requested that warning signs be placed along roads where the pathways cross from one side of the road to the other to alert drivers to pedestrians and equestrians. The PWC reviewed a list of eleven locations (provided by Linda Swan and Deborah Goldein) where these signs might be placed. The consensus was that the highest priority locations for signs are: • Moody Road where the Artemis Ginzton Trail exits Byrne Preserve • Elena Road at the exit of Packard path • Elena Road at Black Mountain These locations were selected based on traffic, visibility (i.e., poor sight distance), and topography. The Town engineer will determine the specs for the crossings. Because Moody Road is a county road, the county will have to be involved in signage for that crossing. Information about the crossing signs will be published in an article in the town newsletter. B. Pathway in Foothill College Campus. Carol Gottlieb received a call from Foothill College requesting input from LAH about renovation of pathways around the campus. Chairman Nick Dunckel will follow up on this. C. Non-Slip Driveway Surfaces for Equestrians. The PWC discussed ways to encourage residents to adhere to the Town ordinance requiring non-slip surfaces for horses where paths cross driveways. Town staff told Ann Duwe that the Town has no written requirement for non-slip driveway surfaces, although new residences are asked to provide them. Because there are no formal specs or requirements, the surface is left to subjective approval of Town staff. Anne will add information about the importance of these surfaces to the PWC item for the Town newsletter. A general note about not blocking pathways with mailboxes, shrubbery, or statuary will be added. D. Update of Pathway Maps. Chairman Nick Dunckel is working with Town staff to update pathway maps to include adjacent areas, such as the town of Los Altos, Arastradero FInalPWC_Min_10-0628 2/12/20 3 Preserve, Stanford Lands, and open space lands to the south of Town. Pathways and trails in these areas will be shown. E. Report on VTA Meetings. Breen Kerr reported that the committee will focus on design and construction of the pathway along Arastradero Road from Ramos Ranch to Page Mill Road (funded by Stanford). They are also working on alternatives for the section of Page Mill between the I280 interchange and Arastradero Road west. They are also looking into possible demonstration projects for bike passing lanes. F. Discussions of Pathway Activities with Town Staff. Nothing to report. G. Reports from people who attended other meetings. Nothing to report 5. APPROVAL OF MINUTES The minutes of the May 24, 2010 meeting were approved as amended. Meeting was adjourned at 8:40 PM. 5.
