Minutes of Meeting September 24, 2007
1. Adminstrative
Chairman Bill Silver called the meeting to order at 7:04 PM
Members present: Jim Bliss, Courtenay Corrigan, Nick Dunckel,
Bill Silver, Anna Brunzell, Nancy Ginzton, Jolon Wagner, Bob
Stutz
Members Absent: Ginger Summit, Chris Vargas, Sue Welch
Council Members present: Mike O’Malley
Town Staff present: None
The agenda was approved as amended below.
2. Old Business
1. 14560 Miranda (Kreager Residence) Homeowner has asked for clarification of Pathway
Committee’s previous recommendation. Discussion followed. Anna Brunzell moved that
the homeowner restore the existing path between the street and the landscaping, trim
landscaping to keep the path clear and move dirt mounds that currently obstruct the
roadside path on either side of the driveway as close to five feet (5”) as possible. Jim
Bliss Seconded. The vote was 5 in favor and 2 abstentions.
3. PUBLIC COMMENT
1. Carol Gotlieb took issue with the article in the Los Altos Town Crier and stated that, “no
path from a previous/existing map should be left off.” Dot Shriner added that the walking
map is a legal document and once it goes out it must be maintained. There was reference
and some questions regarding a referendum in 2002. Mike O’Malley’s input was that we
were working on creating a walking map not a restatement of the master path plan and
that was per the request of the council. It should include all paths and roads that are
walkable and have easements. The committee is attempting to follow the instructions of
the Town’s Council. We are eager to produce walkable maps. Bill Silver closed off the
public comments.
4. NEW BUSINESS
1. The committee discussion that followed reminded everyone that the October meeting
with LAH Town Council is where some of the questions and concerns will be aired and
decided. Our meeting with Council will include:
1. Walking Map
2. CIP Priorities
3. Maintenance Budget controlled by PWC
4. In Lieu Fees…When is it collected and what is Town Policy?
5. Our desire to establish the correct or clear database of easements, deeds, grants,
etc…
2. Jim Bliss and Nick Dunckel agreed to design and implement a spreadsheet for tracking
maintenance requests.
3. Members of the PWC were encouraged to bring any comments regarding the pathway
element to the Town Council Meeting in December (?) Anything new that someone
wishes to propose will be considered at that point. (???)
D. 27241 Altamont Road, (Lands of Meru) The reason for Pathway Committee review is a
major addition/remodel. Anna Brunzell made a motion to ask for a IIB path in between the
road and the fence. Jolon Seconded. The vote was unanimous.
5. OLD BUSINESS (continued)
2. We received a new map that Ginger produced. There are six (6) points to consider when
reviewing this map.
1. If it is a private road without easements, it is not on the map.
2. If it is a private road/cul-de-sac with public easements or a pedestrian easement, it
has been included.
3. If easements exist but you cannot currently walk on it, it has been removed from
the map.
4. The map currently uses two colors. The intent is to make it one color.
5. The lines designating paths will be down the center of the road regardless of
where roadside paths exist.
6. All paths that have been removed are not in anyway a reflection of permanent
changes to the Master Plan.
3. CIP Review and preparation for the meeting with Town Council. Could we identify
several key loops that would be “world class?” This may be further discussed at
November’s meeting.
6. Reports from PWC Members
1. No real information/updates was available from the most recent Town Council Meeting
or the Planning Commission. Courtenay had attended the Town Council and Jim Bliss
had been at Planning.
2. Nick Dunkel reported on recent meetings with Foothill College. Their proposal to re-do
their roads will affect the paths that surround the campus. Nick will continue to monitor
the situation and will ask for a substitute if he is unable to attend any future meetings. He
also noted that the Homeowner’s issues with Foothill College’s road plans may take an
immediate dominance.
3. The path will be maintained by the water district in Edith Park. Bill Silver reported this
information in Ginger’s absence.
4. VTA Anna Brunzell reported that the September Meeting was cancelled.
5. Westwind Barn. Nick Dunkel made no report. Courtenay relayed Ginger’s comment’s
request that had been made at a prior Town Council meeting regarding the use of the
pathways system for an Adult Riding Program. Ginger merely requested that our
committee be kept informed of routes that such a program might take so that we could
monitor the condition of the route as they might be used heavily..
6. Bob Stutz Volunteered to attend the October 11th Town Council Meeting. Anna Brunzell
offered to attend the October 4th Planning Commission Meeting.
7. The emergency access roads are being maintained by the fire district. All are accessible
except the one through the Daughters.
7. Approval of Minutes
Minutes of August 27, 2007 were approved as amended.
Meeting was adjourned at approximately 9:20 PM.
6. Next Scheduled meetings
Next pathway walk: Saturday, October 20, 2007 at 8:30 AM at Town Hall
Next regular meeting: Monday, October 22, 2007 at 7:00 PM at Town Hall
Special meeting with City Council: Thursday, October 11, 2007
