Parks and Recreation Committee Meeting Minutes
August 21, 2006
Town Hall Chambers
Present: Steve Johnson - Co-Chair, Karin Bergh, Ben Gikis, Rebecca Hickman, Scott
Vanderlip, Tod McElmore - Parks and Recreation Supervisor, Honorable Mike

The Committee meeting was opened by Steve Johnson at 9:30 a.m.
Approval of Minutes
A motion was made to approve the July 17 minutes. The motion was seconded and the
minutes were approved unanimously
Little League Bleacher Project
Tod reported that a Gilroy-based company bid for the project came in at $15,300.00. This
includes the purchase, deliver, and removal of the old bleachers and would not require
the Little League’s contribution.. This would be undertaken in the off-season. The other
bids were over $18K. The new bleachers will offer the same seating capacity but will
not include new benches. Tod said that the project and bid will come up to Council for
approval at the first meeting in September.
Westwind Master Plan Committee
Val Metcalfe was appointed as the Park and Recreation Committee’s representative.
General Plan Update Committee
Mike O’Malley explained the General Plan process and the goals of the General Plan
Committee. The plan in principle needs to be updated every five years. The State has
mandated that this process be undertaken by LAH. The goal is to reflect the current
views of the Town through content and direction changes and to make it readable and
legible.
A motion was made to appoint Scott Vanderlip as the Parks and Recreation
representative to the General Plan Committee. The motion was seconded and approved
unanimously.
Update on Summer and YRRP Riding Program
Jane and Tod reported that the Summer riding program was full to capacity and very
successful. The YRRP for September is full and going forward with a Sunday offering as
well.
Trail Readiness and Trail Riding Program
Jane Kawasaki presented a proposal to develop and implement a trail readiness/riding
program as a Park and Rec offering. Tod concurred that there has been some interest in
having a program that provides trail riding opportunities. The Committee discussed their
concern with liability issues and the risk of unskilled riders going on the trails. Jane said
the program she envisions would first ensure that the student develops the necessary
skills in the arena first before he or she would be allowed to ride of the trails as well as
provide suitably quiet mounts. She also suggested that the trail rides be guided.
A motion was made to develop and establish a safe pilot trail riding program at Westwind
through Parks and Recreation that includes the authorization of $500.00 to purchase
Westwind tack for the program. The motion was seconded and approved.
Fall Recreation Programs
Tod distributed the Fall Recreation Program Guide to the Committee. The Committee
congratulated him on the Guide. New this year is the offering of a fencing program for
both children and adults.
New Business
Tod said that a part-time recreation leader has been hired to assist him in program and
registration administration. Her name is Amber Rice and she will be working 15 hours a
week.
Tod reported that a Los Altos Hills resident has donated $500.00 worth of daffodil and
lily bulbs for the beautification of Edith Park. He will schedule a community service
work day with the local high schools to plant the bulbs in October. Rebecca said she
would contact Susan Mandel regarding the County Adobe Creek development project to
make the necessary arrangement for a suitable location and time for planting at the Park.
