HomeMy WebLinkAboutFinal Minutes April 25PATHWAY COMMITTEE Minutes of the meeting of Monday, April 25, 2005 Prepared by Ann Duwe The meeting was called to order at 6:00 p.m., with Ginger Summit presiding until Chairman Chris Vargas arrived. Present were: Duwe, Brunzell, Dunckel, Ewald, Montgomery, Summit and Stutz. Vargas and Wagner arrived late. Members of the Ad Hoc Committee present were: Schreiner, Ernest and Gottlieb The minutes of the of 3/28/05 were amended to remove item 4A., ii, referring to 12861 Alta Tierra Road and approved. Ann D. moved, Nancy E. seconded. 7-0 The order of the evening’s agenda was amended to allow Presentations from the Floor to be heard first. 3A. John Milen from Troop 33 proposed that for his Eagle Scout project he construct and install three to five benches, depending upon their cost, along Town pathways. He will enlist the help of approximately 10 other scouts. The benches would have a steel frame set in concrete and are estimated to cost $160 each. He presented photos of seven tentative sites, and after discussion the Committee narrowed the choices down to the following: 1. 25810 Altamont 2. along the Artemis Ginzton trail, behind the sign, next to Byrne Park Lane 3. Near the oak at the top of the knoll, at Byrne Preserve 4. Elena Road at the hairpin 5. 26201 Elena at the overlook The Committee placed this item on the agenda for the next meeting; meanwhile members will take a look at the proposed sites. 2A. New Business Discussion of the route for the proposed Anza National Trail was opened by Stanley Bonds of the National Park Service, Jane Marks and Mark Frederick. Purpose of the trail is to: -commemorate the Anza Expedition or 1775-76 -celebrate the diversity of the settlers, few of whom were European -highlight the role of Native Americans, especially in desert areas -create an educational focus for discussion of the consequences of settlement on the natural and cultural environment The trail has a driving route as well as a recreational route for hiking, biking and equestrian use. To date 350 miles are hikable; 160 miles have been certified by the National Park Service. Each community makes its own decisions about the route and which uses are permitted on its segment. -Carol G. reminded the Committee that some public funds, apart from those of the Park Service, may be applied for to help with construction. NPS set aside only $40K for the whole trail for this year. -Questions about how many people will use it and just who they will be elicited the response from Stan Bonds that to date he believes only one group has tried to do a portion of the trail and that was a horseback trip in 1976. No single individual has been known to attempt the whole corridor. Within each segment, users seem to be only local people. -The route will make use of existing paths, which will be labeled with a small 4” X 3” decal, though each community could choose its own signs in addition. The Committee will place the question of the route on the agenda for the June meeting. Maps or route descriptions of the route discussed 6 months ago and the one chosen 6 years ago will be brought to that meeting. Nancy Ewald and Scott Vanderlip, who attended meetings with Palo Alto and Portola Valley, will be consulted to see what decisions those communities made regarding where the the trail enters their respective towns and what criteria they used in setting parameters for the route. 2C. Master Pathway Plan Recommendations 14250 Berry Hill Lane. At the request of the homeowner, and with the consent of others present, this item was moved forward on the agenda. The owners again asked that the path along Page Mill Road at the edge of their property be moved to the opposite side of Page Mill Road. The Committee agreed to leave the path where it is for safety reasons as well as for greater ability to connect with other Town paths. The Town will pay to install a motorcycle barrier at each end of the path segment in question. Ann D. moved, Bob S. seconded, 9-0 2B Recommendations on properties: i. 27161 Moody Road. The resident, Diana Garrett, made a deposit to the Town pending a decision on what will be required. The Committee will ask the Town Engineer to determine whether there is sufficient road right of way for the path. If there is sufficient right of way, the Town will accept an in lieu fee. If there is not, the City Engineer will return the deposit and take the easement. He will make a determination about where the easement should go. DuBose M. moved, Ann D. seconded. 9-0 ii. 2275 Old Page Mill Road (lands of Thaik) All of Gerth Lane is on this property. The Committee agreed to ask for an on-road pathway easement along all of Gerth Lane. Nancy E. moved, DuBose M. seconded. 9-0 iii. 2634 Esperanza Drive (lands of Jones). (The address was incorrectly noted on the agenda.) The Committee determined that the path continues logically on the Jones property. It was noted that this residence will now have paths on three sides. The Committee agreed a 2B path should be constructed within the 10 foot easement on the back side over the public utility easement. Nancy E moved, Anna B. seconded. 9-0 iv. 13310 La Paloma. The Committee agreed to the status quo - the 2B path along La Paloma should be restored and continued as a natural path to the property on Atherton Court. Ginger S. moved, Bob S. seconded. 9-0 v. 26550 Anacapa Drive. The Committee agreed this is the only place on Anacapa where a path could go. It has a pretty view. The 2B path should be separated by 3 to 5 feet from the road surface. Bob S. moved, Nancy E. seconded. 9-0 vi. 13241 Burke Road. Because there is no easement on Burke, the Committee agreed to a 2B roadside path along East Sunset and to take a pathway easement along East Susnet. Nancy E. moved, Bob S. seconded. 8-0, 1 abstain. vii. 11860 Francemont. The Committee agreed to accept an impact fee. Ginger S. moved, Bob S. seconded. 9-0 viii. 26535 Altamont (lands of Jayco) A decision on this property was handled at the previous meeting. See minutes. ix. 12861 Alta Tierra. A second review of this property was agreed to so the Committee could reconsider whether an in lieu fee is appropriate. (This action, if taken, would reverse a previous decision.) Ginger moved, Nancy E. seconded. 9-0 x. 26101 Maurer Lane. The Committee there should be a 2B path, separated 3 to 5 feet from the edge of the road on La Paloma. Nancy E. moved, Nick D. seconded. 9-0 D. Update of Master Pathway Plan Roadside Pathways. Ginger S. will bring a proposal to the May meeting and an estimated time for completion of this task. The role of the Ad Hoc Committee will be spelled out. Les E. will prepare a new list of roads needing clarification as to their public and/or private status. E. Report from Capital Improvement Sub-Committees Anna B. reported there are 32 projects on the list. Approximately 5 are done each year. This year the Moody reconstruction is the first order of priority. -regarding #5, a private path for Page Mill Road will be donated by the property owner at 28140, provided the Town will do the maintenance. -it was noted the drain pipe on Edgerton as washed out and needs to be replaced. The pipe is in the path. -item #15 involving 12355 Hilltop, where the path must go around an oak tree was moved up the list to make it item #9 The Committee agreed to authorize expenditures for the first 5 projects on the list. DuBose M. moved, Jolon W. seconded. 9-0 F. Maintenance Review Ginger gathered maintenance requests from residents during the Westwind barn event on Sunday. Art has a list (of unknown origin.) The Committee unanimously agreed to ask the Town Engineer for copies of the Maintenance Requests as well as the List. The List should go up on the Town website. 3C. Communications – General Discussion There was agreement on the need to come up with an indemnification policy to residents in case of accident/injury to someone on a Town path. T-shirts from the Volunteer Recognition dinner were distributed. Nancy E. asked people to save September 16 for a party. 3B. Meeting Schedule a. The next Regular Meeting will be May 23 at 6:00 p.m. b. The next Pathway Walk will be May 21 at 8:30 a.m. 6. Adjournment The meeting was adjourned at ???
