Minutes of the meeting of Monday, March 28, 2005

The meeting was called to order at 6:23 p.m. by Chairman Chris Vargas. Present were:
Duwe, Brunzell, Ginzton, Montgomery, Summit, Vargas and Wagner, who arrived
shortly after. Absent were: Dunckel, Ewald, Kamangar and Stutz.
Members of the Ad Hoc Committee present were: Schreiner, Gottlieb and Ernest.
The agenda was modified to permit General Discussion first, Presentations from the
Floor next and the previous meeting’s minutes at the end.
Ginger moved acceptance of the agenda as modified.6-0.
The next Pathway meeting is April 25 at 6:00 p.m.
The next Pathway walk is April 23 at 8:30 a.m.
4A. New Business
i. 26735 Fremont Road (Water District new building) – The path is already
there and needs restoration to the 2B standard along Concepcion and
maintenance after all construction is finished.
DuBose moved, Nancy G. seconded. 6-0.
iii. 26535 Altamont Road (Lands of Jayco Investments) – The path along
Altamont, also a major Town path, must continue across this property.
Ann moved, Anna seconded. 6-0.
ii. 12861 Alta Tierra Road (Lands of Kelly) - The committee decided to build
or restore the path, whatever it takes, along the roadside.
DuBose moved, Ginger seconded. 5, 2 abstain.
Note: At the 25 April 05 meeting, the PW Committee re-discussed 12861 Alta Tierra
issue and reversed their recommendation to build a pathway. This negates the March
vote, and the resident is therefore not requested to build a pathway. See the approved
April 25th Minutes for this Action.
4B. Master Pathway Plan reconsiderations requested by Council
i. 11839 and 11871 Hilltop Drive. Mr. D’Amour, the current owner, who has
already given a truck turn round easement at the top of his lot and constructed,
at substantial expense, an excellent path segment along Hilltop, asked again to
remove the segment on the property line between his residence and his
neighbor’s for security reasons. After considerable discussion about the merits
of the route, connections to future paths, safety on Hilltop and security issues,
the Committee agreed to put it on the list for maintenance and reinstallation of
the marker posts. Status unchanged.
ii. 27161 Moody Road – this property was inadvertently left off the list for
review during last Saturday’s walk, and needs to be seen along with 26969.
Moody Road is a priority Pathway route. In order not to delay owner Diana
Garrett’s move in date, Chris suggested the owner look into putting up an “in
lieu” bond for the path that will eventually be constructed along Moody Road.
DuBose moved, Ann seconded. 6-0.
iii. Miraloma Way – Hilltop pathway. Consideration again of removing this
path segment brought to the table three related segments bearing on the
decision: 1. Hilltop to Miraloma as currently shown on the map; 2. A path that
might be routed along the sewer easement on 12595 Miraloma; and 3. A
segment between Barley Hill and Voorhees (public portion.) the Committee
agreed to leave green the existing green line at D3.3b from Hilltop to where it
hits the parcel at 24500 Voorhees. Arrows are to be added, which mean that if
the property is subdivided, there are several alternatives; if the property is not
subdivided, the path remains on the northwest side of this parcel. This remains
consistent with the 1981 map, which shows a connection between the path
coming off Miraloma and the path coming up to the Voorhees cul de sac.
DuBose moved, Anna seconds. 6-0.
A second recommendation for this area is to connect the end of Miraloma along
the southwest end of parcel 12595, utilizing the public utility and sewer
easement, so as to reach St. Nicholas and Vorhees at the St. Nicholas property
line.
DuBose moved, Ann seconds. 6-0.
A third recommendation for this area is to connect Barley Hill D 3.3a with
D3.3b.
DuBose moved, Ann seconds. 5-1.
v. 27500 Elena & Wright Way. Lands of Solomon – The Solomons again
asked that this path be removed from the Master Pathway Plan because it is
steep and intrudes on their privacy. Ginger observed that due to the paths on
Elena and Wright Way, the house is nearly surrounded by paths. The
Committee agreed to remove the path from the Plan and the Walking Map.
DuBose moved. 4-2.
iv. 14250 Berry Hill Lane. Consideration of this request was postponed till the
next meeting because the homeowner was not present.
3A. Les Ernest asked for a response to the Baker memorandum. Not everyone had seen
it, but discussion ensued about the need to clarify the definitions for public roads,
public paths, private roads and the liabilities of each. Dot was concerned about the
connection between liability and an annual walking of paths for clearing and
maintenance. The Ad Hoc Committee’s next task will be to clarify the definition of
“on road path.” Copies of easement maps will also be made available to the
Pathway Committee to aid in all its deliberations.
There was additional discussion regarding the emergency access road (paved)
between Central and Buena Vista. Is there an easement restricting it to non-
motorized passage? The homeowner needs to work with Town staff to determine
whether to put up posts to block motorized traffic or to designate the road as a path.
3C. Nancy G. pointed out that B2.5 on the Map should be a right angle, not a jog.
Nancy G., Ann D. and Ginger agreed to participate on behalf of the Pathway
Committee in the Relay for Life on June 25 and 26, but wish to walk with members
of other Town Committees to form a team.
Nancy E. has volunteered to do a tile and contribute substantially to the $600 cost.
DuBose contributed $200., with Jolon, Chris and Anna B. agreeing to contribute.
5A. Ann D. and Ginger will man the Earth Day table for Pathways at Westwind Barn on
4/24. Ginger will bring copies of 6 walks and maintenance participation forms.
Chris will set a date and notify everyone as to when the key players in establishing
the De Anza Trail route through Los Altos Hills could meet. Jane Marks, Stanley
Bond and representatives from the City of Palo Alto and National Parks should be
present.
4D. Anna B., Jolon and Bob will work on finding out which maintenance tasks are at
what stage of completion. They will bring an update and the list of tasks to the next
meeting.
Dot reminded the Committee to follow-up with residents willing to give easements.
2. The minutes from the 2/28/05 meeting were approved as corrected. Item 4A. was
changed to 4A.ii.
