Minutes of meeting of Monday, May 23, 2005

The meeting was called to order at 6:09 p.m. by Chairman Chris Vargas. Present: Ann
Duwe, Anna Brunzell, Nancy Ewald, Nancy Ginzton, Mike Kamangar, Dubose
Montgomery, Ginger Summit, Bob Stutz and Jolon Wagner. Absent: Dunkel.
Note: These Minutes refer to the Working Offroad Master Pathway Plan 2/10/2005,
version 3.0, which has the labels for each Pathway Recommendation.
Members of the Ad Hoc Committee present: Ernest, Gottlieb, Schreiner.
The agenda was modified to permit Presentations from the floor first, recommendations
on properties second and approval of minutes last.

3A. Presentations from the floor
i. Kathy Evans of the LAH Citizens Committee presented information in support
of the movement to create a separate school district for LAH. At present the
Town has no voice in PAUSD, LASD or MVLA. Additionally the Town has no
voice to protect public assets in Town, which is a hardship not just for public
education but also for Parks and Recreation and for Pathways, which originally
provided access to school sites. The process of re-districting will take 5-8 years.
Signatures are needed in 2 weeks to place the issue on the ballot in Fall of 2006 or
2007. 51% of whoever votes is needed.
3B. Meeting schedule
a. The next regular meeting is June 27, 6:00 p.m.
b. The next Pathway Walk is June 25 , 8:30 a.m.
4B. Master Pathway Plan Recommendations (ACTION)
i. Miraloma Way to Hilltop Drive - (Reconsideration at Council request of
D3.3a, 3.3b, 3.1 and 3.2a.) After lengthy discussion and input from residents
Chang, Trafficante, Silver, Norby and Fong, there seemed to be a general
consensus that a new route from Miraloma, to the utility easement along
12595 Miraloma to the St. Nicholas School property (and then along the
school’s property line to the public part of Voorhees Drive) is the best
compromise for this area.
Ann moved. Nancy G. seconded. 9-1
The Committee agreed to give the Council the choice of a second route in the
area, which would be 3.3a and 3.3b.
Ginger moved, Jolon seconded. 8-1-1
4A. Recommendations on properties: (ACTION)
i. 23923 Jabil Lane (Lands of Jarvis) The Pathway will remain until such time as
the Council approves another route or agrees to abandon this Pathway. The
Committee agreed to review D4.2 to Fernhill at a future meeting; meanwhile,
we will not eliminate D4.1 from the discussion.
DuBose moved, ? seconded. 10-0.
ii. Dawson Court-to-end of Eastbrook. It was noted that the driveway has been
installed on top of the pathway easement. The Committee agreed to stay with
its original recommendation.
iv. 13480 Wildcrest (note correction of street number). The committee agreed to
call this a study session and take action in June with the residents present.

v. 12861 Alta Tierra Road. This was item 2B ix. from the April meeting at
which time “A second review of this property was agreed to so the Committee
could reconsider whether an in lieu fee is appropriate. (This action, if taken,
would reverse a previous decision.) The Committee agreed to accept a fee
since there is already a path on the other side of the street.
vi. 13070 Alta Lane South. Agreement to accept a pathway fee.

vii. (had already been done)
viii. 12139 Foothill Lane. No easement needed at cul de sac edge of property
since the street is wide enough for walking. The Committee agreed to ask
staff to verify the easement along the bottom of the hill at the back edge of the
property. The Committee further agreed that the roadside path connecting
Foothill Lane to Elena should be on the north side of the Foothill Lane.

ix. 27630 Via Cerro Gordo. Agreement to accept a pathway fee.
DuBose moved, Bob S. seconded. 10-0
B. Since item i. had already been done, the following disposition was given to remaining
items:
June meeting - ii. 13115 Maple Leaf Court, iii. East Sunset Drive to Diana
Drive, iv. Atherton Court to La Paloma
July meeting – v. 27961 Central Drive, vi. Fernhill Road to Magdalena, vii.
Roadside path along Page Mill Road
4C. Review of Master Pathway Plan (Action); With advice from the Ad Hoc
Committee, the Committee will make final corrections to the map dated
March 8, 2005 during the June meeting. Nancy G. will spearhead this
process.
4D. Proposal for updating Roadside Pathway Plan (Action). Ginger distributed a “next
steps memo. The Committee agreed to work according to the 16 grids used
for offroad paths. Grids will be assigned to each Committee member at the June meeting
along with a date for completing each grid. Ginger will collect and Ann will prepare a
spreadsheet so each member can note items such as surface conditions, encroachments,
erosion and/or need for maintenance. Additional considerations included:
-bike paths – we need copies of the old map
-cul de sacs – do they all need paths? 6 houses or more or ?
-types of surfaces
- definitions for private roads
4E. Indemnification Policy was not addressed.
5. Ann D. and Ginger will man the Pathway table at the Town Picnic.
6. The meeting was adjourned at 9:20 p.m., without approval of the previous meeting’s
minutes, which had not been distributed. Ann D. will send them out for before the June
meeting.
